Rep. William I. Houghton, D-Swanwyck Gardens, is retiring after 22 years in the Delaware House of Representatives. Houghton said he would not seek re-election to the 16th district seat so that he can spend more time with his family.

"My grandchildren are growing up quickly, and at this stage of my life I am determined to not miss the important moments in their lives," he said.

Houghton, 77, is a veteran of World War II and a former New Castle County sheriff. He was first elected to the House in 1982 and serves on the Joint Finance Committee.

"I am proud of my work for my constituents and I have received great satisfaction in serving them and being a part of the decision-making process on many issues of importance to our state," Houghton said.

The Honorable William Irvin Houghton, age 81, of New Castle, DE, died on Monday, October 20, 2008.
A native Delawarean, Rep. Houghton was born in Wilmington on June 2, 1927, son of the late John Houghton and Elizabeth Hughes Houghton. He proudly served his country in the US Navy during World War II in both the Asiatic-Pacific Theater and stateside posts. Following his honorable discharge, Mr. Houghton would go on to a long and successful career in law enforcement, first as a City of Wilmington police officer for 6 years and then in the New Castle County sheriff's office for 25 years. For 22 years until his retirement in 2004, Rep. Houghton served the Delaware community as state representative for the 16th District. During his distinguished legislative tenure, he was active in the Joint Finance Committee and was instrumental in drafting the state's budget for many years.
Widely respected by colleagues of both parties, he was well known and admired for his intelligence, integrity, diligence, political expertise, and fair-mindedness.
He is survived by his son, Mark Houghton and wife, Maria, of San Diego, CA; daughter, Lisa Houghton of Elsmere, DE; Mark and Lisa's mother, Dorothea Houghton of Wilmington, DE; grandchildren, Ashley Houghton and Zachary Houghton; brother, John Houghton and wife, Marie, of Wilmington, DE; and several nieces and nephews.
A funeral service will be held at 12 noon, on Thursday, October 23, at Spicer-Mullikin Funeral Home, 1000 N. DuPont Parkway, New Castle, DE, where visitation will begin at 10 am. Interment will follow in All Saints Cemetery, 6001 Kirkwood Highway, Wilmington, DE.2

BiographyWilliam Houghton that lived in our home was a dentist, his office was in the home. We see signs that perhaps one of the rooms was
an office (Bolts in the floor for a chair, etc.) He also owned the first vehicle in town, First I heard Surrey, but intend on finding out
about that as well. He had cousins that moved homes for a living, and actually moved a structure that was in back of the house and attached it to the house. We found a ledger book of his signed hidden in the upstairs wall when my husband went to insulate. He was extremely frugal, but spent $8.00 on boots! That's a lot for that time. He shopped at the general store (not the Cracker Barrel one) that is still in Bolton on Wilder Road, it is now a private residence, but still they keep the store sign and remnants.1
