Barrett L. Liggett

Barrett Lee "Pete" Liggett, 86, a resident of Elkins, and more recently of the Elkins Regional Convalescent Center, departed this life Sunday afternoon, April 19, 2009, in the nursing home. He had been in declining health since being diagnosed with Alzheimer's disease in 2003.

Barrett was born Monday, Aug. 28, 1922, at Huttonsville, a son of the late Austin Earl Liggett and Elva Vada (Barrett) Liggett.

He attended Huttonsville Grade School and Tygarts Valley High School, graduating with the class of 1940. He was active in 4-H and Future Farmers of America, earning his state farmer's degree. After school, he continued to work on his parents' farms and at 20 took over the management of the land at his father's death. After World War II, he, his brother, James Robert "Bob" Liggett, and their mother began farming as Vada B. Liggett and Sons. In 1959, that partnership became Liggett Brothers, and operated until Bob's death in 1983 and the end of the partnership the next year. Barrett continued to farm at Huttonsville until he and his wife, Helena, sold their farm in 1993 and moved to Elkins.

Barrett became a substitute rural mail carrier on Route 1, out of Huttonsville in 1947. In 1960, he ran for Randolph County commissioner and won, defeating the incumbent and two other candidates. He defeated his opposition again in 1966 and ran unopposed in the 1972 and 1978 elections. He was most proud of being a part of making the policy that set aside one half of Federal revenue sharing money for capital improvements. Those funds were used to renovate the old health department and Extension Service offices on Henry Avenue in Elkins, to buy the land for the industrial park in South Elkins, and to purchase and renovate the Smith Chevrolet building, which became the courthouse annex in the 1980s. He was the county commission's representative on Region VII Planning and Development Council, serving as the Council's first chair. In 1979, he resigned from the county commission and became the full-time mail carrier on Routes 1 out of Mill Creek, Valley Bend and Huttonsville, serving until he retired in 1988. That year, he received the U.S. Postal Service's "Million Mile Award" for driving a million miles or 30 years without an avoidable accident.

He was a past master of the Randolph Lodge No. 55 A.F. & A.M. He was a member of the Tygart Valley Presbyterian Church and attended the Elkins Church of the Nazarene. He was a founding member of the Brick Church Cemetery's board of trustees and was instrumental in cleaning up the cemetery in 1959-1960, in laying out hundreds of new graves that would generate funds for cemetery maintenance, in the initial fundraising to establish a trust fund to supplement donations for the cemetery's upkeep, and most recently in acquiring adjacent land for expansion that will further ensure the cemetery's fiscal soundness.

He was married on Feb. 15, 1964, at Mountain Lake Park, Md., to Helena Stewart Hardy, who survives.

He is also survived by two stepchildren, David Hardy and wife, Kim, of Buckhannon and Darlene Hardy Scott and husband, "Chic," of Elkins; two children, Sarah Liggett of Elkins and Philip Liggett of Washington, D.C.; and five stepgrandchildren, Michelle Hardy Courtemanche of Connecticut, Brittany and Brandon Hardy of Buckhannon, Matthew Scott of Elkins and Jason Scott and wife, Brittany, of Fairmont.
