Katherine W. Fagan was born in Lorado on Nov. 20, 1920, the daughter of the Rev. Thomas S. Wright and Bessie Elizabeth Handy.

Her childhood was spent in Elkins. She attended the Riverside School where she said the Riverside teachers gave her the courage to try new endeavors. Projects that she would have labeled impossible became realities. She later received a bachelor of arts degree at Alderson-Broaddus College

She was married to Willie H. Bowman, who preceded her in death. They had one child, Carole Anne. Some years later, she married Ike Fagan, who also preceded her in death.

She was elected for three terms, two years each, in the West Virginia Silver Haired Legislature, established by Sen. Jay Rockefeller. Her constituents believed in her ability to speak on their behalf. This legislature was a nonpaying program for senior citizens and legislators were elected by the people. She said, "When no pay is involved, no limitation is put on opportunities." Her achievements in this forum contributed to the advancement of women in the community and the state of West Virginia. She was told many times that she was a role model for other women. She said, "By doing, one learns; by learning, one achieves." She was given the coveted Outstanding West Virginia Award by Gov. Arch A. Moore Jr. of West Virginia. She was also noted for her great achievement in promoting the national observance of Black History Month.

Katherine was a multifaceted woman. Her devotion to her community, to women and to the betterment of mankind made her the outstanding person that she was.
