JOINT RESOLUTION relating to the preservation and publication of portions of the early state and provincial records and other state papers of New Hampshire.
Resolved by the Senate and House of Representatives in General Court convened:
That His Excellency the Governor be hereby authorized and empowered, with the advice and consent of the Council, to employ some suitable person — and fix his compensation, to be paid out of any money in the treasury not otherwise appropriated to collect, arrange, transcribe, and superintend the publication of such portions of the early state and provincial records and other state papers of New Hampshire as the Governor may deem proper; and that eight hundred copies of each volume of the same be printed by the state printer, and distributed as follows: namely, one copy to each city and town in the state, one copy to such of the public libraries in the state as the Governor may designate, fifty copies to the New Hampshire Historical Society, and the remainder placed in the custody of the state librarian, who is hereby authorized to exchange the same for similar publications by other states.

The calendar of documents in the English Archives, relating to New Hampshire, which follows, is the work of Mr. B. F. Stevens, of London, England. He acted under the direction of the New Hampshire Historical Society in the examination of the original records and the arrangement of the results of his investigation for publication in this form. The Society received special aid from the state in meeting the necessary expenses attending the prosecution of the work, and by permission of the Society, the state has the benefit of Mr. Stevens's labors in this valuable addition to the material which may properly be embodied in the state series of Provincial Papers. The preparation of the calendar occupied Mr. Stevens a considerable part of the time for a period of six years. Three hundred and seven volumes in the Public Record Office in London were examined, end all records and documents referring to the affairs of the province, or forming a part of its documentary history, were carefully noted. Descriptive lists of the volumes are given, indicating such as do not, as well as those that do, contains New Hampshire papers or references. Two hundred and twenty-seven of the volumes were indexed, making six hundred and twenty-one pages of manuscript, exclusive of the title pages. It will be observed that much of the material in the English records, to which the index refers, has been printed in previous volumes of the New Hampshire Provincial Papers, published by the state. A set of these papers, consisting of the first seven volumes, was placed in Mr. Stevens's hands, and, where the papers printed in the state series were duplicates of manuscripts in the English Archives, they were compared, and the differences carefully noted. Volumes 45, So, and sr, in the Board of Trade, New England series, were proof-read into the printed set, as far as the set contained the contents of those three volumes, and the portions not printed were included in the index. The description of the manuscripts, as sealed, certified, signed, copies, etc., will assist in estimating the relative value of each separate paper, when the document is in duplicate or triplicate.
For the convenience of those who may have occasion to examine the printed volumes of Provincial Papers which Mr. Stevens used in making additions, comparisons, and corrections, and which are now in the custody of the New Hampshire Historical Society, it may be noted that the perpendicular pencil lines in the printed volumes mark the passages that have been compared with the manuscript in the Record Office. Where there are no such lines in pencil on the printed pages, no manuscript was found, and hence no proof reading could be done. Abbreviations and other suggestive particulars are given in the annexed memoranda. Many documents relating to New Hampshire will be found, by examination of the calendar with careful reference to our printed records, to be inaccessible except in the Eng‑

fish Archives. But the value and usefulness of our state publications, as works of historical reference, have been greatly enhanced by Mr. Stevens's labors in the preparation of the calendar, and his revisory work in the early volumes of the series of Provincial Papers. The publication of the calendar makes it available for use by all who consult the current historical publications of the state and of the Historical Society. This matter will constitute Vol. X. of the collections of the New Hampshire Historical Society, the only difference in the two volumes being in the covers, title pages, and prefatory parts.
The contents of Vols. XVII., XVIII., and XIX. of the state series were not subjected to the comparisons with originals in English Archives by Mr. Stevens. Their publication was not accomplished in time to place the printed copies before him while he was occupied on the calendar.
Mr. John Scribner Jenness, in his volume entitled "Transcripts of Original Documents in the English Archives Relating to the Early History of the State of New Hampshire," published copies of some of the more important documents referred to in the work of Mr. Stevens, and these were reprinted in VoL. XVII. of this series. They will be serviceable in giving a more definite idea of the general character of the documents which are the subject of Mr. Stevens's calendar.
A list of abbreviations and notes is appended, explanatory of the proof reading, interleaving, and references in the Historical Society's set of Provincial Papers mentioned above as the subject of examination and comparison with other or duplicate records in England.
The acts of the legislature by which the New Hampshire Historical Society was enabled to procure the compilation of the calendar arc the following: chapter 163, Laws of 1883; chapter 132, Laws of 1887; chapter 123, Laws of 1891.
It is due to Mr. Stevens to call especial attention, in this connection, to the fact that, for the satisfactory execution of the body of this work, the state and the Historical Society are indebted to his painstaking industry, his exceptional familiarity with the records examined, his peculiar skill in the execution of such work, and his well-known interest in the efforts of the learned societies and state authorities in this country to bring the material for American history, which is in foreign custody, within the reach of American investigation in American libraries.
In this and other volumes of the State Papers, beginning with Vol. XIX., Mr. Otis G. Hammond has rendered valuable assistance in the preparation of material, making of indexes, and in passing the work through the press.
