Cole County was created from unorganized lands in the Dakota Territory on 10 April 1862. On 1 July 1862, the county seat was established at the home of J. Chappillion.. The name of the county was officially changed to Union County, the county seat was moved to Richland, and additional land was annexed from Lincoln County on 7 January 1864. The county seat was moved to its present location, Elk Point, on 30 April 1865.
