Circular No. 324. Admiralty, 4th May, 1858. My Lords Commissioners of the Admiralty being of opinion that it would be highly conducive to the advantage of Her Majesty's Service, as well as to the interests of young officers, if acting Mates and acting Lieutenants were to be received into the Royal Naval College at Portsmouth while preparing to pass their final examinations ; their Lordships have pleased to make arrangements by which officers so preparing to pass, will in future be received into that Establishment, under the following Regulations. 1. They will be borne on the Books of H.M.S. "Excellent" as supernumeraries for victuals only, and will be checked to the Royal Naval College with an allowance of 1s. 6d. a day in lieu of provisions. Officers on full pay, will be checked of their provisions on board their respective Ships while at the College, and those not belonging to a Ship will receive the benefit of the allowance. 2. As many officers as can be accommodated with cabins, will be required to reside entirely in the College. Officers who cannot be so accommodated, will be allowed to sleep out until cabins are vacant for them, but they will be expected to take their meals at the College Table. 3. Officers will be expected to be within the walls of the College by half-past 9 o'clock in the evening. In the event of any Infringement of this rule occurring, a report of it will be made of it m the morning to the Captain Superintendent, who will take such steps as he may think right to prevent a recurrence of the irregularity. 4. The Library will at all times be open to officers subject to the rules now to force, but no Books are to be taken out of it. 5. The Study of the permanent officers is reserved for their exclusive use until 4 p.m. After that hour it may be used by other Officers studying in the College until light are put out in the evening.
