Admiralty. 10th July,1872.

My Lords Commissioners of the Admiralty having been informed that a feeling exists among certain Officers of the Coast Guard that, by the Order in Council of the 22nd of February, 1870, they are entitled to the same pay as Officers of corresponding rank in the Royal Navy; the whole question relative to rank, pay, and pension of Officers serving in the Coast Guard has been referred to the Law Officers of the Crown, who have given their opinion as follows :

1. That by the Coast Guard Act of 1956, officers employed in the Coast Guard are not entitled to the same rates of pay which are or may be given to Officers of their respective ranks in the Navy.
2. That the Coast Guard Act of 1956 does not entitle Officers of the Coast Guard to count service in the Coast Guard towards increase of pay, &c. in the same manner as service in Her Majesty's Ships at sea.
3. That the Navigating Officers employed in the Coast Guard are not entitled to the increased pay, &c., given by the Order in Council of the 22^nd February, 1870, to Navigating Officers in Her Majesty�s Fleet.
4. That Chief Officers of Coast Guard cruisers are not entitled to receive the minimum pay given to Navigating Lieutenants by Order in Council of the 22nd of February, 1870.
5. That 2nd Class Chief Officers of the Coast Guard are to be considered of the rating of a distinct class from the rating of First Class Warrant Officer in the Navy, and are not entitled to the increased pay and pension given to the latter by the Order in Council of the 22nd February, 1870.
6. That the rights of pay and pension of Officers employed in the Coast Guard may be regulated by Orders in Council.
7. Their Lordships are pleased to circulate this decision for general information.
