Admiralty, 12th April 1866 or 68.

My Lords Commissioners of the Admiralty are pleased to direct that the following Regulations recently made or renewed by the Acts of Parliament and Orders in Council respectively quoted, be promulgated for the information and guidance of all Officers, Naval and Civil, and others to whom the same may relate.

Pay and Pay and Pensions

Any assignment, sale, or contract of or relating to any Pay. Wages, Bounty Money, Grant, or other allowance in the nature thereof, payable in respect of services in Her Majesty's Naval or Marine Force to a person being or having been a subordinate officer, seaman, or marine is void.

Any assignment, sale, or contract relating to any Naval Pension, Allowance from the Compassionate Fund, Half Pay, or Marine Half-Pay is void.

A seamen or marine discharged from one ship to another shall not be rated lower in the latter ship on or in consequence of such discharge or transfer.

Allotments

Where the Wife, being allottee, dies or deserts her children, or so misconducts herself as to be considered undeserving of support them her husband, the Admiralty may stop further payment. And if in any such case there is a Child of the Seamen or Marine allotting unprovided for, the Admiralty may revoke the authority for payment to the Wife, and make out a new authority in favour of a proper person, recommended for the purpose, resident in the parish where as Child is, that such person may apply to the maintenance d the Child the money allotted.

Where a Wife being allottee becomes of unsound mind, the Admiralty may stop further payment under the allotment, revoke the authority for payment to the Wife, and make out a new authority in favour of a proper person recommended for the purpose : that such person may apply, for the benefit of the Wife and the Children (If any) of the Seaman or Marine allotting. the money allotted.

Unclaimed Pay.

Pay shall be deemed forfeited if within six years from the 1st day of January next following the time when it became payable :-

(1.) If it is not claimed ; or

(2) A claim made to it is nut proved to the satisfaction of the Admiralty.

The Admiralty may, however, if they see good cause, in any care remit such forfeiture.

Stoppage of Pay by " R."

A Person against whose name the letter "R" is placed in the Books of the Ship to which he belongs, as denoting a deserter, shall not, while the " R " so remains, be entitled to receive his Pay ; but the Admiralty may, in any case if they think fit, order the " R " to be removed, and authorise payment of the Pay accrued.

Medals and Decorations.

Medals and Decorations belonging to Officers. Seamen, and Marines dying in service shall be preserved for delivery to their representatives, unless representation be taken out by a creditor as such, in which case any such Medal or Decoration shall be disposed of as if it had not been issued to the deceased.

Prize Money.

Any Assignment made by a Warrant Officer of any Prize Money shall be void unless it truly expresses the consideration money actually paid by the person in whose favour it is made to the person making it, and upon any such Assignment there shall be paid so much only as appears to have been actually paid as consideration for the same, with interest thereon at 5 per cent. per annum.

Only Commissioned and Warrant Officers, and Assistant Engineers of the 2nd Class amongst Subordinate Officers, can make valid Assignments of Prize Money.

Any share of Prize Money of any other person can only be paid to himself or the person named in an order drawn by him as hereinafter prescribed.

(The foregoing restriction does not, however, apply to any Prize Money remaining unpaid on the promotion of a Subordinate Officer to the rank of commissioned Officer, or of a Seaman to the rank of Warrant Officer.)
