1. Assistant-Clerk. Every Candidate, on obtaining a nomination will be required to pass an examination on board the Flag Ship at Portsmouth, on the first exam examination-day after nomination. No Candidate will be nominated who is less than 15, or more than 17 years of age. 2. The Candidates will be examined by the Captain and a Naval Instructor of the Flag Ship, assisted by two Paymasters appointed to that duty by the Commander-in-Chief. The examinations will take place on the Second Wednesdays in the months of March, June, September, and December. 3. Candidates will be required-- I. To produce a certificate of birth, or declaration thereof made before a magistrate. II. To be in good health, and fit for the Service, that is, free from impediment of speech, defect of vision, rupture, or other physical inefficiency. III. To write English correctly from dictation, and in a good, legible hand. IV. To read and translate French. V. To have a competent knowledge of Arithmetic, including Vulgar Decimal Fractions. VI. To have a fair knowledge of Scripture and English History, and of Geography. 4, If the Candidate fail to pass the test of qualification, he be will be considered ineligible to appear again. If a Candidate pass the test of qualification, and yet not be one of the successful competitors, he will be allowed to compete once again at the following examination, notwithstanding that at the time of the second examination he shall exceed the limit of age. (N.B. - These regulations will only remain in Force till November, 1870. See Circular below, No. 14, 1870. Circular No. 14.-C.W. Admiralty, 7th February 1870. Assistant Clerks. My Lords Commissioners of the Admiralty having decided to raise the Standard of Qualification for Assistant Clerks, are pleased to lay down the following regulations as regards examination: 1. Every candidate will be required to pass the medical examination according to the prescribed regulations, under the direction of the Medical Director-General of the Navy at Somerset House, and must have been found physically fit for the Royal Navy before going up for the Educational Examination. He must be in good health and free from any physical defect of body, impediment of speech, defect off sight or hearing, and also from any predisposition to constitutional or hereditary disease or weakness of any kind, and in all respects well developed and active in proportion to his age. Any candidate rejected at the medical examination will be finally excluded from the Royal Navy. 2. The candidate will be required to produce (1) a registrar's certificate of birth or declaration thereof made before a magistrate ; (2) a certificate of good conduct from the masters of any schools at which he may have been educated within the two previous years, or, if educated at home, from his tutors or the clergyman of the parish in which he resides; and (3) a certificate of good health. 3. The Educational Examination to be held twice a-year, viz: on the 3rd Wednesday in November, and 2nd Wednesday in June, under the directions of the Director of Education. 4. The Examination to consist of two parts, (a) Test. (b) Voluntary for Competition.
Not more than three of these subjects may be selected, unless Drawing be one, when four may be selected. At least one-sixth of the marks assigned must be obtained in each subject, in order that they may be reckoned towards the total. 5. These regulations will not come into force until the Examination in November, 1870. 6. In other respects the present Regulations relative to Assistant Clerks will remain in force.
