In Cases of Distinguished Conduct the Rank of Lieutenant may be Conferred on a Second Master by the Admiralty.


At the Court at Windsor,

The 11th day of January, 1859.

(Present, the Queen's Most Excellent Majesty in Council).

Whereas there was this day read at the Board a Memorial from the Right Honourable the Lords Commissioners of the Admiralty, dated 30th November 1858, in the words following, viz. :

Whereas by the regulations of the government of your Majesty's Naval Service, cap. 8, article 6. page 24, we are empowered in cases of distinguished conduct to confer the rank of Lieutenant on Masters of your Majesty's Navy, and being of opinion that it would tend to the advantage of the Naval Service if the same boon were to be extended in particular and deserving instances to the Second Master of your Majesty's Fleet, we would humbly propose that is future we be empowered by your Majesty to promote a second Master to the rank of Lieutenant, in cases in which he has performed, while in the execution of his duty, such special and brilliant service as in our opinion may entitle him to the boon. We would further humbly suggest that, before a Second Master be considered eligible to promoted, he shall be required to have served at Sea for seven years, but that there shall he no necessity for his having been rated as Midshipman during any or that period, as required in ordinary cases of advancement to the rank of Lieutenant."

Her Majesty, having taken the said Memorial into consideration, was pleased, by and with the advice of Her Privy Council, to approve of what is therein ; and the Right Honourable the Lords Commissioners o the Admiralty are to give the necessary directions herein accordingly.
