And whereas we consider it desirable to increase the pay of men entered for Combined Service in the Royal Navy and Royal Fleet Reserve under the provisions of Section 4 of the Naval Forces Act, 1903

We therefore beg leave humbly to recommend that Your Majesty may be graciously pleased by Your Order in Council to provide that after such service in the Royal Navy as may be prescribed men entered under the provisions of the said Act may receive pay at the Continuous Service rates of their ratings while serving in the Royal Navy

Special Service Seamen and Stokers - Pay Rise
And whereas we are of opinion that the services that Special Service Seamen and Stokers in Your Majesty's Navy are called upon to perform during the War are such as to warrant a revision of their pay and prospects

We beg leave humbly to recommend that Your Majesty may be graciously pleased, by Your Order in Council, to sanction the following proposals for the duration of the War, to take effect from the 5th November, 1915 :

1. That the pay of Leading Seaman (Special Service) be increased to 1s. 11d. per diem;
2. That Stokers (Special Service) may be considered eligible for advancement to the Acting and confirmed rate of Leading Stoker (Special Service) with pay at the rate of 2s. 5d. per diem.

We further beg leave humbly to recommend that Your Majesty may be graciously pleased, by Your Order in Council, to sanction the grant of an increase of pay of 3d. per diem to Special Service Seamen and Stokers' who have over 6 years man's service, as from the 2nd August, 1914.

Establishment of the Ratings of Petty Officer (Special Service) and Stoker Petty Officer (Special Service), for duration of the War

And whereas Your Majesty was graciously pleased, by Your Order in Council dated the 27th day of January, 1916, to sanction proposals that, for the duration of the War, the pay of Leading Seamen (Special Service) should be increased to 1s. 11d. per diem, and that Stokers (Special Service) should be considered eligible for advancement to the Acting and Confirmed rate of Leading Stoker (Special Service) with pay at the rate of 2s. 5d. per diem:

Whereas by Section 3 of the Naval and Marine Pay and Pensions Act, 1865, it is enacted, inter alia, that all pay, pensions, or other allowances in the nature thereof, payable in respect of services in Your Majesty's Naval or Marine Force to a person being or having been an Officer, Seaman, or Marine therein, shall be paid in such manner, and subject to such restrictions, conditions, and provisions, as are from time to time directed by Order in Council:

And whereas we are of opinion that the pay of Boys serving in Your Majesty's Navy is inadequate under present conditions:

We beg leave humbly to recommend that Your Majesty may be graciously pleased, by Your Order in Council, to sanction the pay of Boys First Class, Signal Boys, Boy Telegraphists, and Ship's Steward's Boys, being increased, for the duration of the present war, from 7d. per diem to 9d. per diem, as from the 1st May, 1917.

Torpedo Officer's Clerk - Allowances

Whereas there was this day read at the Board a Memorial from the Right Honourable the Lords Commissioners of the Admiralty, dated the 12th day of November, 1917, in the words following, viz.:-

Whereas by Section 3 of the Naval and Marine Pay and Pensions Act, 1865, it is enacted, inter, alias, that all pay, pensions, or other allowances in the nature thereof, payable in respect of services in Your Majesty's Naval or Marine Force to a person being or having been an Officer, Seaman, or Marine therein, shall be paid in such manner, and subject to such restrictions, conditions, and provisions, as are from time to. time directed by Order in Council:

And whereas by Order in Council bearing date the 14th day of May, 1912, sanction was given for the payment, at our discretion, of an allowance of threepence a day to any Seaman employed on clerical duties with the Gunnery Lieutenant in any of Your Majesty's Ships or Naval Establishments

And whereas in certain cases it is now found necessary to employ Seamen on clerical duties connected with the Torpedo Returns and Reports rendered by Your Majesty's Ships and Naval Establishments:

And whereas we are of opinion that the extra work entailed should be recognised by the grant of an allowance similar to that payable to Seamen employed on clerical duties with Gunnery Lieutenants:

We beg leave humbly to recommend that Your Majesty may be graciously pleased, by Your Order in Council, to sanction, as from the 21st day of May, 1917, the payment, at our discretion, of an allowance of threepence a day to any Seaman employed on clerical duties with the Torpedo Lieutenant or Mate (T) in any of Your Majesty's Ships or Naval Establishments.

Pay - Rates of Pay for Ratings and Marines - General Review
At the Court at Buckingham Palace, the 25th November, 1919.

Present, The King's Most Excellent Majesty in Council.

Whereas there was this day read at the Board a Memorial from they Right Honourable the Lords Commissioners of the Admiralty, dated the 8th day of November, 1919, in the words following, viz.-

Whereas it is provided by Section 3 of the Naval and Marine Pay and Pensions Act, 1865, that all pay, pensions, or other allowances in the nature thereof, payable in respect of services in Your Majesty's Naval or Marine Force to a person being, or having been, an Officer, Seaman, or Marine, shall be paid in such manner, and subject to such restrictions, conditions, and provisions as are from time to time directed by Order in Council:

And whereas we have had under consideration from time to time the rates of pay of the Petty Officers, Non-Commissioned Officers and men of Your Majesty's Navy and Marines, including. the Coast Guard and Reserve Forces, and found it desirable that the rates of pay should be generally increased as indicated in the subjoined Schedules:

nd whereas we further considered it desirable that the increment of 3d. a day in the pay of certain classes and Afloat Allowance to Royal Marines should as from 1st day of October, 1917, be granted after three, instead of after six, years' man's time:

We beg leave humbly to recommend that your Majesty may be graciously pleased, by Your Order in Council, to sanction the increments of pay .and general provisions set forth in the annexed. Schedules, with retrospective effect from the dates specified, power being reserved to us to vary the rates of pay within the Scales laid down or to associate, payment with such conditions as may be deemed necessary.

The Lords Commissioners of Your Majesty's Treasury have signified their concurrence in these proposals.

Whereas there was this day read at the Board a Memorial from the Right Honourable the Lords Commissioners of the Admiralty, dated the 5th day of December, 1932 (P.M. 649/32), in the words following, viz. :-

Whereas by Section 3 of the Naval and Marine Pay and Pensions Act, 1865, it is enacted inter alia that all pay, pensions or other allowances in the nature thereof payable in respect of services in Your Majesty's Naval or Marine Force to a person being or having been an Officer, Seaman or Marine therein shall be paid in such manner and subject to such restrictions, conditions and provisions as are from time to time directed by Order in Council:

And whereas by His late Majesty's Orders in Council bearing date the 18th day of February, 1903, and the 7th day of August, 1905, Chief Petty Officers of Your Majesty's Navy are eligible for an allowance of one half-penny a day for every year served in the rating of Chief Petty Officer subsequent to the completion of the first period of their Continuous Service engagement or, if transferred from Your Majesty's Marine Force, subsequent to the completion of twelve years' combined service from the age of 18:

And whereas Your Majesty was graciously pleased, by Your Order in Council bearing date the 7th day of February, 1921, to sanction the same scale of pensions for men of Your Majesty's Naval and Marine Forces

And whereas we consider it desirable that a man should not be debarred from receiving the aforesaid allowance because he has not completed, owing to a break in service, the actual period of twelve calendar years for which he first engaged to serve:

We beg leave humbly to recommend that Your Majesty may be graciously pleased, by Your Order in Council, to direct that the service qualifying for the allowance shall be that rendered subsequent to the date of completing 12 years' actual service from the commencing date of first continuous service or Royal Marine engagement and that this rule shall apply to all men to whom the aforesaid Orders in Council relate pensioned from Your Majesty's Naval or Marine Forces on or after the 1st day of January, 1932.

Whereas there was this day read at the Board a Memorial from the Right Honourable the Lords Commissioners of the Admiralty, dated the 16th day of December, 1933 (N. 5592/33), in the words following, viz. :-

Whereas by Section 3 of the Naval and Marine Pay and Pensions Act, 1865, it is enacted, inter alia, that all pay, pensions, or other allowances in the nature thereof, payable in respect of services in Your Majesty's Naval or Marine Force to a person being or having been an Officer, Seaman, or Marine therein, shall be paid in such manner, and subject to such restrictions, conditions and provisions, as are from time to time directed by Order in Council:

And whereas we are of opinion that Signal Boatswains, Warrant Telegraphists and Officers promoted therefrom serving in Flag Ships and in ships of the Officers in command of Destroyer and Submarine Flotillas and the senior Signal Boatswain and Warrant Telegraphist or Officers promoted therefrom carrying out instructional duties in H.M. Signal School and at the Mediterranean Signal Training Centre, Malta, should receive an allowance of 1s. a day:

And whereas we deem it expedient that for the more efficient working of the Signal and Telegraphist Branches of the Royal Navy there should be instituted a system of non-substantive pay for the ratings of those branches, under the conditions set out in the accompanying Schedule I:

And whereas by Your Orders in Council bearing dates the 16th day of December, 1912, the 12th day of August, 1913, the 17th day of May, 1920, and the 3rd day of November, 1927, a progressive increase of pay after 1 year's service as such and a second progressive increase three years after the first was granted under certain conditions to Yeomen of Signals and Petty Officer Telegraphists:

And whereas we consider that the rates of pay of these ratings should be as set out in Schedule II:

And whereas by Your Order in Council bearing date the 16th day of December, 1912, half the number of Chief Yeomen of Signals and Chief Petty Officer Telegraphists became eligible for additional pay of 6d. a day:

And whereas we deem it expedient that this additional pay should cease except for those ratings who are Chief Yeomen of Signals and Chief Petty Officer Telegraphists on the 31st day of December, 1933:

And whereas we are of opinion that the amount of the additional pay for those ratings already in receipt of this emolument or who retain their eligibility thereto should be reduced from 6d. a day to 4d. a day and that it should not be payable concurrently with non-substantive pay under this Order at a rate higher than 8d. a day:

We beg leave humbly to recommend that Your Majesty may be graciously pleased by Your Order in Council, to sanction she fore-going proposals, with effect from the 1st day of January, 1934.

The Lords Commissioners of Your Majesty's Treasury have signified their concurrence in these proposals.

Schedule

1. The First, Second and Third Class non-substantive rates to be granted for progressively higher qualifications, and within the approved numbers for each rate, as may from time to time be laid down by the Admiralty.
2. The non-substantive rate of W/T 1 not to be held concurrently with that of Submarine Detector Instructor or Telegraphist Air Gunner.
3. The Trained Operator rate to be paid to ratings below the rates of Leading Signalman or Leading Telegraphist only, provided that they are duly qualified and not in receipt of non-substantive pay for any higher qualification.
4. Continuous Service Signalmen and Continuous Service Telegraphists not to be allowed to hold a rating above V/S.2 or W/T.2.
5. Special Service Signalmen and Special Service Telegraphists not to be allowed to hold a rating higher than that of V / S.3 or W/T.3 respectively.
6. All ratings who are Leading Signalmen or Leading Telegraphists on the 1st January, 1934, to be regarded as qualified as V/S 3 or W/T 3 and all ratings who are Yeomen or Chief Yeomen of Signals or Petty Officer or Chief Petty Officer Telegraphists on that date to be regarded as qualified as V/S.2 or W/T.2.

Schedule II.

New rates of Substantive Pay for Yeomen of Signals and Petty Officer Telegraphists as from 1st January, 1934.

As from the commencing date of this Order in Council 1st January, 1934

1. the rates of pay marked * and t are not to be issued to any rating not entitled to them on the 31st December, 1933, but will continue to be paid to ratings entitled to these rates on that date.
2. Entitlement to the rates marked * on 31st December, 1933, will not further entitle any rating to the rates marked � at any time before he attains 6 years as Yeoman of Signals or Petty Officer Telegraphist.

Whereas by Section 3 of the Naval and Marine Pay and Pensions Act, 1865, it is enacted, inter alia, that all pay, pensions or other allowances in the nature thereof payable in respect of services in Your Majesty's Naval or Marine Force to a person being or having been an Officer, Seaman or Marine therein shall be paid in such manner and subject to such restrictions, conditions and provisions as are from time to time directed by Order in Council:

And whereas Your Majesty was graciously pleased by Your Order in Council of the 3rd day of November, 1927, to approve reduced rates of pay for men who enter or re-enter (after a break in service) subsequently to the 4th day of October, 1925, no provision being made for a reduced scale for ratings of the Armourer branch which was then moribund:

And whereas it has now been found necessary to institute a reduced scale of pay for Armourer ratings who may re-engage as Pensioners, or who may voluntarily re-enter for further naval service after a break in service:

We beg leave humbly to recommend that Your Majesty may be graciously pleased by Your Order in Council to establish the undermentioned rates of pay for such Armourer ratings:

And whereas by Order in Council bearing date the 17th May, 1920, the rate of pay for the non-substantive rating of Torpedo Gunner's Mate was sanctioned at 1s. 6d. a day:

And whereas we are of opinion that the duties required to be performed by ratings holding the non-substantive rating of Torpedo Gunner's Mate justify remuneration at the rate of 2s. a day:

We beg leave humbly to recommend that Your Majesty may be graciously pleased, by Your Order in Council, to sanction the increase of pay accordingly, effect to be given from a date to be determined by us.

Re-organisation of Non-Substantive Gunnery rates

Whereas there was this day read at the Board a Memorial from the Right Honourable the Lords Commissioners of the Admiralty, dated the 21st day of July, 1938 (N. 829/38), in the words following, viz.:

Whereas by Section 3 of the Naval and Marine Pay and Pensions Act, 1865, it is enacted, inter alia, that all pay, pensions or other allowances in the nature thereof payable in respect of services in Your Majesty's Naval or Marine Force to a person being or having been an Officer, Seaman or Marine therein, shall be paid in such manner and subject to such restrictions, conditions and provisions as are from time to time directed by Order in Council:

And whereas by Orders in Council bearing dates the 29th day of February, 1908, the 17th day of May, 1920, the 11th day of October, 1923, and the 29th day of March, 1935, certain changes were sanctioned in the non-substantive Gunnery ratings held by Petty Officers and seamen of the Royal Navy and by Non-Commissioned Officers and men of the Royal Marines:

And whereas we are of opinion that it is necessary to introduce a further re-organisation of the Gunnery Branch and to sub-divide it into four sections for duties in connection with charge of quarters, fire control, gun and director laying and anti-aircraft gunnery, with three grades in each section, in addition to the existing rates of Gunner's Mate and Gunnery Instructor, Royal-Marines, and that of seamen and Royal Marines qualified in ordnance work:

We beg leave humbly to recommend that Your Majesty may be graciously pleased, by Your Order in Council, to sanction the new ratings as shown in the subjoined table, with effect from a date to be determined by us, with the revised daily rates of non-substantive pay specified:-

the four sections being termed control, layer, quarters and anti-aircraft respectively.

We further propose that men holding the existing rates of Director Layer, Gunlayer, Rangetaker, Captain of Gun, Turret Trainer, Turret Director Trainer, Seaman Gunner, and Royal Marine qualified in Gunnery shall be transferred to the new ratings and grades in such manner as we direct, the old system ratings and allowances aforementioned being abolished in due course.

The Lords Commissioners of Your Majesty's Treasury have signified their concurrence in this proposal.
