Present, The King's Most Excellent Majesty in Council.

Whereas there was this day read at the Board a Memorial from the Right Honourable the Lords Commissioners of the Admiralty, dated the 17th day of January, 1920, in the words following, viz. :

Whereas by Section 3 of the Naval and Marine Pay and Pensions Act, 1865, it is enacted, inter alia, that all pay, pensions, and other allowances in the nature thereof, payable in respect of services in Your Majesty's Naval or Marine Force to a person being or having been an Officer, Seaman, or Marine therein, shall be paid in such manner and subject to such restrictions, conditions,, and provisions as are from time to time directed by Order in Council:

And whereas by Section 2 of the Officers of the Royal Naval Reserve Act, 1863, it is enacted, inter alia, that the Admiralty may enroll Officers of the Reserve to the Royal Navy under, and subject to, such Rules, Orders and Regulations as the Admiralty may, with the consent of Your Majesty in Council, from time to time establish:

And whereas by the Naval Forces Act, 1903, it is enacted that the Admiralty shall have power to; raise and maintain a Force to be called the Royal Naval Volunteer Reserve, and that any volunteer enrolled under this Act, when serving for training afloat, or called out for, actual service, shall be deemed to be serving in Your Majesty's Naval or Marine Force within the meaning of the Naval and Marine Pay and Pensions Act, 1865

And whereas during the war certain changes in the rules governing promotion and the rates of full pay and retiring allowances of Officers of various ranks of Your Majesty's Naval, Marine and Reserve Forces have from time to time been deemed desirable and have, with the concurrence of the Lords Commissioners of Your Majesty's Treasury, been introduced:

And whereas, with the consent of the Lords Commissioners of Your Majesty's Treasury, pending a general revision of the pay of Officers, temporary bonuses were granted with effect from the 1st February, 1919, to all Officers of Your Majesty's Naval, Marine and Reserve Forces:

And whereas we are of opinion that the Regulations governing service promotion and retirement in certain ranks require further revision so as to place Officers of various Branches of the Royal Navy, Royal Naval Reserve and Royal Naval Volunteer Reserve on an equality as regards the age at which the several ranks may be attained, so far as possible, with due regard to the responsibilities and to the technical and professional knowledge required for the performance of the duties of the several ranks:

And whereas we are of opinion that Officers of the Royal Marines should be treated, in regard to their emoluments during active service and on retirement, similarly to Naval Officers, and further that there should be one scale of pay applicable to all such Officers whether belonging to the Royal Marine Artillery or to the Royal Marine Light Infantry and whether serving at sea or ashore:

And whereas we are of opinion that the scales of pay, half-pay and retired pay of Officers of Your Majesty's Naval and Marine Forces should be substantially increased in the higher ranks in view of the altered economic conditions arising from the war and for other reasons, and further that rates of unemployed pay should be introduced for certain ranks during periods of unemployment not exceeding a year:

We beg leave humbly to recommend that. Your Majesty may be graciously pleased, by Your Order in Council, to sanction the proposals contained in the Schedules annexed. hereto.

The Lords Commissioners of Your Majesty's Treasury have signified their concurrence in these proposals.

Schedule I

The following improved rates of full pay to be granted to Officers during the period 1^st October, 1917, until they come under the new rates laid down in Schedule V.:-

Note.-Payment of private allowances to Acting Sub-Lieutenants, Midshipmen and Assistant. Clerks from Naval Funds to be discontinued.

(a) The increase of 1s. a day when in command to continue in force.

Note.-The above rates of pay not to be applicable to Officers signed on T. 124 agreements and variants thereof.

B.-Officers Of The Royal Marines.

The following improved rates of full pay to be granted to Officers from 1st October, 1917, until they came under the new rates laid down in Schedule V.:-

C.- Lieutenants, &c., Promoted from Commissioned Warrant Ranks, &c.

The following improved rates of full pay to be granted to Officers from 1st October, 1917.

Lieutenants, Engineer Lieutenants, Shipwright Lieutenants, and Paymaster Lieutenants promoted from Commissioned Warrant or Warrant rank for long and zealous service.

Lieutenant and Shipwright Lieutenant

Paymaster Lieutenants

Engineer Lieutenants

These Officers to receive. or to retain the full rate of children's allowances while holding the rank or relative rank of Lieutenant-Commander.

As from 14th December, 1917, the scale of pay of Shipwright Lieutenants to be as follows :

The following improvements to be made with regard to the promotion and the conditions of service of Commissioned Warrant Officers and Warrant Officers of the Royal Navy, with effect from the 1st October, 1918.

1. The number of Officers to be promoted to commissioned rank to be increased to 8 per cent. of the total pre-war numbers of Commissioned Officers, Commissioned Warrant Officers and Warrant Officers in each branch.
2. The rank of Commander to be opened to such branches as we may consider to require Officers of that rank; the number allowed to be 1 per cent. of the total number of Commissioned Officers, Commissioned Warrant Officers and Warrant Officers of the branches allowed the rank. This rank to be allowed in the following branches :
• Gunners and Gunners (T.),
• Boatswains,
• Signal Boatswains,
• Engineers,
• Shipwright Branch.
3. Warrant Officers of all branches to receive promotion to Commissioned Warrant rank after ten years' seniority as Warrant Officer, provided they are recommended by their Commanding Officers, have good records, and have served for five years at sea as Warrant Officers.
4. Commissioned warrant rank may be granted earlier at the discretion of the Admiralty for war, or other distinguished service as at present.
5. Commissioned Warrant Officers to be allowed to pass an examination for Lieutenant (or equivalent rank) after promotion to Commissioned Warrant Officer, and then to be eligible for promotion by selection in conjunction with seniority up to the maximum allowed, provided they have three years' sea service as Commissioned Warrant Officer before promotion. Lieutenants (or Officers of equivalent rank) promoted from Commissioned Warrant Officer to be promoted to Lieutenant-Commander (or equivalent rank after eight years' seniority in the junior rank without examination provided they are recommended by their Commanding. Officers, have good records, and three years' sea service as Lieutenant (or equivalent rank).

The regulations in this paragraph not refer to older Officers promoted for long and zealous service.

6. Promotion to Commanders rank to be from the rank of Lieutenant-Commander (or equivalent rank) and to be by selection in conjunction with seniority, subject to passing the examination for promotion in branch where an examination is laid down for direct entry Officers.

Warrant Officers of the Royal Navy to be divided into two grades for pay, namely :-

1. Mechanical Branch :
• Engineer.
• Mechanician.
• Shipwright.
• Electrical.
• Armourer.
2. Non-Mechanical Branch.

The scales of pay for these two grades to be as follows :

The pay of Officers of Commander's rank in the Branches for which that rank is instituted to be the same as for Engineer-Commander:

The pay of Officers of Commander's rank in the Branches for which that rank is instituted to be the same as for Commander.

Commissioned Warrant Officers advanced to that rank in the ordinary course after more than 10 years' service in Warrant rank to count service in excess of 10 years as Warrant Officer for increment of pay on the Commissioned Warrant Officer's scale, subject to the following provisos:-

1. that in the case of any Officer temporarily passed over for promotion the period of 10 years be increased by the time he was passed over, and
2. that in the case of any Officer whose promotion to Commissioned Warrant Officer was accelerated for any reason the period of 10 years be correspondingly reduced.

Officers of the rank or equivalent rank of Lieutenant who are in receipt of a higher rate of pay, or of pay and Certificate Allowance combined, than the pay for which they would be eligible under the new scale, to remain on their present emoluments and increments until they can transfer to the new scale with out loss.

Officers promoted from Commissioned Warrant or Warrant rank to the rank of Lieutenant or equivalent rank for gallantry to receive full pay on the scale for Officers of those ranks promoted to Lieutenant for long and zealous service, together with the authorized messing allowance.

The rates of pay of Officers of the Coastguard and of the Permanent Cruiser Service to be as follows:-

* 6d. a day additional if in command.

�1s. a day additional if in command.

Chief Officers of Coastguard to be advanced to the relative rank of Commissioned Warrant Officer after six years as Chief Officer instead of after 10 years.

The following allowances, &c., for Commissioned Warrant Officers and Warrant Officers to be abolished:

A specialist allowance to be granted to Gunners as follows: -

This allowance is to be payable only while Gunners � are employed on their specialist duties.

Chief Officers in charge of War Signal Stations to receive an allowance of 6d, a day.

Schedule III.

The following new constitution to be introduced for this branch from the 29th November, 1918.

The Schoolmaster Branch in future to be a branch by itself and not to be considered comparable with other Warrant Officer branches, except in so far as the following regulations deal with relative rank:

1. Schoolmasters to be entered either direct from the shore or by transfer from other ratings. On entry to have the title of �Schoolmaster Candidate ' with the relative rank of Acting Warrant Office.
2. Candidates to be of such age and to possess such qualifications as we may from time to time prescribe.
3. To be regarded as on probation for twelve months from date of entry or transfer and during that period to be liable to be discharged, or to revert to their original rating, at any time if found unsuitable.
4. In the case of a man who reverts to his original rating the time served as �Schoolmaster Candidate' or �Probationary School-master' to count as time served in the rating held prior to appointment to the Schoolmaster Branch.
5. Schoolmaster candidates who reach a standard of special merit in the first part of their preliminary course of instruction and are recommended as likely to prove Schoolmasters of exceptional ability to be advanced to �Probationary Schoolmaster' from the date of the examination. The remaining candidates to complete the preliminary course and those who reach the necessary qualifying standard to be advanced to �Probationary Schoolmaster' at the end of the course.

1. Probationary Schoolmasters not recommended for confirmation on the completion of 5 months' service afloat, to be discharged to the shore or revert to their original rating, unless at the discretion of the Admiralty they may be allowed the option of a further period of probation not exceeding 6 months.
2. Seniority as Schoolmasters, when confirmed in the rank, to be reckoned as from the date of promotion to �Probationary Schoolmaster.'

1. All Schoolmasters to be required to take a short re-qualifying course at such intervals as we may prescribe.
2. Schoolmasters who fail to pass not to be eligible for further increments of pay or for advancement to the relative rank of Commissioned Warrant Officer.

1. Schoolmasters to be advanced 'automatically' to the relative rank of Commissioned Warrant Officer on the completion of 20 years' service, provided that they are recommended and have obtained a pass in each of their requalifying courses.

1. Schoolmasters who are recommended for early advancement as having shown marked ability, both as teachers and in organising the work of their ship, and who, reach the necessary standard in the first re-qualifying course or subsequently in special cases to be eligible for selection for an Advanced Course of instruction.
2. Those who complete the course and examination satisfactorily to have their names distinguished by a � in the list of Schoolmasters, and to be eligible for appointments on the �Special List' (see Section VI.).

1. A list to be established consisting of those appointments which carry special responsibilities or call for technical knowledge of an advanced character. This list to be known as the �Special List.'

Schoolmasters who have passed the Advanced Course and are appointed to positions on this �Special List,' or are appointed acting temporarily to such a post by the Senior Officer, to receive additional remuneration of Is. a day (see Section VII.). This allowance to be payable under the same conditions as specialist allowances (vide Article 1407, King's Regulations).

VII.-Staff for Organisation. and Supervision.

1. Two higher grades to be instituted to be termed �Headmaster' and �Senior Master.' These grades to be confined to a limited number of Officers who have been selected by a gradual process of elimination as specially fitted for responsible positions.

Officers of these grades to hold the relative ranks of Lieutenant and Commissioned Warrant Officer respectively.

Senior Master.

2. The number of Senior Masters not to exceed, in the normal course, 25 per cent. of the total number of active service Officers of the Schoolmaster Branch. Subject to this limit the establishment to be determined by the number of appointments in which the services of a Senior Master are required.
3. In the Schoolmaster Branch, Senior Masters to rank above all �Schoolmasters.'
4. Appointments as Senior Masters to be made only into vacancies, and to be by selection from among those Schoolmasters who have passed the Advanced Course, have completed one year's satisfactory employment in a �Special List' appointment, and are recommended as possessing the special qualities requisite for a supervising appointment.
5. Senior Masters to be considered as 'Acting' for the first 12 months of their service in that grade.

1. Senior Masters with not less than three years' service as such to be eligible for promotion to Headmaster on the Active List.
2. The number of Headmasters on the Active List not to exceed, in the normal course, 8 per cent. of the total number of active service Officers of the Schoolmaster Branch. Subject to this limit, the actual number at any time to be determined by the number of appointments in which the services of a Headmaster are required.
3. Promotions to be made by selection as vacancies occur.

1. Senior Masters who retire after not less than 10 years' service in that rank to be eligible for promotion to the rank of Headmaster on the Retired List.

2. Similar promotion, as a reward for long and zealous service to be allowed in the case of specially recommended Schoolmasters who retire after not less than 23 years' service.

(For period 29th November, 1918, to 31st January, 1919)

1. Schoolmasters who are not promoted to the relative rank of Commissioned Warrant Officer to be retired at the discretion of the Admiralty on reaching the age of 45 years.
2. Officers of they Schoolmaster Branch of or above the relative rank of Commissioned Warrant Officer to be retired on reaching the age of 55 years, with the exception that Head masters and Senior Masters may be retained on the Active List up to 60 years of age when this is considered advisable in the interests of the Service.

1. The existing provision under which Schoolmasters of Warrant Rank may be allowed to retire at any age, at the discretion of the Admiralty, to be retained. Such retirements in future to be allowed with a gratuity or retired pay, according to Scale A in the following table, in the case of all officers of the Schoolmaster Branch. (This provision not, however, to prejudice or affect the powers of the Admiralty under Order in Council of 13th May, 1901, or any subsequent Order in Council amending that Order.)
2. Officers of the Schoolmaster Branch who are found to be inefficient or unworthy of further employment to be retired at any age, at the discretion of the Admiralty, with a gratuity or retired pay according to Scale B in the following table:

Widows' pensions, wound gratuities, compassionate allowance, &c., to be according to the scales for Warrant Officer, Commissioned Warrant Officer, Lieutenant and Lieutenant Commander respectively.

1. All Schoolmasters entered for Continuous Service prior to August, 1914, to have the option of accepting the new terms.
2. Any Head Schoolmaster (old scheme) who does not accept the new conditions, to be eligible for promotion to Commissioned Warrant Rank (Chief Schoolmaster, old scheme) after 15 years' service as Warrant Officer.
3. Any Naval Schoolmaster (C.P.O. (O. S.) rating) or Acting Warrant Schoolmaster (Continuous Service) who declines to accept the new conditions, to be promoted, if recommended, to Warrant Rank (Head Schoolmaster, old scheme) after 10 years' service from date of entry.
4. In the case of those who accept the new conditions, the provisions of the scheme to apply except where other special arrangements are made.

1. A Continuous Service Schoolmaster who accepts the new conditions to enter the scale of pay as if he had been appointed Probationary Schoolmaster on a date subsequent by 6 months to that of his continuous service engagement, but to be allowed to remain on his previous scale so long as that is to his advantage.
2. Schoolmaster Lieutenants and Chief Schoolmasters (Acting or otherwise) who hold that rank at the time of acceptance to become Headmasters and Senior Masters respectively, with their original seniorities as Schoolmaster Lieutenant or Chief Schoolmaster (Acting or otherwise).
3. Head Schoolmasters and Acting Head Schoolmasters, described in Navy List as �Temporary' to become �Schoolmasters,' but to be eligible, for selection for Senior Master. All time served as Head Schoolmaster, including �acting' time, to count as double time as regards seniority as �Schoolmaster,' and towards the completion of the 20 years' service required in the grade before advancement to the relative rank of Commissioned Warrant Officer, but not for any other purpose, such as increase of pay or pension.
4. Schoolmasters entered as Naval Schoolmasters for continuous service prior to the outbreak of the late war to reckon their seniority in relative rank as from the date of their Acting Warrant, but to reckon their qualifying service for advancement, pension, &c., from date subsequent by six months to that of their Continuous Service Engagement.
5. Schoolmasters entered for temporary service since the outbreak of then war who elect to join for continuous service, and are accepted, to reckon their seniority in relative rank as from the date of their Acting Warrant. Those who do not join for continuous service to be eligible for full pay of 7s. a day as from the date of their Acting Warrant or 29th November, 1918, whichever is the later date and four the normal increments of pay as from the date of their Acting Warrant while they continue to serve.
6. Retirement.- The conditions (Section X.), under which Schoolmasters who are not promoted to relative Commissioned Warrant Rank are to be placed on the Retired List on reaching 45 years of age, not to apply in the case of these Schoolmasters who have served for more than 18 years on the 29th November, 1918.

Schedule IV.

As from the 1st February, 1919, until the introduction of the new rates of pay given in Schedule V., the following amounts to be added to substantive pay as a bonus to Officers of the Royal Navy and Royal Marines, including Officers of the R.N.R. and R.N.V.R., other than those serving under Transport Agreements.

The bonus to be payable subject to such conditions as may be laid down by the Admiralty with the concurrence of H.M. Treasury.

Schedule V.- Section I.

1. The following alterations to be made in the rules regarding promotion :-

1. Accountant Officers.

1. Paymaster Midshipmen to be eligible for promotion after 3 years' service from date of entry, instead of after 3� as at present.
2. Paymaster Sub-Lieutenants to be promoted to Paymaster Lieutenant on attaining 2 years' seniority, instead of 4 if their service has been satisfactory, the promotion of those now on the list being antedated as necessary.
3. Paymaster Lieutenants whose service has been satisfactory, to be automatically promoted to Paymaster Lieutenant-Commander on attaining 8 years' seniority, subject to passing the necessary examination where required to do so, under the regulations.
4. The seniority of Paymaster Lieutenants, Paymaster Lieutenant Commanders and Paymaster Commanders on the list on 1st July, 1919, who served a minimum of 4 years as Paymaster Sub-Lieutenant to be antedated 2 years, and if necessary promotions to the ranks of Paymaster Lieutenant and Paymaster Lieutenant-Commander and Paymaster Commander to be made.

1. Medical Officers.

1. Surgeon lieutenants to be eligible for promotion after 6 years instead of 8 as at present, the promotion of those on the list on 1st July, 1919, being antedated as necessary.
2. Surgeon Lieutenant-Commanders to be eligible for promotion to Surgeon Commander after 6 years instead of 8 as at present, those on the list on 1st July, 1919, being given 2 years' seniority.
3. Surgeon Commanders on the list on 1st July, 1919, to be given 2 years' seniority.
4. The necessary promotions, to the ranks of Surgeon Lieutenant-Commander and Surgeon Commander to be made.
5. The period of sea service required to qualify an Officer for promotion to the ranks of Surgeon Lieutenant Commander and Surgeon Commander to be reduced from 3 to 2 years.

1. Instructors.

1. Instructor Lieutenants to be promoted to Instructor Lieutenant Commander after 6 years instead of 8 as at present.
2. Instructor Lieutenant Commanders to be promoted to Instructor Commander after 8 years instead of 7 as at present.
3. The seniority of Instructor Commanders on the list on the 1st July, 1919, to be antedated by 1 year.

1. Paymasters and Barrackmasters, Royal ,Marines.

1. These Officers to be eligible for the substantive rank of Lieutenant-Colonel without additional emoluments, after 12 years' service as Major.
2. Officers who are promoted, or whose seniority is antedated under any of the preceding rules, not to receive any advantage in respect thereof as regards pay from a date earlier than the 1st July, 1919, but to be granted the increments of pay, if any, to which their new rank or seniority may entitle them as from that date.
3. The foregoing alterations to be applicable to Accountant Officers and Medical Officers of the Royal Naval Reserve and Royal Naval Volunteer Reserve, serving on 1st July, 1919.

Schedule V.- Section Ii.

All Officers in the Service on the 1st May, 1919, to be eligible to receive the following rates of pay as from the 1st February, 1919 :

A Lieutenant (E) or Lieutenant-Commander (E) who reverts to deck duties to receive pay on the scale of the Executive Branch while employed solely on such duties.

Paymaster Captains enter the new Scales of pay according to their actual seniority.

IV.-Medical Branch.

Dental Surgeons.

A Dental Surgeon who is also qualified medically to receive pay on the Medical Officers' Scale.

Note.-

1. Surgeon-Captains to enter the new scales of pay according to their actual seniority.
2. See Section X, Clause 5, concerning Dental Surgeons

Note. -A Chaplain and Instructor performing the double duties to be paid as an Instructor.

(a) In addition to �50 a year from Greenwich Hospital Funds.

Instructor-Captains to enter the new scales of pay according to their actual seniority.

B.-Non-Mechanical Branch:

The foregoing regulations and rates of pay to apply rank for rank to temporary Officers of the R.N., subject to the following regulations and provisions :-

1. Temporary Officers to be eligible to enter the new scales of pay at the rates appropriate to their actual seniority in their respective ranks.
2. Officers dispersed, though not demobilised, before the 1st May, 1919, including any on leave working for Mercantile Marine Certificates, not to be eligible for the rates of pay authorized by these regulations. Similarly, temporary Officers granted leave an full pay after 1st May, 1919, for the same purpose, to be required to revert to their former rates of pay including the interim bonus under Schedule IV of these regulations, as from the date of dispersal.

The foregoing regulations and rates of pay to apply rank for rank to Officers of the R.N.R. and R.N.V.R. subject to the following provisions and exceptions :-

1. The following Officers of the R.N.R. and R.N.V.R. are ineligible for the new rates of pay-

1. Officers serving under Transport Agreements which provide for a special rate of pay.
2. Officers dispersed, though not demobilised, .before the 1st May, 1919, including any on leave working for Mercantile Marine Certificates. Similarly, Officers granted leave on full pay after the 1st May, 1919, for the same purpose, to be required to revert to their former rates of pay, including the interim bonus under Schedule IV of these regulations, as from the date of dispersal.
3. Temporary Lieutenant-Commanders of the R.N.R. and R.N.V.R. These Officers to be paid on the new scale for Lieutenants and to enter the scale according to their seniority from date of appointment in, or promotion to, the rank of Lieutenant.

1. Chief Warrant Engineers and Warrant Engineers, R.N.R., to be paid respectively on the scales applicable to Commissioned Warrant and Warrant Officers, R.N., of the Mechanical Branch.
2. Chief Skippers and Skippers to be paid respectively on the scales applicable to Commissioned Warrant and Warrant Officers, Royal Navy, of the Non-Mechanical Branch.
3. Messing Allowance, Leave Allowance, Allowance in lieu of Spirit and War Retainers, hitherto payable to Officers R.N.R., to be abolished, except as regards Officers who do not accept the new rates of pay (see Section X, pares. 8).

All Officers in the Service on the 1st May, 1919, to be eligible to receive the following rates of pay as from 1st February, 1919.

II-Quartermasters, Royal Marines.

III.-Commissioned Warrant Officers and Warrant Officers, Class 1, and Lieutenants, Captains and Majors Promoted therefrom.

Notes.-

1. Officers of the Royal Marines to be treated in future as Naval Officers with regard to Full Pay.
2. The above scale to apply to all Officers of the Royal Marine Artillery and Royal Marine Light Infantry, whether serving afloat or on shore.
3. Brevet rank not to carry extra pay.
4. Commissioned Officers promoted from Warrant rank or from the ranks for specially meritorious service, or for distinguished war service, to receive pay on the scale applicable to Lieutenants, Captains and Majors, promoted from, Commissioned Warrant Officer, Commissioned Officers promoted from Warrant rank or from the ranks under the provisions of the Order in Council of the 11th February, 1913, to receive pay on the. ordinary scale.
5. Paymasters and Barrackmasters, Royal Marines, no longer to be placed, on a special half-pay list, but to receive pay according to seniority as Major.

The foregoing regulations and rates of pay to apply rank for rank to temporary Officers of the R.M. subject to the following regulations and provisions:-

1. Temporary Officers to be eligible to enter the new scales of pay at the rates appropriate to their actual seniority in their respective ranks.
2. Officers dispersed, though not demobilised, before the 1st May, 1919, not to be eligible for the rates of pay authorized by these regulations.

Note.- Officers of the Old Scheme receive 2s. 1d. & day provision allowance.

Schedule V - Section V.

Naval and Marine Officers serving at the Admiralty (other than those forming a part of the permanent establishment who come within the scope of the Order in Council of the 29th November, 1879).

The following to receive the full pay of their ranks, Lodging Allowance, Provision Allowance and a Special Allowances as stated :

Any Officer in receipt of an allowance in excess of �200 a year at the date of this Order to continue in receipt thereof so long as he continues to hold the appointment.

Officers appointed to the Admiralty for temporary service only, if eligible for Special Allowances of �100 or �75 a year, to be granted an allowance of 10s. a day in lieu thereof, and, if eligible for the allowance of �50 a year, to be granted an allowance of 5s. a. day in lieu thereof for a period not exceeding three calendar months. Thereafter all such Officers are to be paid the annual allowances appropriate to their ranks.

Schedule V.- Section VI.

The following allowances have effect from 1st July, 1919, and, except where otherwise specified, are issuable under the same conditions as are prescribed in existing regulations.

Allowance to First and Principal Naval Aide-de-Camp to the King.

To be paid on actually assuming command or taking over duties until last date of performing duty

This allowance to be paid only in ships in which a Lieutenant or Lieutenant-Commander :is allowed in the complement.

A. Ships in Full Commission. .

When Senior of a ship allowed by authorized complement a Captain in Command, but not allowed a Commander.

When Senior of a ship allowed by authorized complement a Commander, Lieutenant-Commander or Lieutenant in Command.

B. Ships in Reserve.

To Warrant Officers, Commissioned Warrant Officers, Mates, Sub-Lieutenants, Lieutenants and Lieutenant-Commanders.

Navigating Allowance. (Not payable concurrently with command money.)

To Officers who have undergone special courses and qualified as follows:

The foregoing allowances to be payable concurrently with full pay, except during service at the Admiralty, to Lieutenants, and Lieutenant-Commanders from date of qualifying until date of permanently ceasing to be employed as Navigating Officer.

Specialist Allowance. (Not payable concurrently with command money. No officer to receive two specialist Allowances concurrently.)

To Officers who have undergone special courses and qualified as follows:

The foregoing allowances to be payable concurrently with full pay, except during service at the Admiralty, from date of qualifying until dates of permanently ceasing to be employed as a Specialist.

Payable only when holding definite appointments for specialist duties ashore or afloat.

A Surgeon-Commander appointed solely for specialist duties to receive pay as a Surgeon-Commander only.

Allowance to Signal Officers (old system).

Payable to Officers doing Specialist Duties when a qualified Specialist Officer is allowed but not borne.

Payable in addition to the allowance for qualifying in Advanced Course if the Officer has so qualified.

Physical Training Allowance. (Not payable concurrently with command money.)

To Officers who have, undergone special courses and qualified. Payable concurrently with Full Pay except during service at the Admiralty.

Payable continuously from date of qualifying until date of being promoted to Commander or until permanently ceasing to be employed as a specialist.

To be paid only when holding definite appointments for physical training duties ashore or afloat.

To Officers in charge of machinery of ships in commission and to Officers attached to a base for service with Destroyers additional to the Engineer Officer in charge of the machinery of the base.

A Commander (E) or Engineer Commander promoted to Captain (E) or. Engineer Captain, to continue in receipt of the allowance he was receiving in the lower rank so long as he continues in the same appointment as held on promotion.

Senior Engineers Allowance.

To Officers when Senior of a Ship in which an Engineer Commander is allowed in the complement:

Allowance for Charge of accountant Officers duties

To Secretaries in addition to their full pay as Accountant Officer ; the limit on total emoluments to be removed.

Senior Secretary's Clerk's Allowance.

Servants' Allowance.

Schedule V.- Section VII

1. The following rules do not apply to Officers promoted from Commissioned Warrant and Warrant ranks for long and zealous service.
2. Midshipmen, Mates and Sub-Lieutenants of all Branches not to be discharged to half-pay, except for misconduct or at own request. In such cases half-pay to be half the Officer's full-pay on the Executive Officers' scale.
3. In the case of Lieutenants, Lieutenant-Commanders and Commanders of all Branches, a distinction to be drawn between Officers waiting employment and holding themselves at the disposal of the Admiralty, and those who are unemployed at their own request or in consequence of misconduct.

In the former case, Officers of all Branches to receive Unemployed Pay as follows:

For the first six calendar months-Full Pay of rank (without allowances).

For the next six calendar months

Lieutenant-Commanders	22s.	6d.	�

Thereafter - Half the full pay of their rank and seniority on the Executive Officers' scale.

4. Captains of all Branches who are unemployed, on promotion, and willing to serve to receive unemployed pay of �2 8s. a day, up to a limit of six months from the date of promotion:

A Commander retained in his appointment on promotion to Captain and not re-appointed in that rank to be entitled, on ceasing full pay as Commander, to unemployed pay of �2 8s. a day, up to a limit of six months, but, if retained in his appointment on promotion and re-appointed, to be entitled to unemployed pay only for such time, if any, as may be required to complete a period of six months from the date of promotion.

Captains who have served as such in a fresh appointment to be discharged to half-pay as follows:-

8. Any Officer who is permitted for private reasons not to take up an appointment or to have his appointment cancelled not to be entitled to any Unemployed Pay. In such case. Officers may be placed on half pay.

B. Royal Marines.

Unemployed Pay and Half Pay.

9. The following rules do not apply to Officers promoted from Commissioned Warrant and Warrant Ranks for long and zealous service.
10. Second Lieutenants, Lieutenants with less than four years' Commissioned Service and Quartermasters not to be discharged to half pay except for misconduct or at own request. In such cases half pay to be half the Officer's full pay.
11. In cases of Lieutenants of and over four years Commissioned Service, Captains and Majors, a distinction to be drawn between Officers waiting employment and holding themselves at the disposal of the Admiralty and those who are unemployed at their own request or in consequence of misconduct. In the former case Officers of these ranks to receive unemployed pay as follows:

For the first six calendar months Full Pay of rank(without allowances).

Provided that a Lieutenant-Colonel who is unemployed at any time during the first six months from the date of his promotion to that rank and who is willing to serve shall receive unemployed pay of �2 8s. 0d. a day in lieu of half pay at the rate prescribed above.

13. Unemployed Pay to be granted only in cases where Officers unemployed in the Naval Service are not undertaking continuous professional work for which payment is made.

Schedule V. Section VIII.

The following alterations in the regulations for retirement to be introduced :

A.-Royal Navy.

1. Accountant Officers.

1. Compulsory.
• Paymaster Captains to retire at 55.
• Paymaster Commanders to retire at 50.
• Paymaster Lieutenant-Commanders to retire at 45.
2. Optional retirement at 40 to be allowed for all, ranks at Admiralty discretion.

The new ages for compulsory retirement to be worked down to as shown below :-

1. Medical Officers.

1. Compulsory.

Surgeon Rear-Admirals in future to be invariably retired at 60, the power of retention to the age of 62 in special cases being abolished.

• Surgeon Captains to retire at 55.
• Surgeon Commanders to retire at 50.
• Surgeon Lieutenant-Commanders to retire at 45.


2. Optional retirement at 40 to be allowed for all ranks at Admiralty discretion.

The new ages for compulsory retirement to be worked down to as shown below.

1. Chaplains.

1. Compulsory


• Chaplains of the Fleet to retire at 60 as at present.
• Only selected Chaplains to remain after 50, and these to be retired at 55. Other Chaplains to retire at 50.


2. Optional retirement at 40 to be allowed at Admiralty discretion.

The new ages for compulsory retirement to be worked down to as follows :

From 1st January, 1922, Chaplains selected for retention beyond the normal age of retirement given above to retire at 55.

(iv) Instructors.

1. Compulsory.
• Instructor Captains to retire at 55.
• Instructor Commanders to retire at 50.
• Instructor Lieutenant-Commanders to retire at 45.
2. Optional retirement at 40 to be allowed for all ranks at Admiralty discretion.

The new ages for compulsory retirement to be worked down from follows:

The ages of compulsory retirement to be brought into line with those applicable to Officers of the Royal Navy, as follows:

(b) Optional Retirement at 40 to be allowed for all ranks at Admiralty discretion.

The new ages for compulsory retirement to be worked to gradually as shown below.

In the cases of Majors, and Paymasters and Barrackmasters the new scheme which has the effect of increasing they ages for compulsory retirement, so far as these ranks are concerned, to come into effect forthwith.

Reserve of Colonels, Royal Marines.

Commandants to be allowed to retain their option of being transferred to the Reserve List of Colonels up to the age of 57 and to be eligible for promotion to the rank of Major-General up to that age.

C.- General.

The extension of optional retirement at the age of 40 to all branches to be considered in January, 1921, with a view to some limit being placed on the numbers to be allowed to retire annually if necessary in the interests of the Service.

Schedule V.-Section IX.

Retired Pay and Pensions and Gratuities.

1. All Officers retired on or after the 1st Aril, 1919, except Officers retired under Order in Council of the 13th May, 1901, to be eligible for retired pay or gratuity on the following scales and subject to the following rules.
2. Officers previously rehired, who have served during the present war in any service capacity; except Officers placed an the retired list before 1st April, 1919, under Order in Council of the 13th May, 1901, or relegated to the retired list for misconduct, to be eligible to have their retired pay or gratuity re-assessed on the following scales and subject to the following rules, provided that the retired pay or gratuity of no such. Officer be re-assessed to his disadvantage or from a date earlier than the 1st April, 1919.

A. Royal Navy.

3. Flag Officers and Officers of equivalent rank in all Branches:

Notes :-

1. An officer who vacates the post of Hydrographer while holding the rank of Rear-Admiral to receive retired pay on the Vice-Admiral scale.
2. The Chaplain of the Fleet to receive retired pay on the Rear-Admiral's scale, the minimum to be �900.

IV. Captains, Commanders, Lieutenant-Commanders, and Lieutenants of all Branches, except Officers on the Supplementary List and Officers promoted from Commissioned Warrant rank or Warrant rank for long and zealous service:

Notes.-

1. Officers over 40 may retire on the half-pay. applicable to their rank if more advantageous to them to do so.
2. Captains and Commanders under 40 to receive the half-pay of their rank.

V. Scale of Retiring Allowances for Service for Officers under 40 years of age other than Captains and Commanders.

(1) Officers of all Branches of the rank or relative rank of Lieutenant or Lieutenant Commander, except Officers on the Supplementary List and Officers promoted from Mate or from Commissioned Warrant Rank or Warrant Rank for long and zealous service, to receive Retired Pay as follows if invalided:

(a) Lieutenants.- Minimum, �100, with an addition of �10 for each year's actual service in the rank.

(c) The foregoing scale to apply to Chaplains of the permanent service (Church of England) according to age and service, the maximum to be �600 for an Officer retired under 20 years' seniority.

3. Lieutenant-Commanders.- Minimum �180, with an addition of �10 for each year's actual service in the rank.

(2) Lieutenant-Commanders of the Executive Branch retiring voluntarily, except Officers on the Supplementary List and Officers promoted from Commissioned Warrant rank or Warrant rank for long and zealous service.

Lieutenant-Commanders under the age of 40 to be permitted to retire voluntarily, at the discretion of the Admiralty, when the state of the list permits. Officers so retiring to be liable for service in an emergency and to receive the following gratuities on retirement:

Note.-The retired pay of Lieutenant-Commanders who have retired voluntarily in the past under the age of 40 to be re-assessed in accordance with the scale in (1) above, if more advantageous to an Officer than the scale on which his retired pay was awarded, in cases where an Officer has qualified for re-assessment of retired pay.

VI. Mates and Mates (E) and Officers promoted therefrom.

Mates and Mates .(E) to receive retired pay of �120, with an addition of �10 for each year's service in the rank, or retired pay on the Warrant Officers' scale if more advantageous, all service as Mate or Mate (E) being reckoned as service as a Warrant Officer.

Lieutenants and Lieutenant-Commanders.- If invalided under 40 years of age to receive retired pay of �120, with an addition of �10 for each year's service as Mate, Lieutenant and Lieutenant-Commander, or retired pay on the Warrant Officers' scale if more advantageous, all service in Commissioned ranks being reckoned as service as Warrant Officer. The minimum for a Lieutenant-Commander to be �200.

VII. Officers on the Supplementary List of Lieutenant-Commanders and Lieutenants.

An Officer retired at his own request over the age of 40, or compulsorily at the age of 45, or for physical unfitness due to causes beyond his own control, to be entitled to receive a gratuity, or retired pay on the following scale:

VIII. Commanders, Lieutenant-Commanders and Lieutenants of all Branches promoted from Commissioned Warrant Officer or Warrant Officer for long and zealous service.

Orders in Council, dated the 5th December, 1916, 13th March, 1917, 29th August, 1917, 25th June, 1918, and 25th June, 1919, are hereby cancelled, in so far as the provisions therein relating to retired pay, pension or gratuity are concerned, as from the 1st April, 1919, without prejudice, however, to the validity of any award which may have been made thereunder.

Schedule. V.-Section X.

1. Children's Allowance to continue under such rules and conditions as may be decided upon by the Admiralty with the concurrence of the Treasury until the end of 1919 and then to be abolished.

2. Separation Allowance to continue in course of payment to the dependants of Warrant Officers, Class I, of the Royal Marines, except Royal Marine Gunners, and to the dependants of Warrant Officers,. R.N.R, until the end of 1919 and then to be abolished.

3. Officers, other than Chief Royal Marine Gunners and Warrant Officers, Class I, of the Royal Marines, who reached the age for compulsory retirement during the war, but who have continued to serve on the Active List, to be treated, as from the date of reaching the age for compulsory retirement or from the 4th August, 1914, whichever, in ,each case, is the later date, as Retired Officers �called out' in time of war or emergency, provided that any such officer who may elect to count his service after reaching the age for compulsory retirement for increase of retired pay instead of receiving in lieu thereof the bonus prescribed under the Order in Council dated the 5th March, 1910, shall be at liberty to do so, and that the election once made shall be final.

4. Officers promoted to the ranks of Surgeon Captain, Paymaster Captain or Instructor Captain after the 19th July, 1919, to rank with Captains on promotion instead of, as hitherto, with Captains of three years' seniority, but this rule not to apply to Officers holding the ranks mentioned on that date.

5. A permanent Branch of Dental Surgeons to be instituted with the ranks and pay as shown in Section II of this Schedule. Surgeon Lieutenants (D) to rank with Surgeon Lieutenants and to be eligible for promotion to Surgeon Lieutenant-Commander (D) on attaining 6 years. These Officers to conform to the regulations applicable to the Medical Branch.

6. Warrant Officers, Class I, of the Royal Marines to rank with Naval Warrant Officers.

Their number to be increased by 10, namely:

• 4. Quartermaster Sergeant Instructors of Naval Gunnery,
• 5 Quartermaster-Sergeant Instructors of Musketry, and
• 1 Senior Staff Clerk.

7. No more Warrant Officers, Class II, to be appointed, and the rank to be abolished when the last of the Officers of this Class ceases to exist.

8. Any Officer to whom the rates of pay and allowances authorized under these regulations are less advantageous than the rate of pay and allowances of which he was in receipt on the 19th July, 1919, may continue in receipt of the later rate of pay and allowances during the period of the appointment held by him on that date or until such time, if earlier, as the rate of pay and allowances under these regulations, either on account of increment or promotion, equal or exceed the old rates provided that an Officer who has once accepted the rates of pay and allowances under these regulations be not allowed to revert to his former pay and allowances, and that an Officer whose promotion is accelerated under this Order must accept the new rates of pay from the 1st July, 1919, and come under the new conditions for allowances from that date.

9. The rates of full pay, unemployed pay, half pay, retired pay, allowances and gratuities authorized under these regulations to be subject to review on or after the 1st July, 1924.

His Majesty, having taken the said Memorial into consideration, was pleased, by and with the advice of His Privy Council, to approve of what is therein proposed.

And the Right Honourable the Lords Commissioners of the Admiralty are to give the necessary directions herein accordingly.
