CLARKE, LT.-COL. Charles
, was b. in Lincoln, Eng., Nov. 28, 1826. He received his education privately,
and at Waddington, Lincolnshire. He came to Canada in 1844, and farmed for a
time in the Niagara district. He was later connected with the Journal and
Express in Hamilton, and was its editor in 1849-50. He also was a contributor
to the Mirror, and the North American, (Toronto), and other Reform organs. In
1852 he became editor of The Backwoodsman, (Elora), and was elected Reeve of
the town. He entered the V. M. force as Lieut. in the Elora Rifle Co., 1861,
and subsequently saw service during the Fenian raids. On the formation of the
30th Batt., Sept. 14, 1866, he was gazetted senior Major, and was promoted to
Lt.-Col., June 28, 1871. He remained in command of the regiment until his
retirement from the active list, Feb. 1893. Col, Clarke sat for Centre
Wellington in the Ontario Assembly, 1871-87, and for East Wellington, 1887-91,
when he resigned. He was Speaker of the Assembly, 1880-86, and Chairman of
Public Accounts Committee, 1886-91. In the latter year he was appointed Clerk
of the Legislative Assembly. He is the author of the "Members' Parliamentary
Practice and Manual of Procedure." Col. Clarke has been twice m., first
to Emma, dau. of Jas. Kent, Selkirk, Ont., and second, to Rose Helen, dau. of
Jas. Halley of Ponsonby, Ont.
