Stanley was rather slow in the early years but was one of the first to set up a municipal form of government. In 1845 there were only 1,197 acres under cultivation and the population was 739. In common with the general pattern or increased settlement that occurred in Huron County after 1845, Stanley grew rapidly in the next five years when the population reached a figure of 2,064. By 1860 is had a population of 3,433 and 19760 acres under cultivation. As settlement developed it became one of the most strongly Protestant in character in the entire county. The predominant racial origin of the settlers was English and the second largest group was Scottish. There were a few German settlers of various religious faiths, including Lutherans, Mennonites and Tunkers.
The first settler in the township was an Anglican minister, Rev. Mr. Cooper, who settled on the London road in 1833. From 1833 to 1837 there was a considerable increase in settlers. The first township meeting was held in 1836 and W.W. Connor was appointed Clerk. Mr. Connor was an early resident of Bayfield, which was at that time considered part of Stanley. The first township council was elected in 1850 and consisted of D.H. Ritchie, Dr. Henry Cole, George Bates, William Turner, and Henry Haacke
