Theodore W. Rall (115 pages)
Theodore W. Rall, enlisted as a seaman in the
US Navy on 21 Mar 1863. He was described as a 22-year-old carpenter
in Cincinnati, 5' 6: tall, light complexion dark eyes, and light
brown hair. He served on the USS Clara Dodson and on the USS Exchange.
In the spring of 1865 near Helena, Arkansas, he fell backwards
near the edge of the gun deck on the USS Exchange, injuring his
back. He was honorably discharged on 20 Mar 1865 at the mouth
of the White River in Arkansas.
Theodore was said to be born in Cincinnati on 29 Jun 1840.
He was divorced from his first wife, Eliza E. Rall
on 7 Jun 1878. The file does not give her maiden name. They had
one son, John O. Rall, born 17 Jun 1869. On 1
Jun 1879, Theodore was married in Warren County to Sarah
Jane (Fox) Barkalow. She was first married in Warren
County on 4 Sep 1866 to Samuel S. Barkalow who
died on 7 Apr 1879. Theodore and Sarah had 5 children together,
Nathaniel D. Rall b. 20 Oct 1880, Allyette??
E. Rall b. 25 Aug 1883, Mary E. Rall
born 29 Feb 1886, Edna L. Rall born 20 Sep 1888
and Sarah J. "Sallie" Rall born 8 Jul
1892.
The pension file is a consolidation of three pension files - Theodore's
invalid pension, Sarah's widows pension and a minor's pension
for daughter Sallie.
Theodore filed multiple applications for an invalid
pension, alleging the injury to his back and other maladies prevented
him from supporting himself by manual labor (Application #15648,
Certificate #12293) He was first awarded a pension on 19 Jan 1888.
He was dropped and restored to the pension rolls multiple times
with numerous declarations by Theodore in the file. Theodore
W. Rall died at Farmersville in Montgomery County, Ohio
on 10 Aug 1902.
On 23 Sep 1902 Sarah Jane Rall of Farmersville
made a declaration before a notary public in Montgomery County,
for the purpose of filing for a widow's pension (Application #21878).
She stated that she has no property whatever except her dower
interest in a house and lot appraised at $300 and has no personal
property except household goods. Sarah was awarded a pension of
$8 per month commencing 26 Sep 1902 (Certificate #16915) plus
an additional $2 per month for minor daughters, Edna L.
Rall and Sallie Rall. Sarah
J. Rall was last paid $8 + $2 per month to 4 Oct 1906
and was dropped from the rolls on 20 May 1907 due to her death
at Farmersville, Ohio on 7 Nov 1907.
Charles A. Puls, was appointed guardian on 1
Jun 1907 of minor Sallie Rall of Farmersville
and filed for a minor's pension on 12 Aug 1907 (Application #26165).
Sallie Rall was awarded a pension commencing
12 Aug 1907 by Certificate #19091 and was last paid 7 Jul 1908
when she was dropped from the rolls when she turned 16.

Clem Reid,1st Class Boy, USS Silver Cloud, Application
#7230, Certificate #6414 (231 images)
Clem Reid/Reed was born in Charlottesville, Albemarle County,
Virginia, the slave of a James Bell. He became a “contraband”
during the Civil War, enlisting on 28 Sep 1863 at Ft. Pillow Tenn.
as “1st Boy” in the US Navy. He was assigned to the
tinclad U.S.S. Silver Cloud which served on the Mississippi and
White Rivers during the war. In Aug or Sept 1864, the ship came
under fire from Confederate infantry troops on shore. During the
engagement, Clem’s job was to help in running a starboard
gun forward when firing and pulling it back when loading. During
this engagement he received an injury in his right eye and eventually
went blind in that eye. He continued to serve until the end of
the war and was mustered out 8 Jun 1865 at Mound City, Illinois.
Clem Reid filed for and received an invalid pension for total
blindness in his right eye while living in Lebanon, Ohio (Application
#7230, Certificate #6414). Vision in his left eye also deteriorated
but numerous claims for an increased pension were rejected as
not being war related. In 1913 congress passed a special act on
his behalf which increased his $12 pension to $30 per month. He
first married Eliza Crockett in Highland County. She died 19 Jul
1887 in Lebanon and is buried in an unmarked grave at Lebanon
Cemetery. They had two children, Mary born 2 Apr 1877 & Florence,
born 7 May 1883. Clem married his second wife, Millie Williams
on 21 Jul 1892 in Covington, Ky. They wound up in Miami County,
Ohio and apparently lived there until he entered the National
Military Home in 1908, totally blind. He died at the home in 1920
and is buried in the Dayton National Cemetery, Section 2 Row 14
Site 2. Millie was living in Piqua, Ohio at the time of his death.
The following deposition is taken from pages 47 to 52 in the pension
file.
- Case of Clem Reid. (Navy) No. 7230
On this 17th day of August 1888 at Lebanon, County of Warren
State of Ohio, before me, Chas. H. Fuller, Special Examiner
of the Pension Office, personally appeared Clem Reid, who
being by me first duly sworn to answer truly all interrogatories
propounded to him during this Special Examination of aforesaid
pension claim, deposes and says:
My age is 46 years. Residence Turtle Creek Township. Warren
Co. Ohio. P.O address Lebanon, Warren Co. Ohio, Occupation
farm labor.
I was born in Albemarle Co, Virginia; - my Master was named
James Bell, and never had any other Master. He removed to
Western Dist. of Tenn. About 45 miles east of Memphis Tenn.
When I was near 10 years old. I was there living with him
when the war broke out. I went from where my master lived
over to Fort Pillow Tenn. then a slave, and there enlisted.
After cooking first for the soldiers of the Union Army, about
Sept. 1863, the U.S.S. “Silver Cloud” was laying
there and I enlisted on her as a “boy”.
Robert Wilkerson was Executive officer, and I think John W.
Reed was the Masters Mate. There was an officer named “Dyer”
on the vessel I do not know his rank. I did not serve on any
other vessel than the “Silver Cloud.” The duty
of the vessel was patrolling the Mississippi River between
Memphis Tenn. & Helena Ark
And in White River Arkansas.
In August or Sept 1864 while in the White River duty about
seventy five miles above the mouth, we were attacked from
the shore by rebel infantry, and while engaged I was shot
in the right eye. I never knew what struck me. – whether
it went in or not. I did not have it examined until the fight,
which lasted fifteen or twenty minutes was over, and the Surgeon
then examined it, and tied it up. I was off duty about a week
with the injured eye, and then went on duty. My sight commenced
failing thereafter in about a month. The eye was very tender,
and day light made it painful, and I generally kept a bandage
on it until some time before I was discharged when I left
it off. I was discharged June 9th 1865, and never served in
the army or navy except on the U.S.S. “Silver Cloud.”
I did not receive any other injury in the service of the U.S.S.
and claim pension by reason of injury to my right eye incurred
in an engagement with the enemy while in White River Ark in
Aug or
Sept 1864 & on board the “Silver Cloud,” and
assisting at one of the bow guns, “starboard gun”
The vessel carried six 24 pounders and one 12 pounder. I do
not remember my number[?] on the gun – my duty was to
help in running the gun forward when firing and pulling it
back when loading. The “Silver Cloud” was called
a “tin clad” and was pierced with ports for use
in action. I think we were discharging the gun when I got
hit and my position was along side. I never knew whether it
was a splinter or ball or what hit my eye. The sight was somewhat
impaired when I was discharged, and grew gradually worse until
I have lost entire sight within last three years in the right
eye, and since when the left eye has become weak with impaired
vision.
When I was discharged at Mound City Ills the sight of the
right eye was impaired and soon after that I went into employ
as a roustabout on the River steamers for about two weeks,
and then I came to Milford, Clermont Co Ohio and went to work
on a farm one summer for a man named William Mears. I married
in Hillsboro Highland County Ohio. before I went to work for
William Mears, I cut wood one winter near Milford Ohio for
a man named “Ryebolt.” I also worked for a nam
named “Semons” near Newberry Clermont Co Ohio,
working in Clermont Co. O about two years and then I went
to High-
land Co. O near Leesburg, and I there worked for R. Beason
and Ben Beason, and was employed in Highland Co, around Leesburg
and Lexington O for about three years, and then moved to Warren
Co. O. near Oregonia, and worked for a man named Isaac Stedam
___ of Oregonia. I also worked for Joseph Hegemen, Turtle
Creek Tp. Warren Co. Ohio. and for Moses Stedam of same township
and have worked for Ad. Longstreth where now working for nearly
two years.
I have had medical treatment for my eye in the services by
Surgeon Damon of U.S.S. “Silver Cloud” Dr. Drake
and Stevens of Lebanon O examined my eye since living in Warren
Co. Ohio and none others.
I have been employed at farm labor generally since my discharge.
My general health has been good but my eyesight has failed
me gradually since my discharge.
Question:
Please name all witnesses you desire to have examined in your
claim giving P.O. addresses and what you expect to prove by
them.
Answer:
Isaac Stedam and Moses Stedam, Ad. Longstreth of Turtle Creek
Township Warren Co. O.
Ben Beason of Hillsboro Highland Co. Ohio.
W. A. Mears formerly residing near Milford Clermont Co Ohio.
All these people I have worked for and they know of my eyesight.
I will accompany you in the examinations so far as I desire
to do, and waive notice of all examinations.
“Preston” of Chicago Ills. And afterwards Milo
B. Stevens of Washington D. C. have been all the attorneys
I have had. Never had contract with “Preston”
Made written contract with Milo B. Stevens for $25 fee. Have
not paid any fees to any one.
Should I change my mind and desire to be present at any future
examination, I will notify the commissioner of Pensions Washington
as directed by you that I have so changed my mind and desire
to be present.
I thoroughly understand and comprehend the questions asked
the answers are correctly recorded herein.
Clem Reid, his mark, Deponent
Attest:
C H Fuller
Sworn to and subscribed before me this 17th day of August
1888, and I certify that the contents were fully made known
to deponent before signing.

Pension
Payment Card for Hannah A. Ruther (Certificate #859667) commencement
date of 18 Sep 1916 for $20 per month. Since Bruno was still living,
it is thought that Bruno and Hannah were probably divorced on
or about 18 Sep 1916 which would have allowed her to have her
pension restored as a remarried widow.
