- HISTORICAL NOTE: Cards were placed inside a draft wheel made by Hawkins and Drake, 18 W. Water St., Syracuse, NY. The names were placed inside the draft wheel in August 1863 in compliance with an act of the U.S. Congress for subsequent conscription calls until the end of the Civil War. All men aged 20 to 35 and single men up to 45 were enrolled by town and ward committees.
- HISTORICAL NOTE: The preliminary lists were posted and advertised and corrections invited. Cards were made for each name on the final list and placed inside the draft wheel. At 10 o'clock on the morning of 19 August 1863 provost officers and representatives of the Towns of Onondaga and Cortland counties, which formed the 23rd district met in the Circuit Court room in the Onondaga County Courthouse on Clinton Square. Drawings were alphabetical by towns, Onondaga County first. There was not a drawing for Syracuse, for the quota of the wards had been exceeded by five men. Originally it was planned that a blind man, Mr. Sterling King, would draw the cards, but he was sick that day and Mr. Chidester of Cortlandville, took his place.
