County of Albany ~ These are to Certify that Charles Titus of the Town of Coxsackie & County aforesaid is hereby allowed to sell by retail all sorts of spirituous Liquors and keep a Common Tavern from the Date hereof to the first day of March next - he the said Titus is of good moral character and it appears necessary that a Tavern be kept at such place Given - under our hands and seals the 31st day of March 1795 -----
