Supervisor presents his bond for approval by the Board.

Motion moved by E. P. Flansburg and seconded by Henry O’Keefe that Supervisor’s bond be approved.  Carried.  Bond filed.

Motion made by Henry O’Keefe and seconded by Elmer Flansburg that C. D. Smith be appointed for Constable.  Carried.

Motion made by A. J. Cunningham and seconded by O. D. Beers that Arch Matthews be appointed for Constable.  Carried.

Motion made by Henry O’Keef and seconded by O. D. Beers that Jacob Cameron be appointed Overseer of the Poor.  Carried.

Motion made by Elmer Flansburg and seconded by A. J. Cunningham that Charles Horton be appointed Overseer of the Poor.  Carried.

Motion made by Henry O’Keefe and seconded by A. J. Cunningham that a committee of three be appointed to investigate a site for a building, or a building, to house the town machinery.  Same committee to report at next meeting.  Carried.  Suppervisor appointed on that committee Henry O’Keefe, A. J. Cunningham and Town Superintendent Edgar Ingalls, together with the Superisor.

Motion made by A. J. Cunningham and seconded by O. D. Beers that a committee be appointed to investigate the building and purchase of road hones.  Carried.  Supervisor appointed on that committee Henry O’Keefe, A. J. Cunningham and Town Superintendent Edgar Ingalls, together with the Supervisor.

Motion made by O. D. Beers and seconded by A. J. Cunningham that the Supervisor and Town Clerk be authorized to issue a certificate of indebtedness for the sum of $892.00 to pay Henry W. Barker for services as Town Superintendent from Nov. 1st, 1918, to Oct. 31st, 1919.  Carried.

Motion made by O. D. Beers and seconded by Elmer Flansburg that the Clerk order three Justices Manuals, together with two Standard License Books, and four Applications and affidavits to possess and carry conceled weapons.

Meeting calld for the purpose of listening to the report of the committee appointed to purchase a site for a building, or a building, for the housing of town machinery, and such other business as might come before it.  Committee investigated building belonging to O. C. Stevens, situated east of Greenville and known as Creamery Building.  Price asked by owner was $800.00

Motion made by Henry O’Keefe and seconded by Elmer Flansburg that the matter be left open.  Carried

Motion made by Elmer Flansburg and seconded by A. J. Cunningham that the supervisor’s highway bond be accepted.  Motion carried.

 Motion made by Henry O’Keefe and seconded by A. J. Cunningham that the Supervisor and Town Clerk be empowered to raise an amount not to exceed $1100.00 for the purpose of removing snow from the highways.  Carried.

Motion made by Henry O’Keefe and seconded by A. J. Cunningham that the Town Clerk see about the renting of the building owned by David E. Powell for all town purposes; also Olin D. Beeres interview John Parks about the renting of building known as Park’s Hall, in the village of Freehold, same purposes.  Same to report at next meeting.  Motion carried.

The committee appointed to investigate road hones reported the split log hones impractical, and will further investigate the iron hones.

 March 25th, 1920 

At a meeting of the Town Board, held in the town building, March 25th, 1920, all the members were present.  Meeting was called to order by the Supervisor and the following business was transacted.

Motion made by O. D. Beers and seconded by E. P. Flansburg that the Supervisor and Town Clerk be authorized to purchase the building known as the Creamery Building, and owned by O. C. Stevens, for the sum of seven hundred and fifty dollars. ($750) and give a certificate of indebtedness for $750, with interest, payable Feb. 1st, 1922.  Said building is to be used for the purpose of housing town machinery.  Motion carried.

Committee reported on the rental of buildings owned by David E. Powell and John Parks.  The Powell building could be rented for the sum of $50 plus $25 for fuel and care.  The Parks building could be rented for $40 fuel and care included.

Motion made by A. J. Cunningham and seconded by E. P. Flansburg that the Powell building be rented for the sum of $50 plus $20 for for (sic) fuel and care; and that Parks Hall be rented for $40 fuel and care included.  The same buildings to be used for all town purposes.  Motion carried.

Motion made by A. J. Cunningham and seconded by Henry O’Keefe that the the (sic) town purchase four road hones.  Carried.

Motion made by Henry O’Keefe and seconded by Elmer Flansburg that the Supervisor and Town Clerk be authorized to borrow a sum sufficient to pay the balance due for the removal of obstructions to the highways caused by snow, and issue a certificate of indebtedness for same.  Motion carried.

The following agreement for the expenditure of Highway Moneys, between the Town Superintendent of Highways and the Town Board, was enacted:

Agreed to set aside for primary work and general repairs upon the highways in the town an average sum of $30 a mile for 95 miles, which is the total mileage of the town highways.

Agreed to set aside for the repair and construction of sluces, culverts and bridges, having a span of less than 5 feet, and for the removal of water breaks, or so called “thank-you-mams,” the sum of $750.

Agreed that there be reserved in the hands of the Supervisor the sum of $2,125.00.

Motion made by Henry O’Keefe and seconded by A. J. Cunningham that the Town Superintendent be authorized to put the town machinery building in shape for the housing of town machinery.  Motion carried.

Complaint of Walter Birkett against Charles Newman for leaving a cow unburied on the premises owned by Florence Slater and formerly leased by said Newman was read.  The following action was taken:  Said Charles Newman agreed with the Board of Health to remove the nuisance before June 15th, 1920.

On motion made by Henry O’Keefe and seconded by A. J. Cunningham that the Health Board officer report to the President of the Board of Health on or before June 15th, 1920, as to whether the nuisance had been abated, under the complaint filed June 11th, 1920, with this Board, and that the President of the Health Board and Health Officer take such further action as necessary.

 August 16th, 1920 

Supervisor and Committee reported on the hearing in Re Edgar Showers, of August 11th, 1920, before the Compensation commissioner.  That the Commissioner awarded said Showers a sum of $15 each week from the time of his injury, October the 8th, 1919, crediting the town with the sum of $350.00 already paid.  The award also provided that the town should pay hospital bills, and doctor’s bill for an operation on said Showers.

Motion made by Henry O’Keefe and seconded by A. J. Cunningham that the Supervisor pay from the general fund such sums as may be necessary to carry out the award made by the Compensation Commissioner.  Carried.

Motion made by A. J. Cunningham and seconded by Henry O’Keefe, that Augustus Armstrong be appointed Truent Officer for the ensuing year at a salary of $30.00.  Motion carried.

Motion Made by Henry O’Keefe and seconded by A. J. Cunningham that Frank Sanford be appointed Constable.  Carried.

Motion made by Henry O’Keefe and seconded by A. J. Cunningham that the building owned by David E. Powell be designated as the polling place for District Number One.  Carried.

Motion made by O. D. Beers and seconded by A. J. Cunningham that Parks Hall be designated as the polling place for District No. 2.  Carried.

September 30th, 1920

Meeting of the Town Board held at the above date, at 7:30 P. M.

Meeting called to order by Supervisor Harrison I. Gardner.

Report of Special Hearing, September 27th, 1920, before the Industrial Commissioner in Re Edgar Showers versus Town of Greenville.  On recommendation of the Deputy Commissioner the Town settled the above matter in full for the sum of $600.00 (six hundred.)  The Deputy Commissioner also directed that the Town pay $53.00 (fifty three,) the doctor’s bill in said matter.

Motion made by Henry O’Keefe and seconded by A. J. Cunningham that the report be accepted and the Supervisor be authorized to pay said sums.  Motion carried.

Meeting was called to order by Supervisor Gardner at 2 P. M.

The general accounts of the Supervisor were examined, found correct, and audited.  Also the School Moneys.

Motion made by Henry O’Keefe and seconded by Elmer Flansburg that the Board allow the American Legion the sum $25.00 to be used for the decoration of Soldiers graves and for the benefit of the Legion.
