Stanley S. Cooper began his duties as director of the Bureau of Vital Statistics on May 29, 1894. Just prior to joining the staff he was a production line supervisor at Square D. He obtained his M.S. in Public Health from UCLA and his Ph.D. in Management and Human Behavior from California Pacific University.

The Bureau of Vital Statistics has filed birth and death records since 1904 and marriage and divorce records since 1909 for those events occurring in the State of Nebraska. Birth and death records are available only from the State office with the exception that events occurring in Douglas County may be obtained from the Vital Statistics Section of the Omaha-Douglas County Health Department. That office does have on file records prior to 1904 for Douglas County births and deaths only. Contact that office direct for information they may have.

Records are released for proper purpose. Generally, records requested for genealogy purposes will be released, but requests for certificates should specify that they are being requested for genealogy purposes. However, records of children born out of wedlock or records where the information given does not match the certificate located are not released unless the individual listed on the record or a parent authorizes the release of the record.

Once received, requests are generally in the Nebraska Vital Statistics office only 2 - 3 working days. (This does not include mailing time.)

A statutory file search fee of $5.00 is charged for each certificate requested. This fee will include one copy of a record if found to be on file, but it not refundable or transferable if no record is found. There will be a certificate of search issued listing the information as given in the request and which indicates no record was found. If at some later time you obtain additional or different information, the certificate of search should be returned indicating the new information and a further search will be made at no additional charge.

When requesting birth records be sure to include the full name of the individual, the date and place of birth and the full names of both parents. For a death record, in addition to listing the name of the descendant (at tine of death) and the date and place of death, it often times help to list information such as the date and place of birth and parents' names and name of spouse -- especially for those records for which you do not know specific dates and places of death. Marriage and divorce record requests would list the full names of both individuals as well as the date and place of event.

It is important that you list as much information as is available in order that as complete a file search as possible can be done. If a request is sent to the county, normally that request will be forwarded to the Bureau of Vital Statistics for reply as the counties do not have the authority to release information from their files.

When a request is received, two complete file searches are made to locate the record. This includes going directly to the certificates filed for the specific month and year and county listed. If no record is found after this extensive search, a certificate of search is then issued.

In addition, the index system is checked from the beginning through the present time when we are unable to locate the birth record requested. The indexes for the marriage and divorce records are for the years 1909 through 1955 and 1956 through present. Normally only one or the other set of indexes will be checked unless the date is unknown or very near 1956, then both sets of indexes will be checked. The death indexes are also split at 1955 and the same criteria is used in checking for death records.

The indexes at the Bureau of Vital Statistics are filed by the Russell-Sounex Coding System. Because exact spelling of a name must be considered in straight alphabet filing, the Russell-Soundex Coding System works best in grouping like-sounding names together.

The Russell-Soundex puts like-sounding letters in the same code number; (1) b, f, p, v; (2) c, s, k, g, j, q, x,z; (3) d,t ; (4) 1; (5) m, n; (6) r

Thus, like-sounding names will be found in the same code. The coding works in this manner: The first letter of the surname is not coded but used as the "initial" letter; vowels and y, w, and h are not coded; and, when two letters of the same coding are together only one is coded. Take the various spellings of Berc, Berck, Berk, Berke, Birk, Birck, Birke, Bourk, Borck, Bork, Borque, Bourke, Bourque, Buerck, Birque, Burck, Burk, Burke, Buark, and Burque. All of these would be coded as B620. That way, if the family changed the spelling over the years, the vital statistics office should still be able to find the record you are requesting provided the family name was changed to a spelling as listed. Another example would be Smith, Smythe, Schmidt, Schmitt, Schmit, Schmid, Smyth, Schwindt, Schwind, Schwint. These would all be coded S530.

Only three letters are coded and if there are not three letters to be coded, "0" is used. Thus the name Lee is coded as LOOO.

RILEY, 73, former Sioux Cityan, were Saturday at the grave in Graceland park cemetery. Rev. G.D. SERRILL officiated. He died Sunday in Omaha, Neb. Mr. RILEY was born November 25, 1859 in New Hampshire. Lived Sioux City for 40 years before moving to Omaha two years ago. Stepsons survive: George E. and Charles A. HAMMER, Omaha; Harry HAMMER of Des Moines and James HAMMER of San Diego, Cal.
