The Territorial Legislature of 1856 created Thayer Co designating it as Jefferson, at the same time Jefferson Co was designated as Jones Co. In 1867, Jones &. Jefferson were united under the name of the latter. The legislature of 1870/1871 provided for the division of the co. The original Jefferson co is now Thayer co.
The first permanent settlers in Thayer Co, it is fair to suppose, were George WEISEL; John, Charles & William NIGHTENGALE, who located in the vicinity of Alexandria in 1858. Part of the lumber for their first house, the NIGHTENGALES hauled from St. Joseph Mo. This house was located on the divide between the Big Sandy & Little Blue, about 2 1/2 miles south of Alexandria.
Joseph WALKER & James REED came from Fort KEARNEY in 1858 and located on the Little Blue, 1 mile west of the east line of the county. In 1859 Isaac ALEXANDER settled on the Big Sandy with his family.
It is claimed also that a man by the name of Christian LUTHM, a German was the first settler. He was engaged in farming, and was burlesqued by the pilgrims over the road for attempting to farm on the "Great American Desert. " However, his endeavors were successful as he was blessed with abundant harvest. A copy of his will is recorded in one of the first volumes of records of the co and bears the date 1869.
In 1866 a fort was established on Rose Creek for protection of the settlers in that locality during Indian raids.
During the Civil War, there were settlements made only at the ranches. But the settlers were either killed in the great raids of 1864 & 1867, or compelled through fear to seek places more secure. The raids of 1865 & 1866 although of considerable consequence to the settlers were attended with but little loss of life. Lose of property and stock, however, was considerable. But from 1867 to 1870 a large number of settlers came in, as the Government was then better able to look after the safety of the frontier. Fort Butler, established in 1869, and located on the bank of Spring Creek, was a great protection from Indian raids.
Hebron, the co seat, was laid out in town lots in 1869. The first Board of Trustees met 9 May 1872. The first house in Hebron was built in 1870.

Campbell, Franklin CO: In 1871 Theodore KOCH & Heinrich TEGTEMEIER applied for Homestead rights but did not prove up and this land was acquired in 1875 by Cassius BUDLONG, better known as "Cap." Madison KINNEY & Emmerson KINNEY applied for homesteads in Mar 1872. Grandfather & uncle of Mrs. Guy DANKER who wrote the History of Campbell in 1967. Baptist LAPORTE had a store and post office 11 miles east of where Campbell is now located. Abraham SCOTT had a store near by. The Amazon Post Office was 3 miles west. Eight miles southwest was the Rush Post Office and store, sometimes called LOGAN's store. Two miles east was the Wheatland Post Office. Picklesville, 1 mile west of Bladen, which contained a store, post office and Dr. WELLS office. The town of Campbell was born, in 1886. Mr. ORNDORFF & Mr. DOYLE had a store. J. Frank LANTZ was in charge of the "Campbell Press," with the first issue published 16 Dec 1886. The paper was soon traded to Nate HART.
