Presumably the house was completed by January 1, 1795 for at
that time Brooke mortgaged the property to his brother-in-law
Fontaine Maury as collateral for the substantial loan of £1000.
Married to Brooke's sister, Elizabeth Fontaine Maury was mayor
of Fredericksburg in 1793.
In December 1794, Brooke was elected governor of Virginia, and
he may have needed the loan to cover the expenses of his new
state office and his relocation to Richmond. He borrowed again
from Maury, the sum of £1250, in October of 1795. In 1797, still
in debt to his brother-in-law for about £2240, he deeded
Fontaine Maury the meadow property with its mansion for a
nominal five shillings. Maury had his own substantial dwelling
on the west side of Princess Anne Street between William and
George Streets, so he let the meadow property with its mansion
as rental income.
Brooke was elected to a second term as governor in 1795. He went
on to become Grand Master of the Masonic Lodge of Virginia until
1797, and in 1798 he was elected Attorney General of the
Commonwealth. Sadly, the promising Brooke died in 1800. He was
honored by having Brooke County, now in West Virginia, named for
him.
In 1801, the house was purchased by Thomas Reade Rootes, a local
lawyer. It was Rootes who named the property "Federal Hill,"
presumably reflecting the then heated national debate between
Federalists and Republicans. Rootes, an ardent believer in a
strong central government, may also have been making a strong
political statement, knowing that Robert Brooke had been
Virginia's leading Republican or Anti-Federalist. (see ID 60359)
As originally constructed, Federal Hill has a central hall, five
bays, and a double-pile floor plan, with the grand parlor
extending the full length of the house. The house is noteworthy
for its lavish interior woodwork, with paneled wainscoting,
pilasters, cornices, and overmantels. The exposed brick chimney
is a traditional method of construction, perhaps for reason of
fire prevention. Today the chimney still bears scars from the
Civil War. It is listed on the Virginia Landmarks Register and

"About 1795 Robert Brooke, governor of Virginia, built his home
upon Federal Hill, which looks over Sandy Bottom to Marye's
Heights, a thousand yards away. Early in this century, Governor
Brooke being dead, Federal Hill became the property of the
family Cobb, since of Georgia. Governor Cobb, of Georgia, and
his brother, General Sylvanus Cobb, lived
there as boys. In the great battle a Federal battery was placed
on the lawn of Federal Hill. General Sylvanus Cobb, for the
first time since his boyhood, looked again upon his old home
from the stone wall at the foot of Marye's heights. It was the
last time he ever saw it, for a
cannon-ball from that battery tore him to pieces."

County in1796 or Created in 1797 from part of Ohio county and
named in honor of Robert Brooke, Governor of Virginia from 1794
