Jesse Bacus, January 17, 1905

The records of the War Department show that this soldier, now 76 years of age, served as a private in Captain Bolander�s independent company, Missouri Home Guards, and at the Hawkins Taylor Commission allowed him one month and fifteen days as actual military service rendered the United States between August 5 and October 5, 1861, the dates of the organization and discharge of said company. His claim to pension under the act of June 2, 1890, was rejected in May, 1891, upon the ground of insufficient service; and a claim under the general law, filed in June, 1889, and based upon piles and neuralgia, was also rejected in August, 1899, upon the ground of no record in the War Department of treatment for said disabilities, and claimant�a apparent inability to file satisfactory testimony showing the incurrence of said disabilities in service and line of duty.

The soldier filed some testimony of comrades tending to show that he contracted piles and neuralgia, and the testimony of neighbors and acquaintances that he suffered or complained of said disabilities ever since discharge; but no medical evidence as to treatment for said disabilities was filed prior to 1872.

When last examined, on June 1, 1898, the board of surgeons rated him $3 for piles and $5 for rheumatism.

Medical testimony filed with your committee shows that the soldier is suffering severely from chronic diarrhea, hemorrhoids, neuralgia of the face and weak eyes, and that he is incapable of performing any manual labor whatsoever.

It is probable that the soldier incurred the disabilities for which he made the claim in the Pension Bureau during his service, as by the evidence.

However that may be, your committee are of the opinion, in view of the great age of the soldier and his consequent total inability to labor, that the requirements of the act of June 27, 1890, may we be waived in this case and that he be granted the maximum rating provided in said act namely $12 per month.

The passage of the bill is therefore recommended when amended as follows:

In line 6 strike out the words �William H.� and insert in lieu thereof the word �Captain.�

In line 7 strike out the word �Regiment.�

In same line strike out the word �Volunteers.�

Amend the title so as to read: �A bill granting a pension to Jesse Bacus."
