Col. W. H. Phelps Dead

Co. W. H. (Bill) Phelps of Carthage, veteran politician, railroad agent and legislator, died at a Minnesota hospital July 26, following a serious operation.

Co. Phelps had been a conspicuous political figure in the Democratic party in this state since 1872. As a railroad lobbyist at Jefferson City for many years he became known over the state. In 1910 he turned against the railroads and being since that date, either in the lower house or in the senate, he advocated laws purporting to operate against the railroads. As chairman of the committee in the senate which had charge of the legislation with reference to the new state capitol, he was largely instrumental in getting the contract for the Carthage stone for the new capitol which without his influence no doubt would have been built from Cassville stone.
