MARTIN C. HIGGINS, president of the city council of Youngstown, Ohio. and one of the most prominent labor leaders of the Mahoning Valley, was born in 1875, at Allegheny, Pennsylvania, and is a son of Martin J. Higgins.
Martin J. Higgins was one of the pioneer iron men of the country and was known in various sections. In association with A.J. Moxam, he opened up and subsequently developed the great iron industry at Birmingham, Alabama. At one time he was superintendent of the manufacturing plant of the Coleman�Shields Company, at Niles, Ohio. He was well known in labor circles and was the personal friend of many advanced thinkers. on social questions, notably Hon. Tom Johnson, of Cleveland. 'After completing his education, M. C. Higgins entered the employ of the Coleman Shields Company, at Niles, Ohio, as a shipping clerk and went from there to Johnstown, Pennsylvania, where he was connected for one year with large motor works, and then came to Youngstown. Here he became interested in theatrical matters and has been an organizer of a number of successful companies now on the road. For the past two years he has been manager of the Eagle club.
Mr. Higgins is prominently identified with the labor organizations of the Mahoning Valley. He is president of the Central Labor Union and has been a delegate from the Stage Hands Local Union. For a number of years. he was secretary of the United Labor Congress. As the Labor candidate, he was elected president of the city council, of Youngstown in November, 1905, and his administration of the office has made so favorable an impression on all parties that he is being urged to consent to a nomination for mayor.

Mr. Higgins is a member of the fraternal order of Eagles and belongs also to the Knights of Columbus, the Knights of St. John and the Ancient Order of Hibernians. He is also a member of the International Order of Stage Employes and of the United Labor Congress. Mr. Higgins is a member of the Catholic Church.

He married, April 22. 1907, Miss Margaret C. Morton, a native of Youngstown and daughter of George Morton. � �

James L. Higgins was born in Bridgeport, Ohio, April 20th, 1854, of Irish-American parentage; his father being a native of Ireland, and his mother a native of Ohio. Mr. Higgins's early life was passed in the public schools of Bridgeport. He filled various situations satisfactorily until the year 1881 when an opportunity for entering the grocery trade offered itself, which he accepted. Having succeeded to the business of Joseph Waterman, he brought to it the energy and uprightness which had always characterized him, and which have made him the successful business man that he is. He has since added to his grocery business by establishing a line of transfer wagons, which are run in connection with the C.& P. railroad. Mr. Higgins is an acceptable member of the following secret orders: K. G. E., Washington castle No. 5, of Bridgeport; Belmont lodge, No. 109, K. of P.; and also the Knights of Labor and Knights of Maccabees. In politics he is a republican. In 1885 Mr. Higgins was married to Azelia Rosa, of Wheeling, a communicant of the Methodist Episcopal church. Two sons, Arthur and Paul, have blessed their union.

HARVEY A. HIGGINS.
Harvey A. Higgins, general manager of the Standard Tool Company of Cleveland, was born near Chicago, May 3, 1866, a son of Lewis H. and Jennie E. (McGlashan) Higgins. His early education was acquired in the public schools. Being eager to make for himself a place in the business world, he secured employment as a clerk in a wholesale grocery establishment, where he remained for two and a half years. On the expiration of that period he became associated with the Washburn & Moen Manufacturing Company, which later became a part of the American Steel & Wire Company. He was identified with that
enterprise for ten years and next became president of the Chicago Fire Proof Covering Company, manufacturers of asbestos products. He has been a resident of Cleveland for a decade, during which period he has been general manager of the Standard Tool Company. His previous important business connections had made him well known in industrial and manufacturing circles, leading to his present business connection, which is one of large responsibility. He is also one of the directors of the company and thus has voice in the financial affairs as well as general management over the business of the company.

Mr. Higgins married Miss Martha Paine, of St. Louis, and they have three children, Harvey A., Jr., Robert Rhea and Margaret. The eldest is a graduate of the Cleveland high school and attended Oberlin College, wherein he pursued a classical course. Robert was graduated from the Shaw high school of Cleveland and is now pursuing a scientific course in Dartmouth College. The daughter is a pupil in the Hathaway-Brown school. The family residence is at 11408 Bellflower Road. Mrs. Higgins is a member of the Daughters of the American Revolution. In his political views Mr. Higgins is a republican and keeps well informed on the questions and issues of the day, but prefers to concentrate his energies upon his business affairs rather than become an active factor in political circles.
He attends the Calvary Presbyterian church, of which he is a trustee, and he is a member of the Union and Colonial Clubs. In the Chamber of Commerce he is serving as director and is imbued with that progressive spirit which, manifest in the officers and directors of the Chamber, have made it a potent force in the city's up-building. He is fond of all manly outdoor sports and his is a well balanced nature in which the different interests, political, social, business and moral, are given their relative prominence.

Effie Day, the second daughter of Absalom and Nancy A. Day, was born near Youngsville, Adams County, Ohio, July 15, 1861. She was married at the same
place by the Rev. George Fulton, October 3, 1883, to Franklin LaFayette Higgins, a son of James P. and Mary Higgins, he having been born near West Union, Adams County, Ohio, July 13, 1859. James P. Higgins, the father of Franklin L. Higgins, was born in Fayette County, Pennsylvania, and came to Adams County, Ohio, in 1837, where he was married, and has since resided upon a farm near West Union, Ohio, adjoining that upon which his son now lives. Franklin L. Higgins and his family reside upon a farm two and one-half miles west of West Union, Adams County, Ohio. The following are their children:

Higgins, William, farmer and thresher, Croton, Ohio, born in Knox county, Ohio, in 1828. He was married in 1852 to Miss Elizabeth Coffield, of Licking county. She was born in 1825, in this county. They are the parents of five children, four living: Aaron, Sarah, Minerva, John (deceased), and Jacob. After getting married he lived in Knox county, close to the line of Licking county, for nine years, when he removed to Licking county, where he has lived ever since.

HIGGINS, Regis William, age 97, of Centerville, died March 24, 2010 of natural causes. He was born in Elwood, IN, June 30, 1912, the fifth child, second son of William Stephen Higgins and Mary Albertine (Langenbaugher) Higgins. Regis was a true gentleman, liked by all, and a wonderful father, grandfather and great-grandfather. He was a retired Vice President of Top Value Enterprises, Inc. Dayton, OH. He served in World War II, being drafted as a Private in March 1941, receiving an honorable discharged as a Captain in the Army Air Forces. Assigned to the Pentagon Headquarters, Army Air Forces, Washington, D.C. 1945. Member of Church of The Incarnation since 1958. Charter member of Sycamore Creek Country Club for 36 years. Proceeded in death by his wife Mary Lucille (Brennan) of 59 years. Survived by daughter and son-in-law Mary Constance and John R. Loy of Seven Lakes, NC; two sons and daughters-in-law, Michael R. and Mary S. Higgins of Centerville, and Brian W. and Karen I. Higgins of Calera, AL; 8 grandchildren, Hilary C. Toma of Arlington, VA, Julie A. Toma (Paul) Trombley of Alexandria, VA, George W. Toma of Lexington, KY, Meredith T. (Jason) Moorman of Oklahoma City, OK, Ryan M. Mary Jane Wright (274-c), b. in Cincinnati, Ohio, Ap1. 20, 1836, d. at Glendale. Ohio, Jan. 8, 1868, m. at Cincinnati, Dec. 21, 1857, William Hunter Higgins of New Orleans, La., son of Nicholas and Sarah (Sutton) Higgins, b. on the Sutton plantation, S. C., July 30, 1827, d. in New Orleans, June 3, 1869.

His father died when he was but two years old; his mother removed to New Orleans where he lived until the Mexican war began, when he ran away from home and enlisted, serving through the war, having been promoted to the rank of captain. He became a planter and took much interest in politics; was elected to the Louisiana legislature in 1855-6. In 1862 he entered the Confederate army and served on the staff of General Beauregard. Owing to several attempts having been made upon the life of his wife, he resigned his commission and ran the blockade in Mobile Bay, in a small fishing vessel with his wife and two sons and reached the north with much of his property which had been converted into precious jewels and secreted on the person of his wife.

In 1863 he was appointed collector of customs for the port of New Orleans, by Salmon P. Chase, U. S. Treasurer, through the influence of the Wright family. By him she had issue:

Michael J. Higgins Dead.

Michael J. Higgins, a pioneer Ohio gardener, died at St. Rita's Hospital, Lima, Ohio, June 22, as a result of an operation. He was 55 years old. He was born at Cork, Ireland, came to this country when a young man, located first in Cincinnati and afterwards went to Lima, O., where he engaged with his brother in the greenhouse and vegetable business.

For more than a quarter of a century they were the well-known firm of Higgins Bros., and were the first growers of greenhouse Lettuce in Allen county, Ohio. Seven years ago he retired to his farm, where he had been living up to the time of his death. Telegrams were received from men in all walks of life and friends from nearly every state in the Union attended the funeral. The funeral was held June 25 from St. Rose's Church.

He is survived by his widow, two sons, Maurice and Carl; two daughters, four brothers and two sisters. He was a member of the Ohio State Vegetable Growers Association and a reader of the Market Growers Journal from the time it was first published.

SKETCH OF THE LIFE OF JUDGE DAVID HIGGINS.

David Higgins was the eldest son of Rev. David and Eunice (Gilbert) Higgins. He was born at Lyme, Conn., August 2, 1789. His father at that time was pastor of the church at Lyme. In 1801 his father and family removed to Aurelius, now the city of Auburn, N. Y. During their residence there, David, Jr., was for two years a student at Yale College. In 1812 his father was called to the Presbyterian Church at Bath, New York. Before this David went to Cambridge, Maryland, as tutor in a private family. While there he made the acquaintance of and married Miss Cecilia Davis of Harper's Ferry, Virginia. They soon after removed to Angelica, New York, where he practiced law for a few years. Their oldest son, Robert, was born here. Before 1816 they removed to Hamilton, Ohio, performing the journey on horseback, Mrs. Higgins carrying their infant son most of the time before her. In 1818 or 1819 they removed again to Springfield, Ohio, where in 1820 their third child, a
daughter, Mary, was born. While living in southern Ohio, he represented Butler county in the Ohio legislature. In 1828 they removed to Norwalk, Ohio, where he practiced law for many years through northern Ohio, until his appointment as Circuit Judge. While Judge Higgins was holding court at Maumee in 1837-8, the celebrated "Toledo war" arose, the cause being a dispute over the boundary between Ohio and Michigan, which was decided by Judge Higgins in favor of the Ohio contention, causing rebellion on the part of the Michiganites, which necessitated the United States taking a hand in the fight. Congress gave Michigan the upper peninsula in return for the little strip she gave up to Ohio just north of Toledo.

He resided in 1841 and 1842 in Maumee City, after that returning to Norwalk until, after the election of James K. Polk, he went to Washington, D. C., where he received a clerkship in the Treasury Department, which he retained until his death, which occurred in 1873. His wife died in Washington in October, 1846. In 1848 he married Miss Letitia King of Washington, who, with two children, a daughter and a son, survived him. During his residence in Norwalk in 1834, his horse running away, he, in jumping from the carriage, shattered his foot so that amputation was necessary between the knee and ankle, so that ever after he wore a cork leg.

OWEN S. HIGGINS, who has been an active adherent of the Republican party and an important factor in its local affairs, cast his first vote at the age of eighteen, when he exercised the specially granted privilege extended to all soldiers in the Rebellion and deposited his ballot while on duty in the breastworks before Atlanta. On May 18, 1897, he was appointed postmaster of Lebanon by President McKinley, assuming his official duties on the 1st of July, and he has given most efficient and satisfactory service, reflecting credit both upon himself and the party he represents.

The birth of Mr. Higgins took place in Hamilton county, Ohio, May 15, 1846, his parents being Peter and Elizabeth Higgins, the former of whom died when our subject was but six years of age, and the mother surviving but a short time thereafter. Owen S. subsequently came to Warren county, where he passed his youth among strangers, working for his board and attending school until seventeen years old, and then enlisted in Company E, Seventy-ninth Ohio Volunteer Infantry, in February, 1863, serving faithfully and loyally until 1865, when, in July of that year, he was mustered out. He participated in the Atlanta campaign and was with Sherman on his memorable march to the sea; he took part in all the principal battles of the above campaigns, and was never absent from his regiment, although at one time he was transferred from the Seventy-ninth to the Seventy-third Infantry.

After the close of the war Mr. Higgins engaged in farm work and pursued his studies in the district schools, after leaving which he learned the blacksmith's trade and later embarked in the grocery business, conducting the same for some years at Loveland, Warren county, until about 1892, when he moved to Lebanon and has since continued here, meeting with that distinct success that is ever the logical result of intelligently applied industry, perseverance and honesty of purpose. At one time Mr. Higgins was engaged in the real-estate business in Cincinnati. Although he has always been a worker in the local field and in the district, county and state conventions, he never before held public office, with the exception of township assessor and member of the school board. He is known as a local organizer, working in his own quiet way, and has been active in every campaign, both local and national, for the past thirty-five years. As a stanch Republican Mr. Higgins is in thorough sympathy with the principles of his party, and believes in protection to our home industries, sound money, arbitration and the restriction of immigration.

In his social relations Mr. Higgins is an enthusiastic and active member of Granvel Thurston Post, Grand Army of the Republic, and is affiliated with the Independent Order of Odd Fellows.

The marriage of Mr. Higgins was celebrated in 1873, when he was united to Miss Lyddia Stark, of Clermont county, and the following children have been born to them: Adda F., and Lyddia, who died in 1875. Mr. Higgins' second wife, whom he married in 1877, was Miss Amanda M. Hill, of Warren county, Ohio. One son was born by this marriage, and named Robert Roy, and he died in 1891.
