John Aynes Pension Dropped
It appears the the Congress passed the Act of 27 June 1890 to handle disability pension for the Civil War. As the government was strapped for cash at this time, it can only be supposed that he was part of a budget cut or some sort of procedural problem. The new act stated that a minimum of $6 which would have meant an increase for him. The law stated that a medical board would have to grade the degree of impairment.
