RICHARD TOBIN was born in Fayette County, Ky., September 1, 1848; moved
to Frankfort in 1851; went to B. B. Sayre's Academy for three years, also
to Mount St. Mary's College in Maryland two years; has been the steward
of the Feeble Minded Institute since 1873; was elected to the city council
in 1884.  He is a son of Lawrence Tobin, one of the most influential and
respectable citizens of Frankfort.
