Kentucky: A History of the State, Battle, Perrin, & Kniffin, 7th ed., Boone Co. FRANCIS M. HOWLETT was born where he now resides, in Boone County, Ky., March 21, 1837. He was the youngest of five children born to William and Margaret (Tharp) Howlett. William Howlett was born in North Carolina, came to Kentucky when a boy, and settled in Boone County, where he lived and followed farming all his life. Margaret Tharp was born in Kentucky, in Boone County. They were married about 1817. His children were Lysander, John L., Elizabeth, Francis M. and an infant. Francis M. Howlett was brought up on the farm, and received a common-school education. He has followed farming and trading all his life. July 26, 1876, he married Mary Pierce, a daughter of Levi and Margaret (Higdon) Pierce, of Vigo County, Ind. They have no children. Mr. Howlett is a member of the I. O. O. F. Politically he is a Democrat, was elected magistrate in 1883, and served until he was elected county commissioner. He has 200 acres of fine land in Boone County.
