This photo was in the belongings of my grandparents.  On the back of the photos is hand written in pencil the following:

"Oscar Henry Spiegel, #204 West First Street, Newport, KY (served with W. Kara Thomas).  My grandfather was in TX in the 2nd Signal Corps at the end of World War I.  He never was deployed.  Armistice was declared just before his group was to be shipped out."
