Roswell Man Dies Suddenly     Otho Riggs, 30, of the Roswell community died suddenly Monday afternoon at his home, following a heart attack.  He was the son of Mr. and Mrs. Jess A. Riggs of Roswell.     The body is at the Peckham Funeral establishment and funeral arrangements have not been made, pending word from relatives.     Survivors besides the parents are, three sisters and three brothers.
