A meeting of the Sithney Parish Council was held at the National School, Sithney, on Monday, 30th day of January 1905.
Present:

The minutes of the meeting held on the 21st day of November last were read and confirmed and signed by the chairman.
Gwavas Well
The clerk reported that in accordance with resolution passed at the last meeting he had made enquiry from the clerk to the Helston Rural District Council as to this Council's liability to repair the above well.
It was the opinion of the said clerk that it is the duty of this Council to repair the said well, and that if the Rural District Council did the work, the cost of same would be charged to this parish.
It was resolved that the Committee appointed to inspect the Gwavas Well, and who had reported thereon, be, and are hereby authorised to repair the said well and that the work be proceeded with forthwith.
Chynhale Cattle Drinking Trough
The Committee to inspect the said trough reported that a new trough is required.
It was resolved that the chairman be added to the existing Committee: that the Committee be instructed to take the necessary steps to get a new trough provided in the place of the old one, and that the Committee be further instructed to wait on the representatives of the Trevarno Estate with the view of getting them to do what may be necessary in the matter, and failing that to get permission from them to fix a new trough at the expense of the Council.
Telegraph Office at Crown Town
The clerk reported that he had written to the secretary of the General Post Office on the above question (a copy of which was read) and that the receipt of same had been duly acknowledged, but that he had received no further communication on the matter.
A petition was read, signed by 14 of the inhabitants at and around Crown Town, asking the Council to lay the matter of providing a Telegraph Office at that place before the Post Office Authorities, thereby supporting the action of the Council at their last meeting.
The clerk was instructed to write the secretary of the General Post Office asking for a reply to the letter sent to him on the 4th January last.
Prospect Hill Footpath, Porthleven
The Committee reported that the work of repairing the footpath at Prospect Hill, Porthleven was complete and they had recommended the clerk to pay the contractor the sum of £4 15s being the amount due to him as per agreement.
Higher Prospidnick Footpath
Complaints were made as to the bad state of the footpath at Higher Prospidnick, leading to Nancegollan Station.
It was resolved that the following be appointed a Committee to inspect the above footpath and to report thereon at the next meeting:

Tregadjack Footbridge
A letter was read from Mr Gibbons, Chief Engineer of the Great Western Railway, stating that complaint from the occupier of adjoining land to the said footbridge has been made that animals pass over this bridge and cause trespass on his land, and they are desirous of putting a wicker gate on each side of the footbridge.
It was resolved that a Committee be appointed to meet the representative of the G. W. Railway Co on the spot, and subject to the approval of the Committee this Council consent to the work being done: The following to constitute the said Committee:

Wall Letter Box
It was resolved that application be made to the Postmaster General to fix a wall letter box at Lower Prospidnick in this parish, and that the application be forwarded through the Postmaster at Helston.
Cheque
It was resolved that a cheque be drawn in favour of the clerk in payment of the following sums advanced by him:

Gwavas Well
The Committee reported that nothing had yet been done by way of repairs to this well.
Chynhale Cattle Drinking Trough
The Committee reported that the trustees of Trevarno Estate will provide a new trough and fix same at their own expense.
Telegraph Office
The clerk reported that he had received no communication from the Post Master General.
Higher Prospidnick Footpath
The Committee reported that they have not yet inspected this footpath.
Tregadjack Footbridge
Mr J P Richards, one of the members of the Committee reported that he had met Mr Tucker, the G. W. Railway representative on the spot, who fully explained what the Company suggest should be done to prevent animals from passing over the footbridge, and at the same time to cause no obstruction, or inconvenience to foot passengers:
To fix an automatic gate on each side of the bridge within the Company's boundary.
Mr Richards recommended the Council to agree to the Company's proposal; the matter being fully discussed, Mr Richards moved that the Company's application be granted, seconded by Mr William Rowling and carried.
Prospidnick Wall Letter Box
The clerk reported that he had forwarded the Council's application to the Postmaster General through the Postmaster at Helston. The clerk further reported that the Postmaster at Helston asked to be informed as to what part of Prospidnick it would be most convenient to the inhabitants to place the said letter box.
G. W. Railway Co. Helston Branch
It was moved from the chair that this Council petition the G. W. Railway Co. to construct a Halt between Helston and Nancegollan stations to enable the inhabitants of the following hamlets to have the benefit of the new Rail-motors, about to be inaugurated on this Branch:
Tregathenan, Trannack, Prospidnick, Truthall, Gwavas, Sithney Green, Coverack Bridges etc.
The distance between Helston and Nancegollan stations is about 4 miles, and there is no doubt that this Halt will be a great convenience to the inhabitants of the north of the parish, as well as a source of profit for the Company. Seconded by Mr E J Williams and carried.
Prospidnick Wall Letter Box
It was resolved that it is the opinion of this meeting that the most convenient part of Prospidnick to plan a wall letter box is at or near Mr E S Williams Farm Buildings, and that this be a recommendation to the Post Office Authorities.
Defaulters of Rates
The Collector read the list of defaulters of the Poor and Special Sanitary Rates and the recommendation of this Council was given as to who should be excused from payment of same.

The following letter was read from the Postmaster General in reply to an application from this Council for establishing a Telegraph Office in Crown Town.
[General Post Office, London. 17th March 1905
Sir,
1. With reference to your letter of the 4th January last, I am directed by the Postmaster General to inform you that the question of establishing a Telegraph Office at Crown Town, Helston has received careful consideration, but as it is estimated that the revenue from telegraph custom would not pay the working expenses, he is prevented by Treasury Regulations from sanctioning the extensions except under guarantee.
2. The guarantee would be for seven years.
3. If the necessary way leaves over the route in respect of which the calculations have been made, were not withheld when applied for by the department, the expenses would be £28 a year. The instrument used would be a telephone or such other telegraph instrument as might be found suitable.
4. The revenue would be calculated on the actual receipts (exclusive of porterage) from telegrams handed in at that office for transmission to other parts of the United Kingdom; and if, as the Postmaster General has reason to expect, these receipts did not equal £28 a year, one half of the deficiency would have to be paid by the guarantors. The other half would be borne by the department.
5. It may be convenient to give an example. If the receipts in any year were £6, the account for that year would work out thus:
Expenses - £28
Revenue - £6
Deficiency - £22
In this case at the end of the year the guarantors would pay £11 being half of the deficiency.
6. The guarantors could not in any year be called upon to pay more that half of the expenses, viz:- £14.
A leaflet is enclosed showing how the guarantors may, if so desired, be given by the Local Authority.
If you think a guarantee will be forthcoming, the Postmaster General will be glad to cause a draft agreement to be sent to you.

After a lengthy discussion, and a careful consideration of the terms submitted by the Postmaster General in the foregoing letter as to the guarantee required before the question of establishing a Telegraph Office at Crown Town can be sanctioned, it was resolved that the matter be adjourned until the next meeting of the Council, and that in the meantime an appeal be made to the leading inhabitants within the vicinity of Crown Town, with the object of ascertaining as to what amount can be obtained from individual guarantors towards the estimated deficiency of £14 per annum, and that Mr E J Williams be and is hereby authorised to canvass the said district for that purpose and report thereon at the next meeting.
Prospidnick Wall Letter Box
The clerk reported that no reply had yet been received from the Post Office Authorities in answer to the Council's application for the said wall letter box.

Crown Town Telegraph Office
Mr Edward J Williams reported that in accordance with resolution passed at the last meeting he had called on Messrs J C & W N Bickford-Smith of Trevarno, and Mr James McCreath of the West Cornwall Creameries, Lelant & Chynhale, to ascertain if they would become joint guarantors with the Parish Council to meet the requirements of the Postmaster General as stated in his letter dated 17th March last, (see folio 156-7 in this Minute Book) with the following result:
Messrs Bickford-Smith will be prepared to undertake to pay two pounds each per annum, and Mr McCreath will undertake to pay three pounds per annum or any lesser sum as may be required proportionately, such sum being a moiety of the deficiency of the working expenses.
It was resolved that it is the opinion of this Council that it will be for the benefit of the inhabitants in the district if a telegraph office should be established at Crown Town in this parish, the Council will therefore consent to become guarantors for one half of the deficiency in accordance with the conditions contained in the Postmaster Generals communication of the 17th ultimo. It was also resolved that the clerk be directed to forward a copy of this resolution to the Postmaster General, and to ask him to cause a draft agreement to be sent to this Council, and further to ask if the persons who have consented to become joint guarantors can be included in the agreement, and that Messrs J P Richards and Edward J Williams, together with the chairman and the clerk be appointed a Committee to carry out any details that may be necessary in the matter previous to the next meeting of the Council.

A meeting of Sithney Parish Council was held at the National School, Sithney on Monday, 19th June 1905.

The minutes of the meeting held on the 10th April last were read and confirmed and signed by the chairman.
A draft agreement in respect of the telegraph to Crown Town, as between this Council and the Postmaster General was laid before this meeting and after carefully considering same it was unanaimously resolved that the same be approved.
It was unanimously resolved that the clerk be directed to return the said draft agreement to the Postmaster General with a request that an engrossment in duplicate be prepared and sent to this Council for execution.
In the Postmaster General's letter of the 4th ultimo, it was stated that an arrangement under which the guarantee would be given by the Parish Council in conjunction with other persons is not considered desirable, and that I am to suggest that if the Council desire to share the liability with others, the object should be obtained by means of a supplemental deed, of which the Postmaster General need have no cognisance?
The following persons having offered to become joint guarantors with the Council for a moiety of the Council's liability in the working expenses of the proposed telegraph office at Crown Town, in the following proportions:

Mr John Clifford Bickford-Smith of Trevarno - two-sevenths
Mr William Noel Bickford-Smith of Trevarno - two-sevenths
It was unanimously resolved that the foregoing offer be, and is hereby accepted and that an agreement be entered into between the above named persons on the one part, and this Council on the other part by a supplemental deed, to be prepared by Messrs Daniell & Thomas, Solicitors, Camborne, in accordance with the terms heretofore mentioned.

Telegraph to Crown Town
The clerk reported that in accordance with the resolution passed at the last meeting he had returned the draft agreement referred therein to the Postmaster General with the request that an engrossment in duplicate be prepared and sent to this Council for execution.
The said engrossment in duplicate has been received from the Postmaster General and was now laid before the Council ready for execution.
It was unanimously resolved that the said agreement (or deed) be executed at this meeting and that the chairman and two members who are present be authorised to sign the same, to be witnessed by the clerk. This was done accordingly, and the clerk was requested to return the Deed to the Postmaster General.
Rates
The Collector read the list of Defaulters of the Poor and Special Sanitary Rates and the recommendation of the Council was given as to who should be excused from payment of same.

A meeting of the Sithney Parish Council was held at the National School, Sithney on Monday, 4th December, 1905.

The minutes of the meeting held on the 28th August last were read and confirmed and signed by the chairman.
In accordance with notice, the chairman moved that the County Council be asked to grant a Polling Station at Trannack Council School for the northern part of Sithney Parish. The boundary of which to commence at Nancegollan, thence extending along the G. W. Railway to Truthall Bridge Hall. Thence by the parish road to Fonts Meadow and then continuing along the stream to the point at which it flows into the Cober river. All that portion of the parish situated north-east of the aforesaid boundary line to be the new Polling District, and that a map of the parish with the boundary line marked in red be sent with the petition. Seconded by mr William Rowling and carried.
It was unanimously resolved that the Treasurer of this Council, Mr E J Kendall be requested to provide a new Bond. The former Bond having become extinct through the closing of the Banking Firm of Bolitho Williams, the said firm having amalgamated with Barkley.....
It was proposed by Mr J P Richards, seconded by Mr William Rowling and carried unanimously that the clerk be directed to write the Helston Rural District Council, calling their attention to the unsatisfactory state of the highway leading from Chynhale to Coverack Bridges, and to ask that steps be taken at an early date to put the said highway in a proper state of repair.
Complaints were made of the bad state of the footpath leading from Higher Prospidnick Homestead to Nancegollan Station, also of the stile at Tregathenan, also of the stile at the Venack, Truthall.
It was unanimously resolved that Messrs William J Blee, John P Richards, William Rowling & Edward J Williams be appointed a Committee to inspect the aforementioned places and to report thereon at the next Council meeting.
It was unanimously resolved that a cheque be drawn in favour of the clerk for ten shillings, being the amount advanced by him for District Audit Stamp.

A meeting was held of the Sithney Parish Council at the National School, Sithney on Monday, 26th day of February, 1906.
Present:

In the absence of the Chairman and Vice-chairman, it was unanimously resolved that Mr Robert Sedgman be appointed Chairman of this meeting.

The minutes of the meeting held on the 4th December last were read and confirmed.
The clerk reported that he had forwarded a copy of the resolution passed at the last meeting asking the County Council to grant an additional polling district for this parish. A plan of the proposed district was also sent.
A communication from the clerk (Mr Cowland) was read, stating that the County Council will grant an additional polling station at the Trannack School, and asking this Council to suggest a name for the new district.
It was unanimously resolved that the name of the new polling district be 'Trannack' and that the clerk be requested to forward a copy of this resolution to the clerk of the County Council.
In compliance with a resolution passed at the last meeting, the treasurer of this Council, E J Kendall Esq, conjointly with Messrs Barkley & Co Bankers, had executed a new bond for the sum of three hundred pounds, the same being laid before this meeting and approved.
The Footpath Committee, appointed at the last meeting, reported that they had inspected the several places complained of at the said meeting. They were unanimous in their opinion that nothing should be done for the present.
It was unanimously resolved that the annual parish meeting be held on Monday, 26th March next, commencing at 7pm, and that a parish meeting be held on the same evening, commencing at 6:30pm.
A letter was read from Mr James, Postmaster at Helston, informing the Council that the Telegraph Office at Crown Town would be opened for messages on Wednesday, 7th February instant.

It was resolved that a Parish Meeting be held on Monday, 16th July next, to consider the question of providing additional Burial accommodation for the Ecclesiastical Parish of Sithney.

Mr W J Blee reported that the Committee had inspected the Prospidnick footpath leading to Penprase, the stiles were dangerous to walk over. The Committee were unanimous in their opinion that they should be put in repair.
It was unanimously resolved that the Committee be authorised to put the said stiles and footpath in proper repair.
The list of defaulters of the Poor, Special Sanitary & Porthleven Burial Board Rates were read and the recommendation of the Council given as to who should be excused from payment of same.

The minutes of the meeting held on the 12th day of September were read and confirmed and signed by the Chairman.
A letter was read from the Clerk to the Helston Education Committee of the Helston District stating that there were two vacancies in the body of Local School Managers of the School Committee, owing to the removal of the Rev E A Coombe from Porthleven, and Mr J P Richards not having attended a meeting since July 1904, and asking the Council to elect two members to fill the casual vacancies above mentioned.
It was resolved that Mr Robert Sedgman & Mr J H R Trembath be appointed Managers of the Council Schools to fill the casual vacancies.
A letter from the Local Government Board to the Helston Rural District Council, dated 30th November 1906 was read, the same referring to the lighting of roads contiguous at quays at Porthleven, the same being sent to this Council for their consideration
It was unanimously resolved that the question arising out of the said letter be deferred for the consideration of the Ratepayers at the Parish Meeting to be held in March next.

Crown Town Telegraph Office
A letter was read from the General Post Office stating that the sum of £2 16s 11d was due from this Council to the Postmaster General, this sum being the proportion of the deficiency of the working of the Crown Town Telegraph Office guarantored by this Council by agreement.
It was unanimously resolved that a cheque be drawn, payable to the Postmaster General, for the sum of £2 16s 11d in payment of the proportion of the deficiency of the working of the Crown Town Telegraph Office in accordance with an agreement dated 28th August 1905.
It was unanimously resolved that the Clerk to the Council be and is hereby authorised to collect the above mentioned sum of £2 16s 11d from the guarantors of the said deficiency:

The Bridge at Boscadjack
Mr Jabez Prisk reported that the footbridge above Boscadjack, leading from Sithney to Wendron across the River Cober is in a bad state of repair and dangerous for foot passengers.
It was unanimously resolved that the following Councillors be appointed a Committee to inspect the said footbridge and report thereon at the next meeting:

Penprase & Prospidnick Stiles
The Clerk reported that he had brought before the notice of the Officials of the G W R........ dilapidated state of the above stiles the said Officials....... the said Company's liability.
It was unanimously resolved that the Committee be authorised to proceed with carrying out the necessary repairs forthwith.
Vacancy in Membership
Mr Solomon Rowe of Porthleven, one of the newly elected members of the Council, having failed to sign a Declaration of acceptance of Office, it was unanimously resolved that the seat be declared vacant.
It was unanimously resolved that this Council take the necessary steps to elect a new member to fill the said vacancy, and that the Clerk be directed to give the necessary notice for the next meeting.

Mellangoose Footpath
The Committee reported that Mellangoose Footpath was now in a satisfactory state of repair, and that the cost of carrying out the said work was thirteen shillings.
It was unanimously resolved that the Clerk be authorised to pay Thomas Date, the labourer, the sum of thirteen shillings for carrying out the above work, and charge same to the Petty Cash Account.

In accordance with resolution passed at the last meeting, the election of a new Councillor was now proceeded with to fill the casual vacancy.

Footbridge at Newham
A letter was read from the Helston Borough Surveyor (Mr W J Winn), stating that the footbridge between Newham and Helston required immediate repairs, and asking this Council to join the Helston Town Council in doing what may be necessary in making the said bridge safe for foot passenger traffic.
It was unanimously resolved that this Council do join the Helston Town Council in their request, and that the Mellangoose Footpath Committee be authorised to meet the said Town Council's Surveyor and to do whatever may appear to be necessary in putting the said footbridge in a proper and substantial state for passenger traffic, and that this Council will, and do hereby undertake to pay one half of the cost of carrying out the work.
Sithney Green Footpath
Complaints were made of the stiles leading from Sithney Green to Sithney Trough being blocked with pieces of wood, and making them inconvenient for crossing.
It was resolved that the Mellangoose Footpath Committee be directed to inspect the said stiles and to do whatever may be necessary by way of improving same.

Mr Henry Rowe moved that inasmuch as Mr John Carlyon had not attended any meeting of this Council since May last, his seat be declared vacant, seconded by Mr William Rowling.
Mr Samuel Adams moved that the question of declaring Mr Carlyon's seat vacant be deferred until the next meeting, this was seconded by Mr Richard Tyack.

Prospect Hill, Porthleven
Mr John H Cowls reported that the steps on Prospect Hill were in an unsatisfactory and dangerous state and unfit for passenger traffic in wet weather.
It was also reported that the road in front of Chapel Row, leading from the main road to The Gue, in Torleven, was in a bad state of repair.
It was resolved that Messrs John H Cowls, William Caddy, & James Geach be appointed a Committee to inspect the steps at Prospect Hill, and the road in front of Chapel Row and report thereon at the next meeting.
Pennymichell Hill
It was unanimously resolved that the Clerk to the Council be directed to write the Helston Rural District Council recommending an improvement at an inconvenient and dangerous point............ [Water Damaged]
Crown Town Telegraph Office
A letter was read from the General Post Office stating the sum of £4 4s 10d was due to the Postmaster General from this Council, this sum being the proportion of the deficiency of the working of Crown Town Telegraph Office, guarantored by this Council as per agreement.
It was unanimously resolved that a cheque be drawn, payable to the Postmaster General for the sum of £4 4s 10d in payment of the deficiency of the cost of Crown Town telegraph Office as heretofore stated.
It was unanimously resolved that the Clerk be, and is hereby authorised to collect the said sum of £4 4s 10d from the guarantors of the said deficiency:

Mr Isaac Brown's form of application for allotment was read which stated that he desired a field, 4 acres in extent. A second letter from Mr Brown was also read asking for a field situated at Green Lane, belonging to Praze Farm and at present in the occupation of Mr W A Hammill. It was resolved to write to the Clerk to the County Council for further information.
It was decided that the Clerk be requested to advertise by posters for a second Assistant Overseer, whose duties will be to collect the Poor Rate, and that applicants must be residents of this parish, that they must be prepared to give a bond from an approved Guarantee Society for a sum not less than £300 and that salary for collecting the Poor Rate be £20 a year.
It was resolved that the Clerk shall write to the vicar, the Rev W C Tuting, terminating the Council's business with him in regard to cleaning and lighting the school room for Parish Council meetings.

A letter was read from the Chairman of the Trustees of Sithney National School on the question of the use and lighting and cleaning of the above named school for Council meetings.
The Clerk was requested to write the Chairman of Trustees stating that a Committee was formed to meet the Trustees to endeavour to come to some understanding respecting the use of the school. If the Trustees would consent to meet the Council (The Chairman, Messrs Blee & Rowling be the Committee).
Mr Jabez Prisk tendered his resignation as a member of this Council.
It was reported that the Overseers had requested the Collector of Poor Rates, Mr J V Geach, to collect the Special Sanitary Rate and they recommend that he be allowed the sum of nine pounds for collection of same.
It was proposed by Mr W Rowling and seconded by Mr J Geach that the recommendation be confirmed. Carried.

The Committee appointed to meet the Trustees of Sithney National School reported that they had met with the Trustees, but that nothing definite had been agreed upon.
It was proposed by Mr Henry Rowe, seconded by Mr Geach that we rescind the resolution passed by the Council on the 19th May, 1908 referring to the lighting and cleaning of the school for Council meetings.

The Collector had the list of defaulters of Poor and Special Sanitary Rates and the recommendation of the Council was given as to who should be excused from payment of same and the Council expressed their surprise at the amount of rates still outstanding.

Division of Office Salary for the present half-year
It was proposed by Mr W H Jenkin, seconded by Mr S Adams, that Mr J Q James be paid one month salary as Assistant Overseer & Clerk to the Parish Council.
That Mr T Tyack be paid one month salary as Collector of Poor Rate and five months salary as Assistant Overseer & Clerk to the Parish Council.
That Mr J V Geach be paid five moths salary as Collector of Poor Rates. Carried.
Election of Manager for group pf provided schools in place of Mr J H Cowls, resigned
Mr William John Woolcock was proposed by Mr W Caddy and seconded by Mr S Adams.
No other person being nominated, the Chairman declared Mr W J Woolcock the duly elected Manager of the group of provided schools in this parish.
Dodgeon Footpath
It was resolved that the Clerk should go to the Landlord calling his attention to the footpath leading through Dodgeon Farm, which has been diverted by buildings being put across it & also to the dangerous state of the well close to the path now used.
The Clerk was also requested to write to the Clerk of the Sanitary Authority, calling his attention to the buildings & well.
The attention of the Council was called to a footpath leading from Boscadjack to Bodilly Mill, also to the footpath leading from Tregoose to Tregadjack.
The Dodgeon Footpath Committee, namely Messrs Adams, Blee, Rowling, Williams & Jenkin were requested to inspect the Dodgeon, Boscadjack & Tregoose footpath and report at the next meeting of the Council.
St Elvan Footpath
Messrs H Rowe, Caddy & Woolcock were appointed as a Committee to inspect the same and report at the next meeting of the Council.
It was resolved that the Clerk be requested to write the County Council concerning the Rights of Tithe Apportionment Maps.

Reports from Footpath Committee
Tregoose:- footpath requires laying.
Mr O Adams offered to put on horse and cart if the Council send a man. It was resolved that the work be done.
Tregadjack:- footpath and stiles want repairing and hedges trimming. Committee instructed to get the work done.
Dodgeon:- The farm is willing to make a path and put stiles at back of premises.
The Committee was instructed to see the work carried out and that there should be 4 steps put in the hedge so that it should be more safe for children and the whole to be completed in one month.
Boscadjack:- Stiles and steps require repairing and hedges trimming. It was resolved that the Council carry out the work at a cost not exceeding £2.
The Clerk was requested to write the Clerk of the District Council asking them to include the cleaning of the steps at Porthleven leading from Mount Pleasant to Peverell Terrace in their next scavenger contract.
Also calling their attention to a road at the back of Gravesend which is in a bad state.
It was resolved that a Committee be appointed to wait on the Chairman of the Trustees of Sithney National School, to see the books and documents relating to the above National School and also the books and documents relating to other charities.
The following were appointed as a Committee:

It was resolved to write the Vicar calling his attention to an obstruction allowed to remain on the footpath in his field, leading from Sithney Trough to Sithney Green.

Referring to our interview with you today with reference to the proposed meeting tonight, we are instructed to inform you that without admitting in any way your right to use any part of the building for such meeting not having complied with the requirements of the Local Government Act 189? I am prepared to allow you to meet........ distinct understanding .......... preliminary meeting whatever is ........ the room where the social gathering is to be held and that you proceed at once to the classroom.
Failing your agreeing to these terms you cannot be admitted this evening into any part of the building.

After which the Chairman moved the following resolution:
Under the circumstances, not desiring to cause inconvenience, the Council would not persist in their right to hold a meeting in the schoolroom, but would adjourn to the small classroom, it being understood that they did so without prejudice to their rights.
This resolution was seconded by Mr T Rowe and carried unanimously.
Then the Council adjourned to the infant classroom, the minutes of the last meeting were read and signed by the Chairman.
The correspondence which passed between the Vicar and the Clerk relative to the Council holding their meeting on the 12th November was read.
A letter was read from the Helston Town Council calling the attention of this Council to the accumulation of silt on the Sithney side of the River Cober. The Clerk was requested to refer the matter to the owner of the land adjoining the river.

The Rate Collector then read the Excused List, also the list of defaulters, this being a long list, the Council recommended the Overseers to issue a notice that legal proceedings would be taken after the 31st next.
A letter was read from the Coroner for West Cornwall suggesting the placing of a life buoy on the beach at Porthleven. No action was taken on the matter.
Mr S Adams presented ....... for the placing of a bridge at Boscadjack between Sithney and Wendron. The Council agreed to offer to co-operate with the Wendron Parish Council, accepting the lowest tender and the Clerk to notify the same to Wendron Parish Council.
Casual Vacancy
Dr Henry W Spaight being unable to be present at the first meeting of the Council after his election to the office of Parish Councillor and no permission being given for him to sign the declaration at the next meeting of the Council, his election became void.
The Chairman moved his re-election, which was seconded by Mr W J Blee. Carried.
It was resolved that the Assistant Overseers be insured to cover medical attendance.
The question of providing office for the Assistant Overseers was deferred to the next meeting of the Council.

The minutes of the meeting held on April 20th, 1909 were read, confirmed and signed by the Chairman.
Boscadjack Footbridge
Mr Adams agreed to send to the Clerk a copy of the specifications given to Messrs Harris, Vincent and Williams for repairing the bridge.
The Council resolved to accept Mr Harris' tender of £2, the specification to be signed before commencing the work.
Vote of Condolence
The Chairman then moved a Vote of Condolence to the Clerk and his family in their sad bereavement, Mr W J Blee seconded and the Council passed the vote standing.
Trustees bill for lighting and cleaning Schoolroom
No bill of particulars being presented, Mr W J Woolcock proposed and Mr Samuel Adams seconded that the Council pay 14/6 as in the previous year. Mr W J Blee moved as an amendment and Mr W H Jenkin seconded that the Council pay only the out of pocket expenses which are understood to be 1/- per meeting.

For the Resolution:
Messrs Samuel Adams and W J Woolcock (2 votes)
The Chairman declared the Amendment carried.
Precept
It was resolved to issue a precept on the Overseers for £10.
Assistant Overseers Salary
It was resolved that the Council shall increase the salary of the Assistant Overseer for ....of office, for holding Overseers meetings, and keeping iron-safe, chest and cupboard, the property of the Parish Council.
Rate Collectors Salary
The recommendation of the Overseers that the collector be allowed £7 per year for collecting Special Sanitary Rate and £5 per year for collecting the Burial Rate was adopted.
Correspondence
A letter was read from the Clerk of the County Council stating that his Council was prepared to make an order transferring the Tithe Map to the Parish Council providing it is deposited in a fire-proof safe. It was resolved that the Council give the undertaking and that the Clerk notify the same to the County Council.
Bathing Machines
A letter was read from the Great Western Railway recommending the fixing of bathing machines on the beach at Porthleven. It was decided to let the letter lay on the table.
Prospidnick Stile
It was resolved to repair a stile at Prospidnick, the cost not to exceed 5/-
Dangerous Road at Tregathenan
The Clerk was requested to write to the Clerk of the District Council asking him to call attention of his Council to the state of a road at Tregathenan which is dangerous, owing to the very deep ditch on other side.

Letter Re. Unnecessary Expenditure
A letter was read from the Rev W C Tuting, signed by 8 Ratepayers, requesting that a Ratepayers meeting be held within 14 days to consider the unnecessary expenditure of the Parish Council. The letter was allowed to lay on the table.
Committee formed to purchase safe
It was then resolved that a Committee be formed to carry out the purchasing of a safe, at the conclusion of the Parish Council meeting, the Committee met and decided to order the safe forthwith from Messrs Whillingham Bros, Birmingham, theirs being the lowest tender.
Defaulters of Rates to be dealt with in September
The question of dealing with Defaulters of Rates was then discussed and it was considered desirable that steps be taken to recover arrears, there being a great difficulty in getting the necessary amount paid in time to meet the precepts.
The excused list was then considered.

Boscadjack Footbridge
The Footpath Committee reported that the repairing of the Boscadjack Footbridge had been satisfactorily carried out and to ..... that the bill be paid.
Path leading from Prospidnick to Nancegollan
Mr Blee proposed that the Footpath Committee should inspect the footpath leading from Prospidnick to Nancegollan and report at the next meeting. This was seconded by Mr W Rowling and carried, also that the Committee had inspected the footpath at the reservoir, Tregathenan.
St Elvan Footpath
It was also resolved that Messrs Caddy, Geach and Woolcock should inspect the footpath at St Elvan and report at the next meeting .
It was resolved that the following bills be paid:

Prospidnick Footpath
The Footpath Committee reported having inspected the footpath leading from Nancegollan to Prospidnick and recommended the repairing of the footpath and 4 stiles.
Mr R F Oliver desired to know if the Parish Council would object to his making a slight alteration in the path leading from Hayle Road to Crown Town.
It was resolved that the Footpath Committee with Mr Geach meet and see the said path, and also go over the footpath leading from Nancegollan to Prospidnick and from thence into the reservoir and let the whole of the work necessary be done by contract and see it carried out.
St Elvan Footpath
No report presented.
Complaint was laid before the Council that Mr James Pryor had been ploughing up a footpath crossing his field at Roseawen. Messrs R J Courtis and W Rowling were asked to call on him the next day and ask him not to do so it being understood it was a ? path.
Councillor
Mr W J Blee proposed and Mr E Williams seconded Mr Montagu Andrewartha as Councillor. No other name being submitted, the Chairman declared Mr Montagu Andrewartha elected.

Prospidnick Footpath
The Footpath Committee reported that the work in connection with the Prospidnick Footpath was not yet carried out and the Committee agreed to see it through.
St Elvan Footpath
It was resolved to allow the St Elvan Footpath stand over for the time.
Precept
Mr Geach moved and Mr William Rowling seconded that a precept for £6 be issued on the Overseers for the half-year ending March 31st 1910.
It was agreed to have the parish meeting for the election of Parish Councillors and the Annual Assembly on the same date, 14th March at 7pm.
The excused list was read and passed as presented.
Mr Montagu Andrewartha signed a Declaration of acceptance of office.

A meeting of the Sithney Parish Council was held in the National School, Sithney, on Tuesday, 29th March, 1910.
Present:

Messrs W J Blee, T Bosanko, R J Courtis, J Geach, W H Jenkin, E Williams, W Rowling.
The minutes of the meeting held on February 16th were read and signed by the Chairman.
The Footpath Committee reported that they had been unable to get the work done in connection with the Prospidnick footpath and recommended that it be allowed to stand over for the next Council to deal with and the report was adopted.
A letter from the Trustees of the National School, Sithney was read asking if the Council proposed to pay 1/6 per meeting as sanctioned by the Board of Education.
It was proposed, seconded and carried unanimously that the Council do not propose to pay 1/6 per meeting.
In accordance with a resolution passed on the 22nd June 1909, it was resolved that the increase in the Assistant Overseers salary shall be £2 per year, commencing from Lady Day 1910.
It was resolved that a cheque be drawn for the following:
Postmaster General for deficiency on Crown Town Telegraph Office - £4 14s 8d
T Tyack for Petty Cash as follows:
Stationary, Printing - £2 6d
Postage - £1
