Most Wanted Kelly (Kelley)(O'Kelly)

Hi,
The 1850 Census for Bangor, Rutland Co., VT lists the following:
William W. Kelley           age 34  Occupation : Marble Dealer
Ann M.                          age 39
Emily A.                        age 5
William C.                     age 3
Florence                        age 2
Phila Waterman             age 23

In another household:
Joshua Kelley                age 49   Occupation Carpenter

Does anyone have connection to these Kelleys?  Could William W. be the son of
William and Emily Kelley?  Is Phila Waterman a sister of  William's wife Ann?
Does anyone have any answers to these questions?
Thanks in advance for any help.
