Evidence on her marriages is contradictory. Jeanne Waters Strong (1980) has Phebe surviving Thomas West any marrying John Stephens. However, H. F. Waters (1897) has Thomas West surviving and marrying Marry Tennye 1674.

Admitted to the Ironmongers' Guild 26 apr 1626, his residence at that time listed as East Smithfield. In the Ironmongers' Cash Book, payments are noted for 1625-1636, with his name crossed off the roster in that year. From 1637 to 1651, he is listed as owing money, perhaps from a loan by the guild. At that time, he was in Salem, MA, where he joined the First Church in 1637, and his wife in 1641. His wife survived until at least 1687, when she deeded
her half interest in a house, land, brew house, and well to her son Ezekiel, thus giving him a 100% stake in the property.
In the course of proceedings on the estate of William Plasse, Richard Waters states he is the son-in-law of Plasse. This suggested to some that his wife Joyce or Rejoice must have been the daughter of Plasse, and from this has sprung the general belief noted by Strong and others that Richard married Rejoice Plasse in England. However, it is commonplace in records of the 17th Century for a step-son to be called son-in-law. The term even applies to the husband of a step-daughter. There seems to be no other evidence for the attribution of Joyce to the Plasse family, and this notion is here rejected. It would be interesting to review records of St. Botolph Aldgate to see if a Joyce of the right age can be located in another family. It would not be surprising if she were the daughter of another member of the Ironmongers' Guild.
There are also many uncertainties about the children of Richard Waters. At least one has been advanced who is not mentioned in his will (Sara), and the baptisms of others have not been located. Nevertheless, it is very likely that 4 or 5 children were born before the family left England. In 1637, the records of Salem, MA grant to Mr. Waters 3/4 acre to support his family of 5. Among these must be William, the eldest known child.

In Orange Co., NY, there is a will of a Daniel Watkins (1802) naming various children and grandchildren, our Daniel not among them, but witnessed by one James Whitesitt. It is tempting to believe that Daniel B. Watkins is a nephew of the testator. It is likely that examination of later Orange County wills would resolve this. Brothers were Samuel, James, and half-brother Hezekiah. 5 sisters and their married names: Eliz. Eager, Submit Bull, Experience Jackson, Anna Bull, and Eunice Crawford.
