In her father's will, 1583, Phebe's education for the next six years is entrusted to her sister Dorothy, who was provided with 40 shillings per year for this purpose. Both sisters were to receive 30 pounds to be paid on their wedding days. Phebe is assumed to have arrived at Salem, MA with her second husband William Plasse and her son Richard Waters. In 1637, William Plasse and his wife were granted the house in Salem formerly occupied by Mr. Conant. When Plasse died in 1646, his widow was not mentioned.
