7TH PROVISIONAL ENROLLED MISSOURI MILITIA


The Provisional Enrolled Missouri Militia ("PEMM") was a full-time state militia created in the spring of 1863 to replace the part-time Enrolled Missouri Militia ("EMM"), which was organized in the summer of 1862 to help Federal units control Confederate guerrillas.  For more information on the history and significance of the EMM, see the introduction to my Roster, Company I 1862-63, 76th EMM.

In the fall of 1863, Union commanders decided that the 7th PEMM Regiment was understrength and added a battalion.  Company K was one of the new companies, formally activated September 19, 1863 at Mt. Vernon under the command of Captain James M. Ritchey.  Twenty-nine of its 98 men had previously served in Captain Ritchey's Company I, 76th EMM and 8 had served in other EMM companies.  Half of the officers and noncommissioned officers were from Company I. Thirty-five of Company K's 98 men had previously served in Company C, 7th PEMM, including 23 of the EMM holdovers. For 49 men, Company K was their first Union Civil War service.  One interesting question is how these men had avoided the earlier, mandatory EMM enrollments.  At least four men in the company had previously served in the Confederate army.

Although PEMM units were paid by the state, they received equipment and subsistence from Federal forces and eventually came under Federal command.  While some of the men in the units may have been volunteers, others were "detailed" from the EMM units and served under compulsion.  The fact that part-time service by all in the EMM had given way to full-time service by a few in the PEMM made service in these units highly unpopular with some Missourians.  In March, 1863, the Missouri Legislature passed a law allowing a man to buy his way out of service for an annual fee of $30, plus 1% of the assessed valuation of his property.  Apparently, quite a few men took advantage of this provision, since Union commanders frequently complained that it compromised the usefulness of the units.

Throughout the war, Missouri's state government suffered financially and had trouble paying its troops.  By mid-1864, members of the 7th PEMM had not been paid since October 31, 1863.  Some of the officers may have gone even longer without pay.  On June 10, 1864, the War Department authorized the conversion of the 7th PEMM into a regular volunteer unit in Federal service eventually designated the 15th Missouri Cavalry.  Soldiers moving from the 7th PEMM to the 15th MO Cavalry were given retroactive enlistment dates of November 1, 1863, which made the Federal government responsible for their PEMM back pay and gave them credit on their 20-month enlistments for some of the time already served.  Of the 98 men in Captain Ritchey's Company K, 7th PEMM, 52 enlisted in Captain Ritchey's Company K, 15th MO Cavalry.  For more information, see my Roster, Company K, 15th MO Cavalry.  The fact that 46 men in the unit chose to forego immediate payment of nine months of back pay probably shows just how unpopular service in these units was.

The 7th PEMM was relieved from duty July 28, 1864.  The 15th MO Cavalry apparently took up its duties immediately and was formally mustered into service August 27, 1864.  For some reason, however, the new regiment was not designated the 15th MO Cavalry until November 28, 1864, and continued to be referred to as the 7th PEMM in official reports during the interim.  For August through November, 1864, the roster for Company K, 15th MO Cavalry is the correct roster for the company still being called Company K, 7th PEMM.  For more detail on this confusing situation, see the Research Notes following the roster.

In the official history of the 7th PEMM and 15th MO Cavalry, the regiment's activities are described generally as providing garrisons at various points, scouting the surrounding country, clearing the country of bushwhackers and protecting loyal citizens.  Company K frequently provided the garrison at Newtonia, but several reports in the OR provide more detailed accounts of its activities.  For the full text of the reports, click on the date:

Lt. Robert H. Christian of Company K was one of the most notorious figures of the Civil War in Southwest Missouri.  Although only in his mid-30s, he had gray hair and was referred by Southerners to as "Old Bob" or "Old Gizzly."  At various times, he was accused of many attrocities:  torturing Southern women to obtain information, including pulling out their fingernails and cutting off their ears; beheading his victims; and blowing off the tops of their heads and leaving their brains in their hats beside the bodies.  On October 28, 1864, Christian himself was killed at the 2nd Battle of Newtonia and was reportedly scapled, with his scalp widely displayed around the area by his killer.  For details, see these biographical notes.

Christian was apparently the only member of Company K to be killed in action, but William Barnes, John Lee, David Manning and Ed Withers all died of disease.

RESEARCH NOTES

The above roster is based primarily on the Missouri Secretary of State's Soldiers Database.  This database includes images of "service cards" summarizing each soldier's service in a particular unit.  The information on these cards was abstracted many years ago from the original Civil War muster rolls.  Some of the cards are more complete than others.  If a soldier served in three different units (e.g., 76th EMM, 7th PEMM, 15th MO Cavalry), then he should have three different cards.  Often, too, his name will be spelled three different ways.  My roster combines information from all of the cards for each solider, but does not include every detail on the cards for every solider.  If you are researching a particular soldier, be sure to look at the cards themselves.

Supplemental online sources for the roster included the Annual Report of the Adjutant General of Missouri, December 31, 1863, pages 514-515, and the National Park Service Civil War Soldiers and Sailors System.  The Annual Report provided additional information on some of the officers, and the NPS System provided a crosscheck for who served in the 15th MO Cavalry.

For the organizational history of the 7th PEMM and 15th MO Cavalry, I relied on the Annual Report of the Adjutant General of Missouri for 1864 and the Annual Report of the Adjutant General of Missouri for the year ending December 31, 1865.  Civil War researcher Scott Carson tracked down the original materials and was kind enough to supply me with copies.

In creating the roster, I was researching the unit rather than the individuals.  The goal was to create a source showing how the EMM and PEMM units evolved, the number of men moving from each unit to its successor, the number of casualties and so forth.  I spent only a couple of minutes on each entry and did not attempt to sort out every ambiguity involving soldiers of similar name.  Some of the men may have served in units besides those listed.  In rare cases, I may have lumped together the service of two men with identical names.  Do your own research on particular soliders!

Be aware that some of the enrollment and enlistment dates are formal, legal dates bearing little relationship to actual events.  As mentioned above, for example, soldiers who joined the 15th MO Cavalry from the 7th PEMM were given enlistment dates of November 1, 1863.  This date determined when their 20-month enlistments began and ended and who was responsible for paying them from that date (the Federal government rather than the state govenment), but had nothing to do with when the 15th MO Cavalry actually formed.  In fact, the 15th MO Cavalry was not formed until the summer of 1864 and was not designated the 15th MO Cavalry until the end of November, 1864.

While soliders in the 15th MO Cavalry and other Federal units were paid by the month, soldiers in the EMM and PEMM were paid only for days "in actual service."  Some EMM and PEMM service cards provide this information, some don't.  If the number of days served in a particular unit is on a soldier's service card, it is included in parentheses after his enrollment information.  A "?" means the space for this information on the card is blank.

Again, be aware that the days-in-service numbers are sometimes formal rather than real.  For example, some men in Company K, 7th PEMM were credited with up to 297 days of actual service, most of the days between the unit's formation on April 1, 1863, and it relief from service July 28, 1864 (314 days). Captain Ritchey and other men who moved from the 7th PEMM to the 15th MO Cavalry, however, were generally credited with no more than 42 days.  This was the number of days between the unit's creation and the retroactive enlistment of these men in the 15th MO Cavalry effective November 1, 1863.  In other words, 42 was the number of days the state had to pay for; it had nothing to do with the number of days actually served.

All of the individual service cards for Company K, 7th PEMM show that the company was relieved from duty not later than July 28, 1864.  As illustrated by the October 9, 1864 report quoted above, however, the 7th PEMM name continued in use.  This was a case of the same name being applied to different things.  On August 27, 1864, General Sanborn wrote that the newly mustered companies of the 15th MO Cavalry were still being called the 7th PEMM by the quartermasters and asked to have them officially redesignated (OR, Series I, Volume 41 (Part II), pages 892-893).  The order redesignating them, reproduced in the Annual Report of the Adjutant General of Missouri for 1864, was dated November 28, 1864.

In other words, "Company K, 7th PEMM" before July 28, 1864, and "Company K, 7th PEMM" from August through November, 1864, were two different companies.  They had 52 members in common, including many of the same officers and noncoms, but even more members not in common.  The roster for the second of these companies is the roster for Company K, 15th MO Cavalry.
