In the summer of 1862, Confederate guerrillas spread fear across Missouri.  Unable to control them with regular troops, Union commanders created the Enrolled Missouri Militia ("EMM").  Able-bodied Missouri men not already in the military were required to report to the nearest Union post and enroll for military service in the local area.  They were to be called into service only as needed and paid by the state only for the days actually served.  At least initially, they furnished their own arms and equipment.  EMM service was compulsory, not voluntary, and sent some Southern sympathizers fleeing into the brush.

Barry County's EMM unit was Company L of the 76th Regiment, organized at Cassville and commanded by elected officers under Captain William Ray.  Goodspeed's History of Barry County (1888) says the company had 92 men, but state records show 101.  Except for three who had served briefly in the Stone Prairie Home Guard (Union) in 1861 and three who had prior Confederate service, all of Company L's men had managed to avoid military service for nearly two years of war prior to creation of the EMM.  For about half of them, EMM service proved to be their only wartime service.  The other half later served in other Union companies.  Goodspeed's Account of Captain Ray's Company with a Biographical Note on Captain Ray.

The order creating the EMM was issued July 22, 1862, with the initial enrollment to be completed by August 10.  About this time, however, Confederates forced a partial Union withdrawal from Southwest Missouri.  The Union post at Cassville was abandoned August 1, 1862, and Confederates occupied the town until mid-October and used the occupation period to recruit their own Barry County companies, notably Company B of the 11th MO Infantry (CSA) under Captain Joseph Peevey and Company I of the 8th MO Infantry (CSA) under Captain James Montgomery.  Confederate recruiting efforts were probably aided by the recent announcement of the EMM, which meant that fence sitters had to get off the fence on one side or the other.  Also, Confederate enlistments were frequently no more voluntary than Union enrollments, which probably accounts for the Confederate deserters who later turned up in Union companies.

As a result of these events, the formation of Barry County's EMM was substantially delayed.  Goodspeed's says that Captain Ray's company was formed "in 1862," but the earliest enrollment date shown on state records is February 11, 1863.  Whenever the unit was actually formed, it was not formally recognized until the 1863 date and was first called into active service on March 1, 1863.  Although the number of days served by individual men varied, the unit itself served the entire month of March, 1863.  I have not found any specific account of its activities during this period, although the 1886 pension application of Samuel Riddle's widow says it spent part of the month in the area of Fayetteville, Arkansas.

In February, 1863, Union commanders decided that a smaller, full-time militia would be more effective than the EMM.  In the next few months, over 80 EMM regiments across Missouri turned over their duties to just 11 regiments of the Provisional Enrolled Missouri Militia ("PEMM").  Effective April 1, 1863, Captain Ray formed Company G of the 7th PEMM, a 115 man unit including 46 men from Company L.  Almost all of the the officers and non-commissioned officers in the PEMM unit were Company L holdovers.  Company G of the 7th PEMM was an important force in Barry, Newton and McDonald counties until mid-1864, when it was superseded by Captain Ray's Company G of the 15th Missouri Cavalry.  Seventeen men from the original Company L stayed with Ray through all three units.  For more information on these units see the introductions to their respective rosters:  Roster, Company G, 7th PEMM and Roster, Company G, 15th MO Cavalry.

The PEMM's creation did not terminate the existence of the EMM.  EMM units continued to exist on paper and, in some parts of Missouri, were occasionally activated and served side-by-side with PEMM units.  The two EMM companies from Newton County underwent second enrollments in April, 1864, and saw active service, but this seems not to have occurred with Barry County's Company L.  As far as I have been able to discover, it was active as a unit only in March, 1863, and saw no further service.

Six members of Company L eventually died in service.  Elijah Walters was killed by bushwhackers, and Elias Burks was killed by accident.  Elisha Fly, Samuel T. Riddle, John P. Smith and William Spears all died of disease.  Riddle died during his Company L service, the others during the 7th PEMM period.

RESEARCH NOTES

The above roster is based primarily on the Missouri Secretary of State's Soldiers Database.  This database includes images of "service cards" summarizing each soldier's service in a particular unit.  The information on these cards was abstracted many years ago from the original Civil War muster rolls.  Some of the cards are more complete than others.  If a soldier served in three different units (e.g., 76th EMM, 7th PEMM, 15th MO Cavalry), then he should have three different cards.  Often, too, his name will be spelled three different ways.  My roster combines information from all of the cards for each solider, but does not include every detail on the cards for every solider.  If you are researching a particular soldier, be sure to look at the cards themselves.

Supplemental online sources for the roster included the Annual Report of the Adjutant General of Missouri, December 31, 1863, pages 514-515, and the National Park Service Civil War Soldiers and Sailors System.  The Annual Report provided additional information on some of the officers, and the NPS System provided a crosscheck for who served in the 15th MO Cavalry.

In creating the roster, I was researching the unit rather than the individuals.  The goal was to create a source showing how the EMM and PEMM units evolved, the number of men moving from each unit to its successor, the number of casualties and so forth.  I spent only a couple of minutes on each entry and did not attempt to sort out every ambiguity involving soldiers of similar name.  Some of the men may have served in units besides those listed.  In rare cases, I may have lumped together the service of two men with identical names.  Do your own research on particular soliders!

Be aware that some of the enrollment and enlistment dates are formal, legal dates bearing little relationship to actual events.  For example, soldiers who joined the 15th MO Cavalry from the 7th PEMM were given enlistment dates of November 1, 1863.  This date determined when their 20-month enlistments began and ended and who was responsible for paying them from that date (the Federal government rather than the state govenment), but had nothing to do with when the 15th MO Cavalry actually formed.  In fact, the 15th MO Cavalry was not formed until the summer of 1864 and was not designated the 15th MO Cavalry until the end of November, 1864.

While soliders in the 15th MO Cavalry and other Federal units were paid by the month, soldiers in the EMM and PEMM were paid only for days "in actual service."  Some EMM and PEMM service cards provide this information, some don't.  If the number of days served in a particular unit is on a soldier's service card, it is included in parentheses after his enrollment information.  A "?" means the space for this information on the card is blank.

Again, be aware that the days-in-service numbers are sometimes formal rather than real.  For example, some men in Company G, 7th PEMM were credited with up to 485 days of actual service.  This was the number of days between the company's creation on April 1, 1863, and its relief from service on July 28, 1864.  Captain Ray and other men who moved from the 7th PEMM to the 15th MO Cavalry, however, were generally credited with no more than 214 days.  This was the number of days between the unit's creation and the retroactive enlistment of these men in the 15th MO Cavalry effective November 1, 1863.  In other words, 214 was the number of days the state had to pay for; it had nothing to do with the number of days actually served.
