Frances Whiting was the third of three daughters born to William Pitt Cleveland Whiting and Sarah Elizabeth Hall. According to her death certificate she was born 3 Dec 1859.  She married Frederick Pettes Moore in Rochester, New York on 26 Oct 1880 nwhen she was 21 years old.  (1) Together they had six children. Her daughter Elizabeth died tragically in a fire when she was nine years old.  She was buried 30 Aug 1901 in Union Dale Cemetery.  Her oldest son, Frederick Pettes Moore, Jr., was a captain in the infantry during WWI. Her son had married in Feb of 1918 and was killed only five months later. Frances' husband, Frederick P. Moore Sr.,  had come from a Quaker background and was a pacifist. Frances also did not want any of her children to go to war. However, her sons Frederick and Albert both enlisted. After Frederick was killed near Fossy France, Frances helped found and became the first president of The American Legion Auxiliary of Pennsylvania. There is a photo of her in The Gettysburg Times, May 28, 1928. (2) She was instrumental in getting the war memorial which was originally installed at Balfour Park but later moved to the park adjoining the Bellevue Public Library. (3) Frances Whiting Moore died of a cerebral hemorrhage 27 May 1938 and was buried in the family plot at Union Dale Cemetery, Bellevue, PA. (4)

CITATION:
The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pride in presenting the Distinguished Service Cross (Posthumously) to Captain (Infantry) Frederick P. Moore, Jr., United States Army, for extraordinary heroism in action while serving with 30th Infantry Regiment, 3d Division, A.E.F., near Crezancy, France, 15 July 1918. During an intense bombardment Captain Moore left shelter and exposed himself constantly in a wood swept by shell fire while encouraging and directing the movement of his company. He was killed by shell fire while on a personal reconnaissance.
