This is a copy of the Militia Enrollment for Jefferson Co., 5th and 6th Wards of Madison City for 1862. He is the only brother who appears to be healthy.  In the same enrollment listing, his brother Joseph had consumption and his brother Josiah was listed as an invalid. 
In a separate record Thomas Harbaugh of Madison enlisted 15 Aug 1861 in Co H 22nd and was mustered out on 24 Jul 1865.

Madison Daily Banner. "A set-to took place yesterday, in the streets of the city, between Thomas Harbaugh and Margaret McClarren in which the latter received a severe cut on the wrist from an axe. The parties were before the mayor, but dismissed for the want of evidence to show that the man had been the aggressor or had intentionally inflicted the wound."
