The National Asylum for disabled Civil War volunteers was established by Congress in 1865, and was renamed the National Home for Disabled Volunteer Soldiers in 1873. (It became known as the National Military Home, and colloquially as the Old Soldiers' Home.) It was originally funded by various fines and by pensions, but in 1875 Congress began appropriating money directly for it. Requirements for admission were that soldiers had been honorably discharged from military service and that they had contracted their disabilities during the war. Men admitted themselves to the home voluntarily and could request a discharge. The homes were run in a military fashion: men wore uniforms and were assigned to companies; bugles and cannons signaled daily schedules. The homes provided schools, churches, hospitals, and gardens thought to be therapeutic for the veterans. In 1930, President Hoover combined the National Home and the Veterans Bureau (created after World War I) into the Veterans Administration.
A record of veterans admitted to the homes as members is contained in “Historical Registers” that were maintained at the various branches. A home number was assigned to each individual upon admission. The member retained his original number even if he was discharged and was later readmitted to the branch. Each page of the register is divided into four sections as follows: military history, domestic history, home history, and general remarks. - The veteran’s military history gives the time and place of each enlistment, rank, company, regiment, time and place of discharge, reason for discharge, and nature of disabilities when admitted to the home. - The domestic history provides information about the veteran such as: birthplace, age, height, various physical features, religion, occupation, residence, marital status, and name and address of nearest relative. - The home history provides the rate of pension, date or dates of admission, conditions of readmission, date of discharge, cause of discharge, date and cause of death, and place of burial. Entered under general remarks is information about papers relating to the veteran, such as admission papers, Army discharge certificate, and pension certificate. Information was also entered concerning money and personal effects if the member died while in residence at the branch.
Eleven homes were opened before 1930 and other followed.

As no lists of pensioners are available, the information found come mainly from the censuses. So, some of the Belgian residents are lost if they stays at the Soldiers' Homes were between those years. Another source is the reports of General William W. Averell inspection of the States Soldiers' Homes in 1889, 1893 and 1896. In those reports, the number and/or name of the inmates are given.
For the 1889 report the names of
the soldiers are given: 2 for Illinois and 1 for Michigan
For the 1893 report, the nativity
of soldiers is listed and, from the Homes inspected, Belgians are numbered in
the following Homes: 3 in the New York Soldiers and Sailor's Home, 3 in
the Ohio Soldiers' Home, 3 in the Michigan Soldiers' Home, 1 in
the South Dakota Soldiers' Home and 1 in the Washington State
Soldiers' Home. Some names are given but only those admitted "during the
year ending June 30, 1893".
For 1896, it's almost the same
scheme, some reports giving the names of the people in their Home on June 30,
1896, others giving those admitted "during the year ending June 30, 1896".
