Here are the Ward boundaries for 1870 for the city of Milwaukee:

First Ward - Includes all that part of the city lying east of the Milwaukee River and north of Division Street.

Second Ward - Includes all that part of the city lying west of the Milwaukee River and between Cedar and Vliet Streets.

Third Ward - Includes all that part of the city lying east of the Milwaukee River and south of Wisconsin Street.

Fourth Ward - Includes all that part of the city lying west of the Milwaukee River and between Cedar Street and the southern boundary line of Sections 29 and 30.

Fifth Ward - Includes all that part of the city lying south of the Fourth Ward and between the Milwaukee River and First Avenue.

Sixth Ward - Includes all that part of the city lying north of Vliet Street and between the Milwaukee River and Seventh Street.

Seventh Ward - Includes all that part of the city lying east of the Milwaukee River and between Wisconsin and Division streets.

Eighth Ward - Includes all that part of the city lying south of the Fourth Ward and west of Monroe Street.

Ninth Ward - Includes all that part of the city lying west of Seventh and north of Vliet Street.

Notes on street names that have been changed:

Cedar Street - now Kilbourn Avenue

Division Street - now Juneau Avenue

Monroe Street - is not defined in the directory; however,

Wisconsin Street - now Wisconsin Avenue

I do not know where the boundary line of Sections 29 and 30 lay.
