Only Delegates Present at East
Texas Meeting to Take Part
in Balloting.

Longview, Texas, April 16 -- No proxy votes will be permitted at the fifth annual East Texas Chamber of Commerce convention in Marlin next
week when delegates ballot on the 1931 convention city, according to instructions mailed today by Hubert Harrison, general manager of the organization, to all county councillors and chamber of commerce secretaries.  Mr. Harrison has ruled that "alternates may be substituted
at any time, but it will not be possible for absent delegates to be voted
by proxy."

"If a county is entitled to twelve delegates and has only five present in the convention hall," the instructions read, "this county could cast only five votes.  This ruling has been thought advisable in order to insure a large attendance of our delegates.  Some important questions are to come up for decision this year, and we believe that this arrangment is fair and representative."
