Railroad Commissioners Meet.

       Washington, D.C., Oct. 8--The annual convention of the National Association of Railroad Commissioners began today at the rooms of the Interstate Commerce Commission in this city and will continue for several days.  The convention is composed of the members of the Interstate Commerce Commission, the railroad commissioners of the various states and other officers whose duties connect them with the railroads.  Owing to the unually large number of laws affecting the railroads that have recently been passed by congress and by the state legislatures the present convention of the commissioners is expected to be the most important in the history of their association.
