For Whipping His Wife.

       Sam Roy, a Reagan negro, is in the toils of the law on the charge of enjoying the innocent pastime of whipping his wife.
       Roy was arrested at Groesbeeck by Constable Moore of the Reagan precinct and placed in jail Friday afternoon.
