First Papers" were filed by the immigrant when he first arrived
in the US.
"Second Papers" were the actual citizenship documents when
the person
became a citizen, usually about 5 years later.
Both sets of papers are important -- and each may contain different
information, depending on the time frame.

Since homesteads were only available to US citizens, the immigrants
eagerly
went through the naturalization process so they would be eligible
for
homestead land.
