Samuel Whaley was born in Tyrone, Ireland, in 1818, and came to New York in 1840. In 1842 he came to Canada, settling in North Easthope. He married Margaret Trow, a sister of James Trow, settling in Mornington in 1848, being one of the first settlers. He was for many years a prominent public man, having been reeve and also township clerk for several years. He was also clerk of the fifth division court, holding that position till his death in 1876. He was a magistrate and commissioner in B.R. and a director of the Stratford & Huron railway. He was active as a politician, acting with the Liberal party, although not aggressive, which made him personally popular. Through his long life he was highly esteemed as one of Perth's public men.
