My great-grandfather, John W.
Campbell, lived in Jackson/Pike/Vinton Counties from 1884 until his death in
1915. During this period of time, many statements were written or witnessed
before the Justice of the Peace by John's acquaintances to help him with his
Civil War pension. This is a list of names that appear in John's file. Maybe

On this 26th day of July, A.D. one thousand eight hundred and ninety,
personally appeared before me, a Justice of the Peace and Police Justice,
within and for the County and State aforesaid Robert Clarke, aged 59 years,
a resident of the Township of Twin, County of Ross, State of Ohio, who,
being duly sworn according to law, declares that he is the identical Robert
Clarke, who was enrolled on the 2nd day of May, 1864, in Co. I, 149, Ohio
National Guards as a Private & Corporal, to serve one hundred days in the
service of the United States, in the War of the Rebellion, and served at
least ninety days, and was Honorably Discharged at Camp Dennison, O. on the
30th day of August, 1864, That he is Now unable to earn a support by manual
labor by reason of Nasal Catarrh, and Muscular Rheumatism, That said
disabilities are not due to his vicious habits, and are to the best of his
knowledge and belief permanent, That he has not heretofore applied for
pension, That he makes this declaration for the purpose of being placed on
the pension roll of the United States, under the provisions of the Act of
June 27, 1890.
He hereby appoints, with full power of substitution and revocation,
John E. McKerney of Bourneville Ross Co. O., his true and lawful attorney to
prosecute his claim, the fee to be TEN DOLLARS, as prescribed by law. That

DECLARATION FOR INCREASE AND REISSUE OF PENSION. UNDER THE ACT OF JUNE 27, 1890.
To be executed before some officer authorized to administer oaths for
general purposes. The official character and signature of any such officer
not required by law to use a seal must be certified by the clerk of the
proper court, giving dates of beginning and close of official term. If
certificate on file, so state.
STATE OF OHIO, COUNTY OF ROSS, ss:
On this 27 day of November A.D. one thousand eight hundred and
ninety-seven personally appeared before me, a Clerk of Courts within and for
the County and State aforesaid, Robert Clarke, aged 66 years, late a member
of Co. I, 149 Regiment, Ohio Vols, a resident of the P.O. of Rainsboro
County of Highland State of Ohio who, being duly sworn according to law,
declares that he is a pensioner of the United States under the Act of June
27, 1890, enrolled at the Columbus, Ohio Pension Agency, at the rate of
Eight dollars per month, by reason of partial inability to earn a support by
manual labor, his Pension Certificate being numbered 725886. That he
believes himself to be entitled to an increase of pension on account of the
Disabilities Heretofore Alleged, namely: Catarrh and Rheumatism and that
said disabilities have increased in severity and resulted in disease of
heart and nervous prostration. Also on account of disease of kidneys and
general disability incurred (blank).
That said disabilities are not due to vicious habits, and are to the best of
his knowledge and belief permanent in character and disable him from earning
a support by manual labor.
He therefore requests that he be favored with another medical examination
with the view of determining his right to $12 per month, the full rate
allowed under the Act of June 27, 1890.
He also requests that his original or first claim filed under the Act of
June 27, 1890, be re-examined and considered under the provisions of the Act
of March 6, 1896, and also under the decision of the Assistant Secretary of
the Interior of June 17, 1896, in the case of James J. Durkee, Vol. S, P.D.,
p. 152, with a view that a reissue be made in his case allowing his pension
from the date of filing his original or first application.
He hereby appoints, with full power of substitution and revocation,
W.M.Garrettson of Chillicothe, Ohio his true and lawful attorney, to
prosecute his claim.

On this 5 day of February, A.D. one thousand 9 hundred and 2 personally
appeared before me, a Justice of the Peace, within and for the County and
State aforesaid Robert Clarke aged 70 years, a resident of Rainsboro, P.O.
County of Highland, State of Ohio, who, being duly sworn according to law,
declares he is a pensioner of the United States, enrolled at the Columbus
Pension Agency at the rate of Eight dollars per month, Certificate No.
725889, by reason of disability from Rheumatism, nasal Catarrh and Heart
disease and disease of throat. That he was a corporal in Co. 2-149 Reg't,
Ohio Inft. Vols.
That he believes himself to be entitled to an increase of pension on the
ground that the rate allowed him is too low and not commensurate with the
extent of his present disability. He therefore requests that he be favored
with another medical examination with the view of determining his right to
$12 per month, the full rate allowed under the Act of June 27, 1890, as
amended by Act of May 9, 1900.

On this 31 day of May, A.D. 1904, personally appeared before me Robert
Clarke, aged 72 years, a resident of Rainsboro, County of Highland, State of
Ohio, who being duly sworn, declares that he is the identical person who was
enrolled at Chillicothe Ohio under the name of Robert Clarke on the 2 day
of Mar, 1864, as a Corporal in Co. I, 149 O.V.I. in the service of the
United States, in the war of the rebellion, and served at least ninety days,
and was HONORABLY DISCHARGED at Camp Dennison Ohio, on the 30 day of August
1864. That he is in part incapacitated for earning a support by manual
labor by reason of age. That he was not employed in the military or naval
service prior to May 2nd, 1864. That he has not been employed in the
military or naval service since Aug. 30th, 1864. That he is a pensioner.
That he has heretofore applied for pension By lett No. 725886. That he was
born on the 28 day of October one thousand eight hundred and 32. That he
makes this declaration for the purpose of being placed on the pension roll
of the United States under the provisions of the Act of June 27, 1890, as
amended by the Act of May 9, 1900.
That his post-office address is Rainsboro, County of Highland, State of
Ohio. That he hereby appoints R.W. Shoppell, of Washington, D.C., his true
and lawful attorney, to prosecute his claim.

prosecution of this claim.

(1907), personally appeared before me, a Justice of the Peace within and for
the county and State aforesaid, Robert Clarke, who, being duly sworn
according to law, declares that he is 74 years of age, and a resident of
Highland county of, State of Ohio; and that he is the identical person who
was enrolled at Chillicothe, Ohio under the name of Robert Clarke, on the 2"
day of May, 1864 as a Corporal, in Capt. Philip A. Roads Company I 149
Regiment of Ohio National Guards Volunteers, who was enrolled on the second
day of May 1864 in the service of the United States, in the Civil war, and
was Honorably Discharged at Camp Denison, on the 30 day of August, 1864.
That he also served (blank). That he was not employed in the military or
naval service of the United States otherwise than as stated above. That his
personal description at enlistment was as follows: Height, 5 feet 8 inches;
complexion, dark; color of eyes, blue; color of hair, dark; that his
occupation was Farmer; that he was born October 28, 1832 at Chillicothe,
Ohio.
That his several places of residence since leaving the service have been
as follows: Slate Mills Ohio, Roxibell Ohio, Lattas Ohio, Rainsboro Ohio.
That he is a pensioner. That he has heretofore applied for pension
certificate in 725886.
That he makes this declaration for the purpose of being placed on the
pension roll of the United States under the provisions of the act of
February 6, 1907.
That his post-office address is Rainsboro, county of Highland, State of
Ohio.

Probate Court, a Court of Record within and for said county, Margaret McKinley,
aged 53 years, a resident of Scioto Twp, in the county of Ross, and State of
Ohio,
who, being first duly sworn according to law, doth, on her oath, make the
following declaration, in order to obtain the benefit of the provision make by
the
act of Congress approved July 1866, increasing the revisions of widows H". That
she is the widow of William McKinley, who was a Private in Company K, commanded
by
Captain Patton, in the 73rd Regiment of Ohio Vols, commanded by Col. Smith, in
the
war of 1861. That her said husband died at Bull's Run battlefield, in the State
of Va, on the 30th day of August A.D. 1862 and the cause of his death was killed
in battle while in the line of duty in the service of the United States.
She further declares that she was married to the said William McKinley at
Highland
Co. O., on the 1st day of September A.D., 1833, by one Wm. Wright, a Justice of
the Peace; that her name before her marriage was Margaret Speck, and that ever
since the death of her said husband, she has remained a widow: as will more
fully
appear by reference to the proof annexed. (The no. of her original certificate
for pension, is 3595, and she refers to the proof on file in that as to
marriage,
death of her husband.) That during the existence of the aforesaid marriage there
were born to here and her said husband the following named children, who are now
under the age of sixteen years, viz: William H. McKinley born the 30th day of
September 1852; Abner McKinley, born the 1st day of October, 1855, and Emaline
McKinley born April 20th 1858, all of whom reside with and are maintained by
her,
and all of whom are still living, and reside in Scioto Tp. Ross Co. O.
She also declares that she has in no manner been engaged in, or aided or
abetted,
the Rebellion in the United States. Her P.O address is: Waller, Ohio.

respectable and entitled to credit, and who, being by me duly sworn, say that

They further swear that they were acquainted with the said William McKinley,
deceased, in his life-time, and know that he and the said Margaret McKinley,
lived
and cohabited together as man and wife, up to the time when he entered the
service, and that they were generally recognized as such by their acquaintances
and neighbors, and their marriage was never questioned. That during the
continuance of said marriage there were born to them the following named
children,
all of whom are now under the age of sixteen years, viz: William H. McKinley,
born
September 30th 1852, Abner McKinley, born October 1st, 1855, Emaline McKinley,
born April 20th 1858. That they are well acquainted with said children, and
their
ages stated above is from the genuine family record, which we have examined and
said ages agrees with our knowledge of said children. They reside with their

made by the act of Congress approved July 14, 1862: That she is the widow of
William McKinley who was a Private in Company (K), commanded by Captain Patton,
in
the Seventy third Regiment of Ohio Vol Infantry, commanded by Col. Orland Smith,
in the war of 1861. That her said husband was killed at Bull Run, in the State
of
Virginia, on the Thirtieth day of August A.D. 1862 while engaged in Battle and
while in the line of duty in the service of the United States.
She further declares that she was married to the said William McKinley on the
19th
day of December, A.D. 1833, by one William Wright, a Justice of the Peace; that
her name before her said marriage was Margaret Speck, and that ever since the
death of her said husband, she has remained a widow: as will more fully appear
by
reference to the proof hereto annexed. a certificate of her said marriage is
hereto annexed. That during the existence of the aforesaid marriage there were
born to her and her said husband the following-named children, now under the age
of sixteen years, Amanda, born the Sixth day of December, 1848, John Wesley,

but being a girl at that time I was not in the house when said child was born,

was in sight of the house all the time. I know said child was sucking her breast
the next morning and know that she, said Margaret McKinley was confined on said
Sept 30, 1852. I further state that I have no interest whatever in the
prosecution of the claim of said Margaret McKinley for pension.

my then attorney, that said John Wesley was born, in 1851. I make no claim on
his
account.. I did not then have my bible with me but stated from memory.

a near neighbor to Mrs. Margaret McKinley, that she was present at the birth of
Abner McKinley, one of the children of said Margaret and William McKinley; that
said Abner was born, to her personal knowledge, on the 1st day of October, 1855;
that she is acquainted with the other children of said Mrs. McKinley and that
the
only ones under sixteen years of age, are William H., Abner, and Emaline; that
she
has examined the family record, an old bible, of William and Margaret McKinley,
and it shows that William H. and Emaline were born as follows; William H. on the
30th day of September, 1852, and Emaline on the 20th day of April 1858; that she
is well acquainted with said William H., Abner and Emaline, and that they all
reside with and are supported by said Margaret McKinley, widow of said William
McKinley, late of Co. K. 73rd O.V.I. at Scioto Tp. Ross Co. O.; and that no one

said children has been adopted by any person as his or her child or ward; that
said William McKinley left no children by former marriage; and that she has no

I, Margaret Edminstions, on oath say, that my age is 66 years, that I am a
resident
of Ross County, Ohio; that I am well acquainted with Elisabeth M. Pricer, widow
of
Christian B. Pricer, who died while a member of Co. H. 89th Reg. O.V.I., and am
well
acquainted with her and her deceased husbands' only children. I was present at
the
birth of all said children; their names and ages are as follows: Louelle Jane
born
June 6th 1851, Clarance, born Oct 10th 1854; Adelia Ann, born June 28th 1856;
Mary
Margaret, born Dec 4th, 1858; and Lewis Elvin, born March 19th 1862. All of said
children reside with and are supported by their mother, and no one of them has
been
adopted by any person as his or her child. I further state that I have no
interest
in the prosecution of the claim of said E.M. Pricer for bountys or pension.

Pension No. 41780, and to return it herewith, with such information as is
furnished
by the files of this Office. It appears from the Rolls on file in this Office,
that
Christian B. Pricer was enrolled on the 13th day of Aug. 1862, at Ross Co. Ohio
in
Co. "H" 89th Regiment of Ohio Volunteers, to service as a Private on the 24" day
of
August 1862, at Camp Dennison, in Co. "H", 89th Regiment of Ohio Volunteers, to
serve
Three years, or during the war.
On the ["Muster roll of Co." struck out] Monthly Return of that Regiment, for
the
months of November 1863, he is reported C.B. Pricer. Private. "Died at
Nashville,
Tenn. Oct 17th 1863" Cause of death not stated.

Widow's Claim for Half-Pay Pension
The State of Ohio, County of Ross, SS.
On this 19th day of December, A.D. 1863 personally appeared before (1) A.S.
Dickey,
Judge of the Court of Common Pleas a Court of Record within and for said county,
Elisabeth M. Pricer aged 34 years, a resident of South Salem, in the county of
Ross,
and State of Ohio, who, being duly sworn according to law, doth, on her oath,
make
the following declaration, in order to obtain the benefit of the provision made
by
the act of Congress approved July 14, 1862: (2) - That she is the widow of
Christian
B. Pricer, who was a Private in Company H, commanded by Captain Day, in the 89th
Regiment of Ohio Volunteers, commanded by Col. - in the war of 1861. (3) - That
her
said husband died at Nashville (in Hospital), in the State of Tennessee, on the
17th
day of October A.D. 1863, (4) of disease contracted in the service, and while in
the
line of duty in the service of the United States.
She further states that she was married to the said Christian B. Pricer on the
13th
day of August, A.D. 1850, by one H.Stewart Fullerton, a Minister of the Gospel;
that
her name before her said marriage was Elizabeth M. Edminston, and that ever
since the
death of her husband she has remained a widow: as will more fully appear by
reference
to the proof hereto annexed.
That during the existence of the aforesaid marriage there were born to her and
her
said husband the following children: Louella Jane, born the 6th day of June,
1851,
Clarence born October 10th day 1854 , Adelia Ann born June 28th day 1856, Mary
Margaret, December 4 day 1858, Louis Elvin, Born March 19th day 1862. All of
said
children reside with their said mother in South Salem aforesaid.
She also declares that she has in no manner been engaged in, or aided or
abetted, the
rebellion in the United States.

Buckskin
Twp in the County of Ross and State of Ohio, persons whom I certify to be
respectable
and entitled to credit, and who, being duly by me sworn, say that they were

and saw Elizabeth M. Pricer sign her name(s) - to the foregoing declaration.
They
further swear that they were acquainted with the said C.B. Pricer, deceased, in
his
life-time, and know that he and the said Elizabeth M. Pricer, lived and
cohabited
together as man and wife, up to the time when he entered the service, and they
were
generally recognized as such by their acquaintances and neighbors, and their
marriage
was never questioned. and that the names and ages of said children and their
residence is correctly stated in said declaration. That since the death of
her said husband, the said Elizabeth M. Pricer has not married, but is still a
widow;
and that she is the identical person she represents herself to be. All the
foregoing statements they make from their own personal knowledge; and they have
no
interest in the prosecution of this claim.

Widow's Claim for Pension

On this fifteenth day of August, A.D. 1866 personally appeared before Judge of
the
Probate Court a Court of Record within and for said county, Elisabeth M. Pricer
aged
37 years, a resident of S. Salem, in the county of Ross, and State of Ohio, who,
being duly sworn according to law, doth, on her oath, make the following
declaration,
in order to obtain the benefit of the provision made by the acts of Congress
approved
July 14, 1862: & July 1866.
That she is the widow of Christian B. Pricer who was a Private in Company H,
commanded by Captain (blank) in the 89th Regiment of Ohio Vols, commanded by
(blank)
in the war of 1861. That her said husband died at Nashville, Tenn, in the State
of
Tenn on the 17th day of October A.D. 1863.
(She further says that she is a widow of said C.B. Pricer, she is now a
pensioner,
the No. of her certificate being 19,934, which is herewith enclosed.; that her
husband died while in the line of duty in the service of the United States. She
further declares that she was married to the said Christian B. Pricer at Ross
Co. O,
on the 15th day of August A.D. 1850, by one H.S. Fullerton, a Minister; that her
name
before her marriage was Elisabeth M. Edminston, and that ever since the death of
her
said husband, she has remained a widow: as will more fully appear by reference
to the
proof annexed.
She makes this application for a new certificate under act of July 1866, &
hereby
surrenders for that purpose her old one.
That during the existence of the aforesaid marriage there were born to her and
her
said husband the following named children, who are now under the age of sixteen
years, viz: Louella Jane Pricer, born the 6th day of June 1851; Clarence Pricer,
born
October 10th 1854, Adelia Ann Pricer, born June 28, 1856, Mary Margaret Pricer,
born
December 4th, 1858, and Lewis Elvin Pricer, born March 19th 1862, all of whom
reside
with and are supported by claimant all of whom are still living and reside in S.
Salem, Ross Co. O.

knowledge; and they have no interest in the prosecution of this claim.
