Ross County was formed by proclamation of Governor St. Clair, 20 Aug 1798, being the sixth county formed in the Northwest Territory. Its original limits were very extensive, covering areas now (largely or in part) of Pike, Highland, Jackson, Pickaway, Franklin, Fayette, Clinton, Madison, Hocking and Vinton Counties. The County was named from the Hon. James Ross of Allegheny County PA, who at that time was the unsuccessful candidate of the Federalists for the office of Governor of that state. In 1800, the seat of government of the Northwest Territory was removed by law of Congress from Cincinnati to Chillicothe. Chillicothe was incorporated 04 Jan 1802, and became the capital of the State of Ohio from 1803 to 1812, when the capital was moved to Zanesville, and again in 1814 until 1816, when Franklinton (Columbus) was named the state capital.
