He was born in Huntington, Lorain, Ohio to Delos PHELON and Louisa M. PERKINS. He married Miss Melvina COOLEY (1834 - 1909) in 1858 in Lorain County. The couple had three children: Carl, Fred and MaryPHELON. The couple moved their family to Osage County, Kansas where both died.
