The following is the message that each Officer Candidate received prior to their arrival for Officer Candidate School, Lackland AFB, Texas:

There is a large well-kept Wherry Housing project adjacent to Kelly Air Force Base called Billy Mitchell Village within which there is an ultra-modern community center. Children play areas and equipment are spaced throughout the area. Nursery kindergarten and modern elementary school are centrally located within the Village. Arrangements have been made for setting aside in a specially designated area sufficient apartments for those Officer Candidates who desire such accommodations. These units are reserved solely for Officer Candidates and normally will be available for immediate occupancy. The Management of Billy Mitchell Village can make arrangements with local furniture dealers in San Antonio to furnish these apartments with everything except linens and kitchenware if desired. The rental price for these apartments has been set by FHA. All utilities are extra with gas and electricity averaging about $6.00 per month. A deposit of $5.00 will be required for all unfurnished apartments and a $10.00 deposit for furnished apartments.

         1 bedroom, unfurnished $57.50; furnished, $77.50

         2 bedrooms unfurnished, $70.00; furnished, $100.00

         3 bedrooms unfurnished, $77.00; furnished, $112.00

        The rate of turn-over for Billy Mitchell Village is directly proportionate to the numbers in the graduating class who are married and whose wives are living there. Classes graduate on Friday and normally the newly commissioned graduates commence their departure the following day. Each new class officially enters into training a week from the following Sunday. Generally, this time schedule will permit the timely release of apartments by the outgoing class to members of the new class. However, if you are desirous of accommodations at Billy Mitchell Village, you should write directly to the Management, Billy Mitchell Village, 301 Lackland Road, San Antonio, Texas, and request the reservation forms and/or any other Information you may wish. Once a reservation has been secured, you should request an expected date for occupancy and time your arrival in the San Antonio area to coincide with the availability of your apartment. Motel type of living is extremely costly. Your family should be completely settled prior to your entry into School, for once you sign in on Sunday, you will have no further opportunity or time to help your family negotiate arrangements or any other details for them.

A considerable number of other houses within varying price ranges are available 20 to 30 minutes from the Base. However, the Billy Mitchell apartment housing is recommended as best meeting the needs of the average candidate who is here for six months duration. An adequate trailer court is located within a reasonable distance from the Base.
