Russell Justice of the Peace Was Also a Navy Veteran--Rites Wednesday. Russell, May 1. -- Arthur Elwood Manning, 68, Russell, a 30-year veteran of the navy and justice of the peace in Russell for 18 years, died Monday morning at 8:35 at the St. Lawrence State hospital, Ogdensburg, where he had been a patient eight weeks. Mr. Manning was in ill health since 1957.
"The funeral will be Wednesday afternoon at 2 at the home of his daughter, Mrs. Belden (Muriel) Whitmarsh, Blanchard Hill road, with Rev. Carl Jacobs, pastor of the Russell Methodist church, officiating. Burial will be in South Russell cemetery.
"Friends may call at the home at their convenience.
"Besides his wife, Mrs. Mabel Dorothy Andrews Manning, Mr. Manning is survived by two sons, Lieut. (j.g.) Sidney Manning, Argentia naval base, Newfoundaland, and Thomas G. Manning, Russell; two daughters, Mrs. Whitmarsh and Mrs. Olen (Lowena) Bristol, DeKalb Junction; a sister, Miss Mildred Palmer, Potsdam; a brother, Sidney F. Manning, West Haverstraw; eleven grandchildren, and a great-grandson.
"Mr. Manning was born in Hermon, July 26, 1893, son of Spencer L. and Bertha Kelly Manning. He attended schools at the Old Arsenal in Russell. Mr. Manning enlisted in the navy in 1909 and married Miss Mabel Dorothy Andrews, Jan. 29, 1918, at the home of her parents, Mr. and Mrs. Albert Andrews, Dorchester, Mass. Rev. William Marzoff, pastor of Christ Unitarian church, performed the ceremony.
"He remained in the navy after his marriage and obtained the grade of radioman chief before he retired in 1939, returned to Russell and worked in the iron mines at Clifton for the Hanna Ore company.
"Mr. Manning also spent 16 years on the maintenance crews of the New York state highway department. Poor health forced his retirement in 1957.
"Mr. Manning was an honorary member of the Russell fire department." He was buried in S. Russell cemetery, Russell, St. Lawrence, NY.

Her obituary appeared on 4 Aug 1991 in the Watertown Daily Times of Watertown, Jefferson, NY, as follows: "M. DOROTHY MANNING DIES IN CANTON AT 93. CANTON. M. Dorothy Manning, 93, formerly of 61 Judson St., died early Friday in Canton United Helpers Nursing Home, where she had been a resident since 1989.
"The funeral will be at 2 p.m. today at Russell United Methodist Church with the Rev. Paul Rowley officiating. Burial will be in South Russell Cemetery.
"Donations may be made to the Russell United Methodist Church.
"The O'Leary Funeral Home is in charge of the arrangements.
"She is survived by two sons, Sidney E., Canon Beach, Ore., and Thomas E. of Russell; two daughters, Mrs. James (Muriel) Whitmarsh-Hanno, Lowville, and Mrs. Olen (Lowena) Bristol, Canton; 13 grandchildren, 27 great-grandchildren and eight great-great-grandchildren.
"Born Sept. 28, 1897, in Topfield, Mass., a daughter of Albert and Anne Niles Andrews. She married Arthur E. Manning Jan. 29, 1918, in Boston, Mass.
"They moved to Russell in 1929. Mr. Manning died in 1962.
"Mrs. Manning operated a gift shop in Russell and was town historian for several years. In 1967, she moved to Canton." She was buried in S. Russell cemetery, Russell, St. Lawrence, NY. Arthur Ellwood Manning and Mabel Dorothy "Dorothy" Andrews had the following children:
