The Hon. Nancy Elizabeth Clark Teed

Senator of Canada

DATE AND PLACE OF BIRTH: 26 Feb 1949 Saint John, New Brunswick.

DECEASED: 29 Jan 1993 while in office as Senator of Canada.

PROFESSION: Businesswoman, interior decorator, personnel consultant.

POLITICAL PARTY: Progressive Conservative

SENATE: Appointed 30 Aug 1990 by Prime Minister Brian Mulroney.

SENATORIAL DIVISION: Saint John, New Brunswick.

At the time of her appointment, she was the youngest member of the Senate. Although deserving of an appointment due to her enormous enthusiasm for the people, politics and commerce of southern NB, Prime Minister Mulroney had as his objective an increase in the Conservative representation in the Senate that would exceed that of the Liberals so that his legislation from the House of Commons would not be delayed or amended. Had she not lost her life in an unfortunate road accident outside Fredericton, NB on 29 Jan 1993, there is little doubt she would have had a long period of service to the betterment of the people of New Brunswick and Canada in the Parliament of Canada.
Senator Teed was educated in the Saint John school system, at Saint Mary’s University in Halifax and at the University of New Brunswick, Saint John campus.     She had a private business career as owner and a Personnel Consultant under the name of Nanci Personnel Services Limited. She employed the phonetic spelling of her name since the correct spelling would not have entitled her to registration due to conflicts with other firms already using the name ‘Nancy’ in their title.
Senator Teed was first elected for Saint John South in the NB general election of NB on 23 October 1978; re-elected in the general election of 12 October 1982, and finally defeated in the general election of 13 Oct 1987. During her term in the NB Legislature, she served as Minister of Social Services 1982-1985 and Minister of Health and Community Services and Minister responsible for Alcoholism and Drug Dependency Commission 1985-1987. She was appointed to the Senate by Prime Minister Mulroney in 1990.
When serving in the NB Legislature, she was a member of a) House Committees on Law Amendments, Veterans Affairs, Municipalities; b) Corporations, Social Development, Energy, Public Accounts, Agriculture, Natural Resources and Fisheries, and Economic Development; c) Standing Committees on Private Bills and the Ombudsman; d) Executive Committee on Social Policy and Programs and e) served as the Chairperson in the important Standing Committee on Supply. In the latter two committees, she had a hand in guiding the evolution of social programs in the province as well as the provincial budget and taxation.     As a private person, Senator Teed was a member of these Organizations and Charities a) Saint John Committee on Environment; b) Board of Directors – YWCA; c) Saint John Board of Trade; d) Board for the Saint John Municipal elections; e) Women’s Business and Professional Club; f) Women’s Political Action; g) Advisory Board - Salvation Army; h) Trinity Church; i) Secretary Market Square Corporation; and j) Vice President: New Brunswick Red Cross Society.
Senator Teed was married to William Teed of Saint John, NB where they made their home. They had two children, Jennifer Elizabeth Ann Teed and Harrison Anthony William Teed. She was survived by them and her mother Irene Sarah Theresa Mawhinney. Her father, Harry Anthony Shaw Clark had predeceased her. She was also survived by her sister Ann Marie (Dr Robert Andre); and her brothers Harry Melborne "Mel" (Judith Ann Northrup) Clark and their children Stephanie Dawn and Christopher Andrew; and Paul Edwin George (Sharon Zed) Clark and their children Erica and Janice.
